This change simplifies things by keeping all DM-related permissions together. In the past, apps with RW permissions could perform any authorized write actions, and apps with “RW+DM” permission could both access and send DMs. Now, only apps with “RW+DM” permissions can send DMs.

As of today, we’re simplifying permissions for third-party apps. Most developers won't be impacted, but if your app uses the "Read and Write" permission to send Direct Messages, you'll want to read more on the Twitter Developer Forum:
