New Year's 2021- United Nations Secretary-General, António Guterres
Dear Friends,
2020 has been a year of trials, tragedies and tears.
COVID-19 upended our lives and plunged the world into suffering and grief.
So many loved ones have been lost — and the pandemic rages on, creating new waves of sickness and death.
Poverty, inequality and hunger are rising. Jobs are disappearing and debts are mounting. Children are struggling.
Violence in the home is increasing, and insecurity is everywhere.
But a New Year lies ahead. And with it, we see rays of hope:
- People extending a helping hand to neighbors and strangers;
- Frontline workers giving their all;
- Scientists developing vaccines in record time;
- Countries making new commitments to prevent climate catastrophe.
If we work together in unity and solidarity, these rays of hope can reach around the wor...

Global emissions are reaching record levels and show no sign of peaking. The last four years were the four hottest on record, and winter temperatures in the Arctic have risen by 3°C since 1990. Sea levels are rising, coral reefs are dying, and we are starting to see the life-threatening impact of climate change on health, through air pollution, heatwaves and risks to food security.
The impacts of climate change are being felt everywhere and are having very real consequences on people’s lives. Climate change is disrupting national economies, costing us dearly today and even more tomorrow. But there is a growing recognition that affordable, scalable solutions are available now that will enable us all to leapfrog to cleaner, more resilient economies.
The latest analysis shows that if we act now, we can reduce carbon emissions within 12 years and hold the increase in the global average temperature to well below 2°C and even, as asked by the latest science, to 1.5°C above pre-industrial levels.
Thankfully, we have the Paris Agreement – a visionary, viable, forward-looking policy framework that sets out exactly what needs to be done to stop climate disruption and reverse its impact. But the agreement itself is meaningless without ambitious action.
UN Secretary-General António Guterres is calling on all leaders to come to New York on 23 September with concrete, realistic plans to enhance their nationally determined contributions by 2020, in line with reducing greenhouse gas emissions by 45 per cent over the next decade, and to net zero emissions by 2050.

António Guterres was on Friday re-appointed to a second term as UN Secretary-General, pledging as his priority, to continue helping the world chart a course out of the COVID-19 pandemic.
Taking the oath of office in the General Assembly Hall, Mr. Guterres said he was aware of the immense responsibilities bestowed on him at this critical moment in history.
World at a crossroads
“We are truly at a crossroads, with consequential choices before us. Paradigms are shifting. Old orthodoxies are being flipped,” he told ambassadors.
“We are writing our own history with the choices we make right now. It can go either way: breakdown and perpetual crisis or breakthrough and prospect of a greener, safer and better future for all. There are reasons to be hopeful.”
Mr. Guterres was the sole candidate from the UN’s 193 Member States to vie for its top job. His first five-year term began in January 2017.
He was nominated by his homeland, Portugal, and appointed by acclamation by the General Assembly, following prior endorsement by the UN Security Council, for a second term that runs from January 2022 to December 2026.
Turn the tide
Speaking in a mix of English, French and Spanish – three of the UN’s six official languages – Mr Guterres detailed how COVID-19 has taken lives and livelihoods, while exposing inequalities. At the same time, countries are confronting challenges such as climate change and biodiversity loss.
He stated it was crucial that the way out of the pandemic, as well as socio-economic recovery, should occur on a much more equitable basis, going forward.
“Our greatest challenge - which is at the same time our greatest opportunity - is to use this crisis to turn the tide, pivot towards a world that learns lessons, promotes a just, green and sustainable recovery and shows the way via increased and effective international cooperation to address global issues”, he said in French.
Momentum for transformation
With the way forward filled with colossal tasks, the Secretary-General expressed confidence that they can be completed successfully, partly due to the incredible commitment of UN staff across the world, though underlining the need for continuous improvement, including through better data and analysis, and a reduction in “unnecessary bureaucracy”.
Although the world has changed a lot, the UN’s promises remain constant, but countries have to work together in entirely new ways to keep them alive.
He called for seizing momentum for transformation, while also stressing the need to bring other voices to the table, including civil society, the private sector and youth.

In his keynote speech at a high-level climate gathering in Petersberg, Germany Secretary-General António Guterres today (6 May) expressed concern about the “lack of progress on adaptation” and said, “the success of COP26 rests on achieving a breakthrough on adaptation and finance.”
Guterres said, “already people are dying in big numbers, farms are failing, millions face displacement. And there is a false dichotomy that says adaptation finance can only increase at the expense of mitigation finance. The fact is that we need both. With reduced fiscal space, high debts and mounting climate impacts, developing countries need mitigation and adaptation finance in equal measure. Yet adaptation finance to developing countries is a mere 21 percent of climate finance.”
The Secretary-General stressed that “we need an equal balance between mitigation and adaptation, and both backed by finance and technological support to developing countries” as this will allow “both developed and developing countries to fully mobilize to reach global net zero emissions by mid-century and build resilience to changes to come.”
He reiterated his call to donors and multilateral development banks “to ensure that at least 50 percent of climate finance is for adaption and resilience” and “to make concrete proposals so small island developing States and the least developed countries can access climate finance more easily than today.”
The Petersberg Climate Dialogue is an annual event that has been convened by Germany since 2010. It brings together ministers from over 30 countries, top executives, civil society and subnational leaders in preparation for the annual climate COP, which will be held in Glasgow from 1 to 12 November.

António Guterres, United Nations Secretary-General, delivers brief remarks to the media on World Humanitarian Day and the situation in
Afghanistan, Haiti, and Ethiopia at the Security Council Stakeout.
UN chief António Guterres said, “On this World Humanitarian Day, I am particularly concerned about the situation in Ethiopia,” adding that it is time for all parties to “recognize that there is no military solution and it is vital to preserve the unity and stability of Ethiopia which is critical to the region and beyond.”
Speaking to reporters today (19 Aug) in New York, Guterres said, “the Ethiopian people have suffered too much. Humanitarian conditions are hellish. Millions of people are in need. Infrastructure has been destroyed. We have heard first-hand accounts of women who have been subjected to unspeakable violence. The spread of the conflict has ensnared even more people in its horror.”
He made an appeal for actions on three fronts to give peace a chance in the country. He said, “First, I call on all parties to immediately cease hostilities. Second, unrestricted humanitarian access everywhere must be guaranteed together with the re-establishment of public services in all affected areas. Third, conditions must be created to allow for the start of an Ethiopian-led political dialogue to find a solution for the crisis. Such a dialogue can contribute to addressing the underlying causes of the conflict and ensure Ethiopian voices direct the pathway to peace.”
The UN chief reiterated that the world body will “continue to work together with the African Union and regional and international partners to support the Ethiopian people on the way to peace and reconciliation. Now is the time to put an end to the suffering. All of these steps are critical to making it happen.”
Guterres also stated that on World Humanitarian day, our thoughts are with humanitarians and the many millions of people that they strive to help every day.
They are providing life-saving support in places like Haiti — where our hearts ache at the suffering and devastating toll from the recent earthquake. The UN is on the ground providing relief — including medical supplies and health care, clean water and emergency shelter.
He also extended a special message to the people of Afghanistan during this trying time, stating that the United Nations is with the people and committed to stay and deliver to help advance peace, opportunity, and human rights for all.

- People extending a helping hand to neighbors and strangers;
- Frontline workers giving their all;
- Scientists developing vaccines in record time;
- Countries making new commitments to prevent climate catastrophe.
If we work together in unity and solidarity, these rays of hope can reach around the world.
That’s the lesson of this most difficult year.
Both climate change and the COVID-19 pandemic are crises that can only be addressed by everyone together – as part of a transition to an inclusive and sustainable future.
The central ambition of the United Nations for 2021 is to build a global coalition for carbon neutrality - net zero emissions - by 2050.
Every government, city, business and individual can play a part in achieving this vision.
Together, let’s make peace among ourselves and with nature, tackle the climate crisis, stop the spread of COVID-19, and make 2021 a year of healing.
Healing from the impact of a deadly virus. Healing broken economies and societies. Healing divisions. And starting to heal the planet.
That must be our New Year’s Resolution for 2021.
I wish you all a happy and peaceful New Year, from the United Nations.

The Security Council recommended the appointment of UN Secretary-General Antonio Guterres for a second term in a resolution adopted by “acclamation.”
Speaking to reporters followed the closed meeting in which the resolution was adopted, Estonian ambassador and President of the Security Council for the month of June, Sven Jürgenson, said, even though there was only one official candidate, “the process of the selection has not changed since last time.”
Jürgenson said he thinks Guterres has been an “excellent Secretary-General.” He added, “He is a bridge builder; his views on the conflict zones in the world; and he is able to speak to everybody. And I think this is something that is expected from the Secretary-General, and he has proven worthy of the post already with the five years that he has been in office.”
The President of the Security Council said there were other self-proclaimed candidates, but the rules stipulate that candidates must be presented by a member state, and no other candidates were. He stressed that despite only having one candidate, the same democratic and transparent principles that were implemented last time applied, with the candidate presenting his vision statement and hearings being held in the General Assembly and the Security Council.
Jürgenson said “the torch” has now been passed to the General Assembly and expected the process to continue there on the morning of 18 June. If appointed, Guterres would serve a second term starting from 1 January 2022 to 31 December 2026.

Afghanistan
The United Nations presence in Afghanistan “will adapt to the security situation,” UN Secretary-General Antonio Guterres said on Monday. in a briefing to an emergency session of the Security Council.
“But above all, we will stay and deliver in support of the Afghan people in their hour of need,” Guterres said.
As desperate Afghans were trying to escape the Taliban and board planes, during chaotic scenes at Kabul airport on Monday, UN Secretary-General António Guterres called for international unity on Afghanistan.
Guterres appealed for the Council to stand as one, and ensure that human rights are upheld, humanitarian aid continues, and that the country does not again become a platform for terrorism.
The Secretary-General noted that the international community is following the developments in Afghanistan “with a heavy heart and deep disquiet about what lies ahead.”
After seizing large swaths of territory in recent months, the Taliban on Sunday took control of the capital, Kabul, home to some six million people.
President Ashraf Ghani has fled the country, according to media reports, and desperate residents have been scrambling to the airport to get flights out.
“At this grave hour, I urge all parties, especially the Taliban, to exercise utmost restraint to protect lives and to ensure that humanitarian needs can be met,” said Guterres.
The UN chief called for the international community to uphold human rights, and voiced particular concern over mounting violations against women and girls. “It is essential that the hard-won rights of Afghan women and girls are protected,” he stressed.
“They are looking to the international community for support — the same international community that assured them that opportunities would be expanded, education would be guaranteed, freedoms would spread and rights would be secured.”
