What we do

Globally, UNDP works towards poverty reduction and the achievement of the MDGs, Democratic GovernanceCrisis prevention and Recovery, Energy and Environment for Sustainable Development and the Reduction of the burden of HIV/AIDS, Malaria and Tuberculosis. Within these practice areas, UNDP can leverage its global networks and expertise to attract and use aid effectively. In all our activities, we encourage the protection of human rights, capacity development and the empowerment of women.

UNDP has been on the ground in Tajikistan since 1994. Nowadays, Tajikistan is a peaceful and stable country, with a rapidly developing economy. However, it is still simultaneously facing challenges of transition, a post-conflict state and of “ordinary” poverty reduction. UNDP’s programme in the country consequently represents a broad spectrum of activities, within all five practice areas.

UNDP Tajikistan works in partnership with the Government of Tajikistan and plays an active part to harmonize the efforts of all the UN agencies active in the country. The development work of the UN agencies in Tajikistan is regulated by the United Nations Development Assistance Framework (UNDAF). The UNDAF for Tajikistan consists of four pillars, namely (1) Poverty Reduction and Governance, (2) Food and Nutrition Security, (3) Clean Water, Sustainable Environment and Energy and (4) Quality Basic Services (i.e. health, education and social protection). Each year, the Government of Tajikistan and UNDP sign an Annual Work Plan, specifying the planned activities for the year.

Our Goals

UNDP’s goal is to support the Government of Tajikistan in the coordination of development initiatives, the public finance management, the delivery of core public services and the planning and decision-making. UNDP’s objectives and programming are aligned to development priorities as articulated in the United Nations Development Assistance Framework (UNDAF), the National Development Strategy (NDS) and the Millennium Development Goals (MDGs).

In order to reduce poverty, unlock human potential, protect rights and improve core public functions, UNDP strives to enhance good governance as well as social and economic growth. To this end, the UN and its partners focus on capacity-development as a way to enhance poverty reduction and economic development programmes, with a particular emphasis on the rural poor, women and marginalized people.

UNDP's interventions in Tajikistan are helping to enhance the country's progress towards meeting its development agenda of sustainable and equitable growth.

Projects and Initiatives

Poverty Reduction

  • Improving living standards and quality of life in Tajikistan requires a concentrated effort from both the highest levels of government to the community level. Expanding on its well-established Reconstruction Rehabilitation and Development Programme, in 2004 UNDP began implementing a community-driven programme (the CP) to ensure the sustainable development of the most marginalized communities throughout the country.

  • The Project “Promotion of social and economic opportunities for women and youth in Zerafshan Valley of Tajikistan” funded by the Government of the Russian Federation, through Russian Federation - UNDP Trust Fund for Development and implemented by UNDP Tajikistan. The total amount of support is 1.7 million dollars aimed at promotion social and economic opportunities for women and youth.

Crisis Prevention and Recovery

  • Disaster Risk Management

    he Disaster Risk Management Programme (DRMP) is the primary mechanism through which UNDP addresses disaster preparedness, response, recovery and risk reduction in Tajikistan. DRMP was originally established in 2003. It addresses the serious and chronic problems faced by Tajikistan and its regional neighbors with regard to natural disaster management – comprising of disaster preparedness, response, recovery and most importantly mitigation and prevention by three UN agencies (UN ISDR, OCHA, led by UNDP).

  • To reduce the negative human and material impact of disasters on Tajikistan by improving the management of these risks.

  • The Tajikistan Mine Action Center coordinates all mine action related projects in the country in order to ensure Tajikistan’s compliance with the requirements under the Ottawa treaty, which was ratified by Tajikistan in 1999. Founded in 2003 with the support of the UNDP, the TMAC oversees Tajikistan’s efforts in the areas of demining operations, information management, mine risk education, as well as victim assistance. It is the country’s focal point for all implementing partners in the field, the Government of Tajikistan, as well as the international mine action community.

HIV and Development

Environment and Energy

  • The project is a follow up to the GEF regional HCFC MSP project, which helped develop detailed survey data on HCFCs in CEITs and full HCFC phase-out strategies were developed to meet the compliance targets. Overall, the project deals with hydro-chlorofluorocarbons (HCFCs), a group of ozone-depleting chemicals, which are used in a variety of applications such as refrigerants, foam-blowing agents, solvents, fire extinguishers and aerosols.

  • The project is strategic in that it responds to a targeted set of underlying barriers to environmental management towards the goal of meeting and sustaining global environmental outcomes. Specifically, the project will catalyze cooperation and coordination that has previously been limited by narrow institutional mandates and obsolete methods of analysis and decision-making...
