From manskirts and holographic angelic harp players (Haven), to crazy caveman like Ferengis. They just did not know where the series was going at first. I typically rush through seasons 1 & 2, but sometimes you have to marvel at where it all came from.
Seriously, she's in a science officer's uniform in the series premiere, and from then on, she's in civis. She's a senior officer on the flagship, I'd think she'd be expected to be in uniform.
