    History doesn't repeat itself, but it does rhyme: in 2008 Harriet Harman, as Labour's leader of the Commons, blocked a vote on Abbott's amendment. Gordon Brown had relied on the DUP's nine MPs to pass anti-terror legislation. Sound familiar?
