    rfi 1st issued in 2001 Rfp in 2005 . Test in 2008 ..2009..2010.and what not . In 2012 January rafale was shortlisted. And even then no agreement was signed Antony said..no money . In 2014 modi came . Prices of jets escalated. No money for 126 jets
