I am looking forward to meeting my friend Mr Dulles again. It is always good to be able to discuss with him personally the many problems which affect our two countries. And of course I shall meet the French Prime Minister, Monsieur Mendes-France, Mr Pearson of Canada and many other NATO statesmen. These Council Meetings are important events, when we sit round the table any delegation is free to raise any subject it wishes. It may be a particular problem affecting only one of the fourteen countries or it may be a problem common to all of us. NATO is far more than a mere military alliance. It is a voluntary association of peoples who share common hopes and principles. Up to now we have had to concentrate on building up our defences. It is a slower business to develop co-operation along other paths but that is our aim. We seek to achieve not only security, but with it, unity prosperity and enduring peace."

Loud applause from the delegates and audience as Anthony Eden goes to the podium to make his speech. He talks of the current Government being Socialist and lists several humorous references to that fact. He says the nation is now suffering from Government's too rigid commitment to their policy and says it's impossible to go up and down the country without hearing "What would the Tories do about it". He opines that it is their duty to answer this question and lists true leadership as an important factor. He talks of policies being thought out in imperial terms. Harold Macmillan is seen sitting at the front table of the delegates.
Several cuts in the speech make it hard to grasp the main gist of some of his points. Eden says firmly "No more nationalisation, let us unite and not divide the nation on economic policy". He urges to stop the inflation by a properly balanced budget. He says exports should come out of greater production "so that we share in plenty rather than in scarcity".
He ends by saying the Conservatives stand for the individual and regard the family as the basic social unit and the sanctity of family life as vital to the health of the state.
