    CONTEXT: We recently sent letters to the 61 Oregon cities and towns with anti-panhandling laws and urged them to repeal those unconstitutional and misguided bans.

    Kudos to Pendleton for taking its anti-panhandling law off the books. Anti-panhandling laws have real consequences on Oregonians who need help, not handcuffs.
