In reality, CAG has repeatedly raised the issue of “Off Budget Borrowings”, which involves borrowings outside treasury, without approval of Legislature. Eg: for Kaleshwaram project, loans are taken at 8.90%-10.9% which is not reflected in the State Fiscal Deficits. (2/3)

K Chandrashekhar Rao’s TRS is following precisely the Satyam Model, which was also based out of Hyderabad.
