    History doesn't repeat itself, but it does rhyme: in 2008 Harriet Harman, as Labour's leader of the Commons, blocked a vote on Abbott's amendment. Gordon Brown had relied on the DUP's nine MPs to pass anti-terror legislation. Sound familiar?

    In 2008 I tabled an amendment to human fertilisation & embryology bill. Amendment would have finally extended 1967 Abortion Act to Northern Ireland. Government blocked it. Better luck this time?

    High stakes. DUP politicians now making explicit the threat that if May tries to interfere in abortion reform in N.Ireland, she risks losing the party's support on Brexit legislation.

    This is pretty extraordinary - business organisations asking for unelected & unaccountable civil servants to formally be given power to take huge political decisions. And yet it is what the Government has informally been allowing to happen for over a year.

    Talk of the Sewel convention and constitutional hurdles stopping May legislating for abortion in NI misses the point: devolution isn’t coming back anytime soon. The government are the only people indulging the fiction that it is.
