Melbourne Event Planning Guide and resources

The Melbourne Event Planning Guide is a comprehensive, user-friendly guide that has been created to assist event organisers with preparing their event plan so they are aware of what is required when applying for an event permit.

It includes a step-by-step guide to planning your event in Melbourne, information on holding events in Melbourne's parks, gardens, roads and laneways, as well as a range of useful templates. We also have a sustainable event guide that assists event organisers to reduce the impact of their events upon the planet and our community.

In order to hold an event within the City of Melbourne you must have an event permit and an approved event plan.

Holding a successful and safe event requires careful planning. Events often affect the day-to-day running of the city. They usually involve the public and often involve additional elements such as road closures, pedestrian management, health services considerations and promotional activity.

Events may also require the assistance of public authorities including Victoria Police, public transport providers and emergency services.

To apply for an event permit within the City of Melbourne, read the terms and conditions and then complete the event permit application form.

Crowded Places and Safe Event Resources

Event organisers are encouraged to read the resources provided on the Victoria Police website in relation to the management of crowded places (events), including Australia’s Strategy for Protecting Crowded Places from Terrorism.

The Crowded Places Security Audit and Self-Assessment Tool should be completed by event organisers as it will assist in determining if Victoria Police needs to be engaged in the planning of your event.

Safe and Healthy Crowded Places Handbook

The Australian Institute for Disaster Resilience (AIDR) released the Safe and Healthy Crowded Places Handbook and companion documents in 2018. The handbook outlines nationally agreed principles for safe and healthy crowded places, and draws from national and international strategies, policies, guidelines, standards and doctrine.”

The handbook will provide you with guidance in planning for safe and healthy crowded places and should be read in conjunction with Australia’s Strategy for Protecting Crowded Places from Terrorism.
