This is a magellanic horned owl possessed lawfully and responsibly by a wildlife center in South America. This is their usual hoot pattern, they look very similar to our great horned owls in North America because they’re very closely related.
They call when being territorial, trying to solicit a potential mate, or when they just feel particularly sassy. This one is likely imprinted (either captive bred or found that way by the rehab), and it’s in gorgeous condition, look at those pretty feathers!
