Depends on the state. For most it indicates regions under increased autonomy, like for the Empire of Indistan, but for other it's vice-versa, like for the Ghassanid Empire

For me the biggest issue is not so much that LoK doesn't understand eastern culture or beliefs but rather that the original Avatar the Last Airbender had a different tone when it came to the world's spiritual.

In Avatar, the spririt realm is mysterious and ambigous, almost inexplicable, while it feel so much more watered-down and simplified in LoK. I think the mysterious and "eastern" feel to Avatar's spirit world and lore compared to LoK's is the real discrepancy.
