The European Union (EU) is a politico-economic union of 28 member states that are located primarily in Europe. It covers an area of 4,324,782 km2, with an estimated population of over 508 million. The EU operates through a system of supranational institutions and intergovernmental-negotiated decisions by the member states. The institutions are: the European Parliament, the European Council, the Council of the European Union, the European Commission, the Court of Justice of the European Union, the European Central Bank, and the Court of Auditors. The European Parliament is elected every five years by EU citizens.
The EU has developed an internal single market through a standardised system of laws that apply in all member states. Within the Schengen Area, passport controls have been abolished. EU policies aim to ensure the free movement of people, goods, services, and capital, enact legislation in justice and home affairs, and maintain common policies on trade,agriculture,fisheries, and regional development. The monetary union was established in 1999 and came into full force in 2002. It is currently composed of 19 member states that use the euro as their legal tender.

EU foreign ministers are seeking a joint global strategy on refugees and migration as thousands continue to make the perilous journey across the Mediterranean Sea. The ministers met in Brussels on Monday looking to build on existing cooperation with each other and the UN. More than 100,000 refugees and migrants have crossed the Mediterranean to Europe this year, many of them were smuggled from Libya. The European Union is introducing export restrictions on inflatable boats and outboard motors being sold in Libya to try and stem the flow. 'Britain may not need to pay a penny!' Expert DESTROYS EU's Brexit bill demands. Mr Darvas said the United Kingdom is not legally required to pay a Brexit divorce bill to Brussels. The Bruegel senior fellow told Deutsche Welle: "In a very strict legal sense, the UK may not need to pay a penny because when the UK leaves the EU all European Union's laws cease to apply to the United Kingdom including the laws that govern the financial contribution to the EU budget. However, Mr Darvas said that the decision to pay would be influenced by politics rather than law: "This is a very extreme legal interpretation and a more political interpretation is that the United Kingdom agreed to the whole seven-year budget of the EU and therefore the UK has to pay for it."

The Brexit battle lines are being drawn. European leaders are due to meet at the end of April, when they will lay out their strategy for talks with the UK, following Theresa May's formal notification on the British departure from the European Union. A deal is expected to be reached by March 2019. In 2014, 45 percent of all UK exports went to the EU, which is $284bn worth of goods. After Germany, the UK is the trading bloc's second largest economy, and it imports over $360bn worth of goods from its fellow EU members. In 2015, the UK contributed over $16bn to the EU budget and received about $7.4bn back in aid and subsidies from Brussels.
