    Across India, people who are poor or part of a religious minority can suffer illegal detention if someone issues a complaint against them. They are routinely tortured, abused and deprived of any rights. Social and gendered rhetoric is often used against them.

    When a religious group is associated with being unpatriotic, anti-national, this sets a certain logic that can be used against any other dissenting groups. We've seen this in Sri Lanka, Myanmar...

    Building on stereotypes is key to shape how the other is perceived, as it has happened with Muslims in India. States usually promote stereotypes through other actors (paramilitias, troll industries...) to shape a culture of othering and hatred.
