                    Find current, closed and awarded tenders with the City of Melbourne.

                    The City of Melbourne uses TenderLink to advertise tenders, quotes, expressions of interest and other purchasing requirements. All tenders must be submitted through eTender box.

                    When you (the supplier) visit eTender box for the first time, you will be asked to register and activate an account with TenderLink. Once registered successfully, you will receive a confirmation email along with information about activating and setting up an account profile.

                    City of Melbourne has adopted the following principles which will apply whenever procuring goods, works and services under a contractual arrangement:

                    We have a corporate contract management system which prescribes best practice methodologies in its contract management. The system includes advice, processes and template tender and contract documents to provide guidance to contract managers at all stages of the contract life.

                    Contractor compliance system FAQ

                    Is registration with the contractor compliance system mandatory for all City of Melbourne contracts?

                    No. If it is mandatory, it will be stated in the tender documents. The tender documents contain instructions for registering and getting assistance. Registration is usually mandatory for publicly advertised contracts that are subject to the local government procurement public tendering threshold of $150,000+ including GST.

                    What information that was previously requested in the invitation to tender schedules will now be entered into the contractor compliance system?

                    The schedules that have been removed from the tender documents and the information that will now be entered online into the contractor compliance system by tenderers relates to:

                    • occupational health and safety systems and work practices
                    • quality assurance
                    • risk management
                    • equal opportunity management
                    • required insurances
                    • any other entity information.

                    Will this change the way that City of Melbourne evaluates tenders and how?

                    Yes. Previously the City of Melbourne would disclose a tender criteria for quality assurance and Occupational Health and Safety, with risk management part of the plan for proposed services. Now, these compliance items fall under one criteria titled Pre-qualification.

                    The Pre-qualification criteria requires tenderers to be compliant or an additional weighting may be applied. An additional weighting could be applied if the elements of the pre-qualification criteria are deemed to be critical to the contract and a key differentiating criteria for the tender submissions.

                    Is there a deadline by which I need to register for the contractor compliance system, if it is a requirement stated in the tender documents I am bidding for?

                    If it is stipulated in the tender documents, you will need to register with the contractor compliance system before the tender closing time unless you are already registered.

                    For your tender submission to be considered conforming, you must register and respond to all of the compliance questions before the tender closing time.

                    What if I haven’t obtained full compliance for the information I have entered into the contractor compliance system by the tender closing time?

                    You need to respond to all of the compliance questions by the tender closing time. If there are some non-compliances or minor areas that you haven’t addressed properly, as indicated by the Smartek team, these will need to be addressed immediately.

                    If the tender evaluation panel decides that some of the questions have not been responded to, or the non-compliances have not been addressed, they may determine the tenderer is non-compliant for the pre-qualification criteria.

                    Can I lodge my tender via email?

                    Tenders cannot be lodged via email, fax or hard copy. They must be lodged via eTenderBox in accord with the conditions of tendering.

                    Do I need a supplier login to download tender documents?

                    Yes. You need to register as a new supplier.

                    Can more than one login be created for a supplier account?

                    Yes. To find out how, login to eTenderBox and select Help.

                    Note: a new login must be approved by the manager of your organisation’s supplier account in the authorisation email before before the login can be activated.

                    Must I use the same login and password I used to download the documents to upload my tender?

                    Yes. If you don’t use the same login and password you will not be able to upload your tender.

                    What if I forget my password?

                    Login to eTenderbox select Forgotten your password? and follow the prompts to complete the forgotten password process.

                    Do I have to answer all the questions in the tender document?

                    The questions in the tender form and schedules are designed to ensure the best provider for the contract. Your responses are used in the tender evaluation. Failure to complete the information can result in your tender being marked as non conforming.

                    Can I lobby councillors regarding my tender?

                    Any tenderer who canvasses or contacts a councillor about a tender will have their tender disqualified by the City of Melbourne.

                    Is there a limit to the number and size of files comprising my tender submission?

                    The City of Melbourne will accept a maximum of three documents for a tender submission. The total size of the combined documents must not exceed 10 megabytes.

                    Will a late tender be accepted?

                    No. eTenderBox locks on the tender closing time and you will not be able to upload a submission.

                    How long does it take to upload a tender?

                    The time it takes to upload a tender submission varies depending on your internet speed and the size of the documents. Always allow plenty of time to upload your tender submission documents.

                    How do I set up email notifications for tender opportunities?

                    To get emails about tender opportunities:

                    1. log in
                    2. select Update Account
                    3. select Manage Tender Notification Subscriptions
                    4. tick the relevant boxes.
