I've been involved in some form or another with the issue of indigenous fishing rights for Chamorros since 2009. I've attended dozens of meetings, worked on dozens of documents and talked to hundreds about the issue. It has been a largely frustrating endeavor, as the issue is so heavily laden with ideology, that even before you have said anything, people, often with little to no thought or information have already determined their response. What is so strange about Bill 160, is the way it seems to avoid or ignore what progress we've made on the issue of indigenous fishing rights, while creating another layer of government, which could conflict with existing layers of government resource management. The Importance of Being Bilingual

For the Importance of Second Language Learning Forum that I helped organize a few weeks ago, we were honored to have a very diverse and exciting panel. Coming at it from different angles, they covered a number of way, some more philosophical and others more practical, as to how learning a second language can be important and as a result, something that should be required at UOG.  The panel featured the following guests: Kenneth Gofigan Kuper, a Ph.D. student in Political Science at UH Manoa and former student of mine. He is a young activist who has taken up both the banner of decolonization and language revitalization. I've been working with him on a number of projects such as Ha'anen Fino' Chamoru Ha' and the upcoming Lalahen Sinahi project. The Forum on the Importance of Second Language Learning that I helped organize last week at UOG was a huge success. We had a massive crowd of students and members of the community. The comments that were made came from all types of people. Some students spoke about how important it is to requires students to take second languages because it will provide them so many long term benefits that they may not be able to perceive yet. Some community members spoke about how this idea of English-only or focusing the education at UOG on a single language was like a slap in the face to the dozens of languages that are spoken daily in Guam. Some business owners talked about the need for more languages to be taught at UOG and that more languages make you more intelligent and marketable. Some teachers talked about how students who know more than one language perform better in school than those who are monolingual. Chamorro-Japanese Cultural Exchange

Teaching Chamorro culture in Japan by Jasmine Stole Marianas Variety 2/12/2014 PROFESSOR Kyoko Nakayama’s interest in Chamorro culture prompted her to learn as much as she could about it so she can share it with her students in Japan. Nakayama explained the journey of how her interest in Guam developed into two books, an art show and an ongoing educational tour yesterday when she addressed attendees at the Rotary Club of Tumon Bay. Nakayama’s interest in the island quickly translated into her hope to share the culture with Japanese people. Eventually she met with various local people, including Ron Laguana, Ron Castro and Frank Rabon who would help Nakayama reach her goals. A teacher in the education department at Teikyo University in Tokyo, Nakayama established an educational tour in 2009 which allowed her to share the knowledge she learned from Chamorros with her students. A public discussion on keeping second-language-learning requirements in the University of Guam general education curriculum will be held on Thursday, April 30, at 6 p.m., at the CLASS Lecture Hall on the UOG campus.  The event is free and open to all concerned members of the public. Pacific Discoveries

Earlier today I had the honor of giving a presentation before the Guam National Football (Soccer) Team. They have a friendly tournament coming up on island where they'll be facing off against teams like Saipan, Macau and Mongolia. I was asked by some of the coaches and staff for the team to speak about traditional navigation and use it as a metaphor to inspire the players. Traditional navigation in Micronesia is something to absolutely be proud of, even on Guam where it was lost for centuries and is being incorporated back into life again. People say that Magellan put Guam on the map. He did so only for Europeans. Peoples in Micronesia had their own maps and Guam was already on them. Chamorros had their own maps and these maps stretched from Asia to the Marshall Islands covering thousands of miles. To fixate on Magellan putting Guam on an map helps us forget so much that we can and should be proud of. Magellan puts Guam on the map 3500 years after Chamorros put it
