Its pretty rare for someone to go to school in continental Europe for all four years ( the uk is more common than the rest of europe combined in my experience) but its much much much more common for people to do a semester or two through their university in Europe

No ones saying its perfect but it works anywhere on the surface because of how gps was built to function if you had issues with it its going to be your receiver device that wasn't functioning because gps is accurate to .1 meters with good enough receivers. Your Device doesn't ever communicate with the gps satalites you just listen to them constantly screaming their time and location and then use math to figure out how far you are away from atleast 3 but usually 4 satalites and that tells your Device where it is
