They were still directed to provide a plan to reduce consumption and give back 2-3 MAF starting next year. Expanding conservation programs/policies "under the doctrine of prior appropriation" ain't gonna cut it, I think.

The upper basin states — Wyoming, Colorado, Utah and New Mexico —
submitted a plan to the federal government in mid-July, but that
proposal contained no mandatory reductions in water use for those states.

Their 5 Point Plan has something something about expanding their water conservation programs but nothing definitive as to actually reducing water usage as directed by DOE. What a bunch of twats.

Just saw a Datsun 510 station wagon in my town's FB marketplace. It looks exactly like the one we had growing up. I also learned to drive in that car. Sooo tempted to buy it and ride up to my Dad's next state over and see his reaction.
