Actress Candis Cayne is outraged at President Trump's reported plan to enforce strict new guidelines about transgender people -- because she says his real goal is silencing the community.

Candis -- who is transgender and was featured on her pal Caitlyn Jenner's reality show -- went on "The Morning Beat" with Jai and Mikalah Monday on Out Now Radio ... and ripped Trump. She thinks it's obvious he wants to shut down any national conversation about trans people, and adds ... the policy change could have bigger implications for our democracy.

If you missed it, the Trump administration is considering a plan that would identify everyone by their genitalia ... at birth, according to a NY Times report. The trans community is pissed, as you'd expect.

Although Caitlyn had been a vocal Trump supporter, she's flipped lately -- at least on some issues -- and on Monday afternoon, she made it clear she's lockstep with Candis on Trump's reported new policy.

Remember, Caitlyn's gf, Sophia Hutchins, recently revealed Caitlyn did NOT, in fact, vote for Trump ... despite publicly stating she did.

T.I.'s Melania Trump look-alike is dealing with a brand new death threat ... one so frightening, it's pushed her over the edge and now police are involved.

Melanie Marden went to the West Hollywood Sheriff's Station Sunday night to report an especially ominous and lengthy death threat via text to her personal cell phone. We're told the text mentioned the hiring of an assassin to kill her.

Melanie met with the cops and filed a report.

We're told the sender of the messages to Melanie told her they'd put a tracking device on her car and bugged her apartment. 

As we reported ... Melanie says she'd been receiving death threats almost daily since T.I. dropped his music video with Melanie playing the stripping First Lady. It sparked a ton of backlash, but Melanie insisted she had no regrets about taking the role.

As for why the latest threat rocked her so badly, we're told all the other previous ones were posted on social media. We're told Melanie was especially freaked out because the text means someone has her phone number ... and possibly even more personal info.

Louis C.K. whipped out his junk in front of Sarah Silverman, and masturbated in front of her -- but she was totally cool with it ... most of the time.

Yeah, we just said that. Sarah made the pretty startling reveal Monday on the 'Howard Stern Show' ... telling Howard about her early days in comedy with Louis. She says he asked if he could masturbate, and she told him, "F**k yeah, I want to see that!"

Sarah said there were times she told him no, and he would comply. She added they'd also go streaking together while "letting our freak flags fly."

She made a very important distinction, though, between herself and the women who accused him of sexual misconduct. Sarah says she and Louis were peers, on the same level as they were getting their starts -- unlike his accusers, over whom he had power in the biz.

We got Louis a couple weeks ago in NYC, and he's definitely in better spirits these days.

Sarah says she's fine with him making a comeback, as long as he addresses the allegations onstage ... and maybe she's made that point to him. He had a gig outside Boston over the weekend, and made a quick reference to having had a bad year.

Kylie Jenner is being sued for straight-up jacking another cosmetic line.

A company named Sheree Cosmetics is suing Kylie and her company, Kylie Cosmetics, for allegedly stealing its "Born to Sparkle" makeup line. In docs, obtained by TMZ, Sheree claims it has its own "Born to Sparkle" collection but Kylie started making her own "Born to Sparkle" eyeshadow with similar colors and packaging.

Kylie's birthday collection features lip gloss, lipstick, lip liner and glitter eyes, and it launched on August 6. The "Born to Sparkle" eyeshadow was part of that line. Sheree Cosmetics says it filed for a trademark on August 30, 2018 ... so this might be a tough one to prove.

Sheree is suing for unspecified damages. We've reached out to Kylie, so far no word back.

Ariana Grande and Pete Davidson both seemed to know marriage wasn't in the cards, even after they got engaged, because they never lifted a finger to seal the deal.

They got engaged in June, and our sources say an entire summer passed without locking down a venue, buying a wedding dress, or even picking a date. We are told Ariana talked about a wedding with her mom, but that's all it was ... talk. 

The months of inaction predate the death of Ariana's ex, Mac Miller, last month. As we reported, Mac's death was the beginning of the end of Ariana and Pete's relationship, because she was emotionally paralyzed.  

The only real signs of happily ever after were a $100,000 engagement ring -- which she's already given back -- and a pet pig which she's kept. 

It's pretty clear now ... the Saudis planned to kill Washington Post journalist Jamal Khashoggi from the get-go, because they had a decoy ready, complete with disguise.

There's surveillance video, obtained by CNN, showing Mustafa al-Madani -- apparently part of the hit squad that tortured and killed Khashoggi -- strolling around a famous Turkish Mosque just hours after Khashoggi entered the Saudi Embassy.

Al-Madani was wearing a fake beard and wearing the same outfit as Khashoggi. The 2 men are roughly the same height and weight.

The Saudis have clearly been lying from the get-go ... no doubt to protect Saudi Crown Prince Mohammed bin Salman. The latest version is that Khashoggi got in a fight with 15 young, fit guys inside the Embassy.

Chris Hemsworth's wife is on the prowl, and he's happy to let her pounce ... on him.

Chris and Elsa Pataky enjoyed some serious PDA during a beach day trip to Byron Bay, Australia. They had their children in tow, but took a moment to spice things up -- this is how you got here, kids!

It's not every day Chris gets upstaged, but Elsa stole the show in her sultry leopard one-piece.  

Don't worry ... Chris still showed off those abs after getting in some surfing. Walking around shirtless -- it's kinda Chris' thing, not that ANYone ANYwhere is complaining.

BTW ... last time we saw Chris and Elsa getting handsy he was ALL UP in her business during another fun day in the sun.
