Capt. Luis Carlos Montalvan notes that IVAW critics have challenged the speakers to testify under oath, subject to the penalties of perjury. He says he would love to do that. He discusses several military reports and his own experiences showing the shortcomings of the military. Because young people don’t want to join, he says the military accepts many who don’t meet its qualifications, and American soldiers in Iraq show a wider range of competency than any of the other contributing countries. There is a severe shortage of mid-level officers, many of whom are leaving the service. Montalvan also says the military knows that it needs to protect the civilian population and win friends, but when Americans are killed, it often resorts to ferocious attacks that kill civilians and create enemies.
