Hi Mitch, this artwork outside Customs House is by the Aboriginal artist Ray Thomas. It commemorates the victory, in the 1876 Melbourne Cup, of Aboriginal jockey Peter St Albans, then aged 11 years old.

We already aim to ensure that traffic management companies do not impact the Exhibition St bike lanes during their peak period operation. We will reiterate that this includes not installing signs within the bike lane for road closures in side streets.

As part of Council’s Bike Plan 2016-2020, we're currently investigating options to enhance bike lanes on Exhibition St, which may include physical separation & full-time bike lanes. In the meantime, we'll continue to ask for increased enforcement of the lanes.
