Setbisio Para i Publiko #30: Ghosts of Buildups Past

I am staying up all night tonight to finish an article on environmental discourses surrounding the US military buildup to Guam as it was proposed in the 2009 Draft Environmental Impact Statement (DEIS) and later formalized in their Record of Decision (ROD). This buildup as it was proposed never happened, as financial problems in both the United States and Japan as well as local resistance efforts, including a lawsuit ended up stalling and delaying the process for years. The buildup looks and sounds so much different today than it did five or six years ago. There is a greater emphasis on environmental stewardship and also constant reminders that the Department of Defense (who currently control 28-29% of Guam) plan to control less total land once the buildup is over. Part of the change in tone is due to the fact that the island of Guam changed in the buildup debate process. This is a key feature of my article. Chamorro Nationalism Revisited

Dipotsi sa' este i kustrumbre-ku.  In all my classes I teach at the University of Guam, whether it be English, Chamorro or History the issue of decolonization and independence for Guam always arises. Part of this is because of who I am and what I believe in. This affects how I teach and what I teach. Part of it is also how students see me and how many of them know that if you google Guam and Decolonization or Guam and a wide range of other topics you will end up with something involving me or written by me. I do not necessarily force this issue on students, but always remind them of the importance of this topic as they live on this island and in this world. Part of the difficulty though in discussing these two topics is that while Guam is a colony and has been such for more than a century, the Chamorro experience of colonialism has changed so much since 1898, 1941, even 1968. History is important because it holds the truth. The problem, like everything else dealing with the truth, is the uncertainty over what people should do with truths they don't like. History is filled with things you will like, things you won't really care about, and things you will hate hearing about. There are things that fill you with inspiration, love, hope and faith in the world around you, and things that make the world around you feel hollow, terrible, disgusting and make you wish you could leave it all behind, time travel or be sent to another universe. One of my favorite quotes about history is the notion that "Happy people have no history." This is something that I don't agree with as something that produces happiness, but I do believe that many people relate to the concept and force of history with this in mind. One of the people that I’ve really enjoyed talking to and listening this trip to Okinawa is Usii Chinin. She is a writer and strong voice for both decolonization and independence for Okinawa. She was on a panel with me during the first day of the decolonization symposium at Okinawa International University. The second day she was a moderator for another panel that I was on. Over the course of my time here she has been interviewed several times by mainland Japanese media interested in this idea of “Okinawan Independence.” During the question and answer period one of the audience members criticized Usii. Every member of the audience was given a sheet of paper to write their questions or comments on. One such sheet asked Usii why she was dressed in such an uncool and outdated way and also commented on her hair looking too old-fashioned. Colonial Differences

I did not post much for a few days because I was getting ready to travel to Japan. I got here yesterday to Osaka and I’m preparing to present at a conference on Friday. I’m looking forward to finishing my paper, it is about the Chamorro creation story of Fu’una and Puntan, and the ways in which we can see the shaping of Chamorro culture in line with the many lessons and morals different versions of the origin communicate. It has only been a few months since I was last in Japan, since I attended the 2011 Japan Peace Conference in Okinawa last November. This time being in Osaka, things both feel the same, but also very different. The overwhelming presence of Lawsons and Family Marts comforts me, letting me know that no matter where I go in Japan, there will most likely be at least two convenience stores there where I can buy a decent bento, Pokemon cards or a Pepsi Nex.
