Hebron (Arabic: الخليل al-Khalīl; Hebrew: חֶבְרוֹן , Standard Hebrew: Ḥevron; ISO 259-3: Ḥebron) is a Palestinian city located in the southern West Bank, 30 km (19 mi) south of Jerusalem. Nestled in the Judaean Mountains, it lies 930 meters (3,050 ft) above sea level. It is the largest city in the West Bank, and the second largest in the Palestinian territories after Gaza, and home to 215,452 Palestinians (2016), and between 500 and 850 Jewish settlers concentrated in Otniel settlement and around the old quarter. The city is divided into two sectors: H1, controlled by the Palestinian Authority and H2, roughly 20% of the city, administered by Israel. The settlers are governed by their own municipal body, the Committee of the Jewish Community of Hebron. The city is most notable for containing the traditional burial site of the biblical Patriarchs and Matriarchs, within the Cave of the Patriarchs. It is therefore considered the second-holiest city in Judaism after Jerusalem. The city is venerated by Jews, Christians, and Muslims for its association with Abraham. It is viewed as a holy city in Islam and Judaism.
The West Bank (Arabic: الضفة الغربية aḍ-Ḍiffah l-Ġarbiyyah; Hebrew: הגדה המערבית, HaGadah HaMa'aravit) or Cisjordan is a landlocked territory near the Mediterranean coast of Western Asia, forming the bulk of the Palestinian territories and the State of Palestine. The West Bank shares boundaries (demarcated by the Jordanian-Israeli armistice of 1949) to the west, north, and south with the state of Israel, and to the east, across the Jordan River, with Jordan. The West Bank also contains a significant section of the western Dead Sea shore.
The West Bank, including East Jerusalem, has a land area of 5,640 km2 plus a water area of 220 km2, consisting of the northwest quarter of the Dead Sea. It has an estimated population of 2,676,740 (July 2013). More than 80%, about 2,800,000, are Palestinian Arabs, and approximately 500,000 are Jewish Israelis living in the West Bank, including about 192,000 in East Jerusalem, in Israeli settlements, built on the 43% of the West Bank which Israel has allocated to local settler councils. The international community considers Israeli settlements in the West Bank, including East Jerusalem, illegal under international law, though Israel disputes this. The International Court of Justice advisory ruling (2004) concluded that events that came after the 1967 occupation of the West Bank by Israel, including the Jerusalem Law, Israel's peace treaty with Jordan and the Oslo Accords, did not change the status of the West Bank (including East Jerusalem) as occupied territory with Israel as the occupying power.
Israeli settlements are JewishIsraeli civilian communities built on lands occupied by Israel since the 1967 Six-Day War. Such settlements currently exist in the West Bank, East Jerusalem, and in the Golan Heights. Settlements previously existed in the Sinai Peninsula and Gaza Strip until Israel evacuated the Sinai settlements following the 1979 Israel-Egypt peace agreement and from the Gaza Strip in 2005 under Israel's unilateral disengagement plan. Israel dismantled 18 settlements in the Sinai Peninsula in 1982, and all 21 in the Gaza Strip and 4 in the West Bank in 2005, but continues to both expand its settlements and settle new areas in the West Bank, despite pressure to desist from the international community. According to the Israeli investigative reporter Uri Blau, settlements are massively funded by private tax-exempt U.S. NGOs, to the tune of $220 million for 2009-2013 alone, suggesting that the U.S. is indirectly subsidizing their creation.
Tel Rumeida/Jabla al Rahama (Arabic: تل رميدة; Hebrew: תל רומיידה) is an agricultural and residential area in the West Bank city of Hebron. Within it lies an archaeological tell believed by some Jewish scholars to be the location of biblical Hebron. It is also the location of a Palestinian neighbourhood and an Israeli settlement.
The international community considers Israeli settlements in the West Bank illegal under international law, but the Israeli government disputes this.
Tel Rumeida is an agricultural and residential location on a slope to the west of Hebron's old quarter, running down east from Jebel Rumeida. On the east there is a spring, 'Ain Judēde. It lies at the edge of the zone, H2, and extends into a Palestinian quarter. Several Palestinian homes lie on the tel's apex, a further cluster lies north, and to the east by Ein Jadide. Lower down, to the north-east, are 3 parallel thick-walled vaults called es Sakawati, and slightly bfurther east the tomb of Sheikh al Mujahid/ Abu es Sakawati. . Much of the land is owned or worked by several Palestinian families, among them the Natshe and Abu Haikals. Three lots of land are regarded as in Jewish ownership, having been purchased in the 19th century by the old Jewish Hebronite community:2, lots 52 and 53, to the north, and one the south side. The Jewish settlement is called, Jesse's Lands (Admot Yishai). A Karaite cemetery, called er Rumeidy exists to the north-west, containing some 500 tombs.

On the evening of May 9th, a Palestinian woman and her two small children were attacked by settlers as she was on her way to the shops. Marwat Abu Remele lives in Tel Rumeida, an area in Hebron under Israeli control. She was on her way to buy groceries, when about twenty settlers gathered around them and attacked her son. A Palestinian man, Mohammed Abu Hazerh, promptly ran to protect them from this harassment. Harassment of this kind is not unusual for the Palestinians living in this part of the city.
Israeli settlers seize Palestinian family homes in Hebron The flashpoint city of Hebron in the occupied West Bank has seen a rise in tensions after Israeli settlers moved into three Palestinian apartments by force just over a week ago. Within hours the army turned the site into a closed military zone, in effect providing protection to the settlers, and restricting the Abu Rajab family access to their own home. This is a youth-led community initiative that aims to contribute to the improvement of the tourism sector in Hebron city. The youth volunteers of "Mubaderoon" worked in collaboration with the Hebron Municipality to design, produce and install fifteen direction signs to historical sites and locations all over the city to help tourists and visitors know their way and move easily within the city.
