                    Private parking agreements

                    A small private parking area off the street
                    Private parking agreements and private enforcement agreements can help prevent illegal or unauthorised parking on private property or privately owned roads.

                    ​​​​​​​​​​​​​​​​​​​​​​​Once an agreement is in place between the City of Melbourne and an owner or occupier, parking officers will visit the area as part of their regular patrols or on request and will encourage compliance with parking rules and regulations.

                    City of Melbourne parking enforcement officers can issue infringement notices on private property if the property owner has an agreement with the City of Melbourne. For example, the privately owned tenant or visitor car park of an apartment block may be controlled by the City of Melbourne by arrangement with the property owner.​​

                    How to enter into a private parking or private enforcement agreement

                    1. Application: Your initial application will be assessed and if approved, you will be required to pay the application fee.
                    2. Initial site inspection: We will conduct an initial inspection of the site to ensure it complies with our eligibility criteria, including occupational hea​lth and safety.
                      • For private parking agreements you will be required to submit a parking plan based on the results of this inspection.
                      • For private enforcement agreements you will be required to submit a parking plan of the proposed area of enforcement.​​
                    3. Parking plan: We will assess your parking plan and advise you of the results. If approved, you will be authorised to commence site works if required.​
                    4. Site works: When site works are completed, contact us to arrange a final site inspection.
                    5. Final site inspection: We will conduct a final inspection of the site, and once approved, we will send you the contract to be signed.
                    6. Signing of the contract: Once all relevant parties have signed the contracts, return them to the City of Melbourne. They will be signed and a copy returned to you.
                    7. Activation: The area will be patrolled by parking officers as part of our regular patrol. If you require an officer to attend your site, call us on 9658 9658. Public roads are a priority, but an officer will attend as soon as possible.​​​

                    What is a private enforcement agreement?

                    A private enforcement agreement (PEA) is a contract between the City of Melbourne and owners or occupiers to prevent illegal or unauthorised parking on privately owned roads.

                    A private parking agreement (PPA) is a contract between the City of Melbourne and owners or occupiers to prevent illegal or unauthorised parking on private property.

                    Why would I need a private enforcement agreement?

                    You may need a PEA if unauthorised vehicles are preventing owners, tenants, staff or customers from being able to park on a privately owned road or road-related area.

                    Once a PEA is in place, parking officers will attend the area as part of a regular patrol or on request, and will encourage compliance with parking rules and regulations.

                    Who receives the money raised from the parking fines?

                    The City of Melbourne. Any motorist who parks illegally in the City of Melbourne is at risk of being fined.

                    Am I eligible?

                    A road or area will not be eligible if it:

                    • is a commercial multi-level or underground car park
                    • requires 24-hour enforcement services
                    • requires security access
                    • has poor visibility and/or poor radio reception
                    • is otherwise considered unsafe for parking officers to patrol.

                    How much will it cost?

                    Application fee

                    There is a fee of $568.18 plus GST (or $625 GST inclusive), payable if your application is accepted. This includes processing of your application, evaluation of the parking plans, site inspections, other administration costs and maintaining the agreement for one year.


                    Annual fee

                    PEAs cost $568.18 plus GST (or $625 GST inclusive), per year. This fee is payable within 30 days of receiving the renewal notice, and covers ongoing administration costs involved in maintaining the agreement for one year.

                    Are there any other costs?

                    Yes, further costs may be involved in meeting the following requirements:

                    • Parking plan – to be drafted by a recognised traffic engineering consultancy firm and submitted to the City of Melbourne.
                    • Site works – such as purchasing and installing signs and line marking. Works should be undertaken by a registered traffic control company.
