The Change Toolkit has been developed by the Federation of Community Legal Centres (Vic) to support community legal centres’ law reform and policy work.

The Change Toolkit is a guide for people in community legal centres – and elsewhere – who are interested in improving the lives of people in their community through law reform, policy and advocacy. It is hoped that the guide will help CLC staff to know where to start when they see unfair laws and practices that need to be improved.

The Change Toolkit is made up of 15 chapters. Each chapter offers practical advice about advocating for change and incorporates examples to capture the experiences of CLCs and the insights of people in the sector who undertake systemic advocacy work to promote change.
