A few times each year I testify publicly on Guam about something.  Usually it is at the Guam Legislature over a bill or a resolution or as part of a hearing.  Regardless of what the topic is, I try to do it in Chamoru, especially if I have time to prepare my written comments ahead of time, so they go into the public record.  Chamoru is a national language for Guam, which means that it can be used regularly for public activities and public representations.  Official documents can be in both Chamoru and English. Signage around the island can be bilingual.  The fact that Chamoru is an official and national language of Guam is something that many indigenous groups around the world might be envious of, since it provides for a far amount of existing legitimacy and social/political power.  You don't have to fight for recognition, since the law already accepts it. But sadly we don't do more to build off to this.  It could begin in simple ways, such as public signage and go from there.

Recently at the Fanhita: Our Continuing Quests for Decolonization, I and the several hundred other attendees received updates on Puerto Rico from Wilma Reveron-Collazo. Her presentation "Puerto Rico Actually" provided a powerful genealogy of Puerto Rico's movement for decolonization, as well as American attempts to keep the island colonized or to hide its continuing colonization.  Puerto Rico occupies an interesting place in the imaginary of Guam. It is a place very distant from us in geographic terms, but we nonetheless share a similar history of Spanish colonialism and a similar present of American colonialism. At a time when Puerto Rico and Cuba were developing their own nationalist and revolutionary movements, the same movements, albeit on a smaller level, were also developing on Guam. In Magellan's trip across the Pacific, he passed by thousands of islands, the majority of which they did not see. They noticed a few, but they had no resources to offer and only made the voyagers more distressed. Guam and the Marianas were the first landfall they made after months at sea, where many became ill and more than a dozen died. The interactions between Chamorus and Magellan did not go well, and I'll write more about that later. Because of this contact, Magellan's voyage was able to obtain some supplies to help them eventually reach the Philippines less than two weeks later. As a result, hundreds of years later, Guam still has a small, but secure place in the history of European imperialism and the stories of its mastering of the world. When I was doing oral histories on Guam, not too long ago, some of the most interesting stories were those of courtship and "dating" in pre-World War II Guam. As many manamko' state, there was no dating before the war, and this is no exaggeration. Young men and women were closely watched and restricted in their movements and activities. Men were given more freedom than women, but both were not allowed to freely associated with any person of the opposite sex to whom they were not closely related. With any such social prohibition there are plenty of sagas of the exceptions. These exceptions for the most part can be found in the tales of mythical others. Today in class will be learning about the Wars Against Spain in the early 19th century. It is a period where Spain loses all of its colonies in Latin American (except for the Caribbean) in less than 30 years. In order to understand the roots of those anti-colonial wars we need to understand the indigenous forms of resistance that continued for centuries even after Spain had colonized, converted and enslaved most of Latin America. We'll be learning today about Tupac Amaru II who led an uprising against the Spanish in 1780. Below is a song written by Alejandro Romualdo that I sometimes share with my students.
