Adios Governor Ota

Last June, M asahide Ota, former Governor of Okinawa passed away. He had been governor of the islands in 1995, when long-time resentment and culture of protest against the US military bases achieved a much greater and more widespread character after the rape of a 12 year old girl by three US servicemen. His was a powerful voice for peace and demilitarization in Okinawa. During a trip in October of 2015 Edward A. Alvarez and I (with the help of the intrepid interpreter Shinako Oyakawa) got to visit him at his Naha office one afternoon. When he learned that we were from Guam, he mentioned several Chamorros that he had met over the years and inquired about them. He told us a number of stories from his life, including as experience after being drafted into the Japanese army during the war. It is so intriguing the way in which local media covers Liberation Day in Guam, the holiday meant to commemorate the American re-taking of the island from Japanese forces during World War II. Objectively, the American reoccupying of the island in 1944 was not a liberation, at least not in most senses of the word. It's level of "liberation" depends largely on whether or not you exclude the Chamorros, the indigenous people of Guam, who have called this island home for possible thousands of years. It is very bewildering how we predicate the idea of Liberation Day being a liberation on the experiences of the Chamorro people, because so many of them express it as being a liberation, but calling it a liberation requires suspending their human rights and reducing their to a mere colonial effect of the United States. I came across this article while looking for examples about the way American media frames Okinawa, its history, its relationship to the United States, and the "problem" that it presents to US interests. The usual way in which the United States relates to places where it has bases, is through gratitude or lack of gratitude. If the people support the presence of the bases, then the media represents them as appreciative and understanding about how the US, as the greatest country in the history of the world, has helped protect them, develop them, given them freedom and democracy and capitalism. This is the case, even when those countries were former enemies of the United States and the bases were placed there during or after times of war. Even then, the US media and scholarly class has a way of making it seem as if the people there should appreciate the lesson they were taught about the world and global power. Last week I visited the Yoko Gushiken museum in Ishigaki island. It was an interesting moment because of the way it connected to the many discussions of the week relating to decolonization, nationalism and activism. Gushiken is a celebrity in Japan and in the international world of boxing. He was the WBA Flyweight Champion for five years, with a record of 23-1, 15 wins by KO. Although he came from the small island of Ishigaki he fought in rings around the world. In a two-story house on the edge of the tourist area of Ishigaki City, you will find his museum. It has his trophies, images of him and a mock practice ring with highlights from his matches playing on a TV nearby. Throughout the museum was images of eagles, as the eagle is an important animal to Ishigaki Island and it was his symbol that he put on his uniform and on his promotional materials. On my trip to Tohoku, the Popoki Peace project visited several towns that were affected by the tsunami. In each there were markers of the tragedy, stories of survival and also worries about what the future might bring. Along the roads, each town would have a markers identifying the point at which you were entering the tsunami inundation area and exiting it. Because of this, even if towns and roads are rebuilt, you can still imagine how far the waters and the destruction reached as you drive up the coast. Each town also had markers on street corners, on the side of buildings, power poles and street lights indicating how far away that point was far high ground where someone might be safe from a future tsunami. The Battle of Guam/Okinawa project took several months but it was well worth it. After visiting the Sakima Art Museum in Okinawa I was consumed by a painting that is in their permanent collection, "The Battle of Okinawa." This painting was designed to show the horror of World War II in Okinawa, when the island was destroyed in a typhoon of steel. This painting was the height of the Museum and filled with imagery that intrigued, haunted and horrified. I knew I could never match up to the intensity of that image, but felt the need to try to create my own intervention. After traveling and visiting Okinawa so many times in the past few years and seeing the way our tragic histories have given us similar difficult experiences, I wanted to build upon the intent of the original Battle of Okinawa painting, but also put my own wishful solidarity, in whatever form I could find it. I gave several talks while in Okinawa recently. Below is the text for one of them. I was asked to address the topic of Japan's sovereignty. There were several possible ways to address this question. First and foremost, is Japan even a truly sovereign country? With so many US bases there can they ever truly be sovereign? In the case of Okinawa, is it truly sovereign Japanese territory with so many American forces there? Whose interests are truly dominant? What happens if the interests of the US and Japan diverge? Furthermore there is the question of what type of government a sovereign Japan should have? Should it continue to subordinate to the United States? Should it assert its own interests? For example if the US is pushing for war and Japan wants peace, how well can Japan assert its own sovereign interests when the US can still use its bases as it sees fit? First Stewards

I am attending the First Stewards Climate Change symposium at the Museum of the Native American Indian in Washington D.C. It has been an inspiring and informative experience as I've gotten to meet Native peoples from across the United States and the Pacific. Every native community that has gathered here has had a close relationship to the ocean for thousands of years. Fishing is an essential part of how they have developed as a people and who they are today. As a result climate change is not something silly and abstract that only environmentalists care about. It is something that literally means life or death very soon. Over the course of the past week indigenous people from the Western Pacific to Alaska to Hawai'i and to the US West Coast shared stories of how rising waters and changing temperatures are causing increasing problems. The symposium is not just about these pertinent issues, but is also about cultural and spiritual exchanges. As part of my job this week I helpe
