ADB signs new US$50m loan for Timor-Leste roads plan
Timor-Leste currently has plans for about 600 km of road reconstruction - almost half of the national grid - at a cost of around US$1 a kilometre.
It is planned to have a national network of "reliable, safe" roads that are also "climate change proof", ADB officials told local media.
The latest loan agreement signed by ADB's deputy director-general of the Pacific department, Noriko Ogawa, and Finance Minister Emilia Pires covers a 117km stretch across the rugged interior between Manatuto and Natarbora.
Many roads in Timor-Leste, especially in remote areas and also between the capital Dili and some main towns, are currently risky and prone to erosion and flooding.

On the Rotary rounds ... Taveuni , the garden island of Fiji

CAFÉ PACIFIC publisher’s sister Claire and her husband, Alan Eyes, currently governor of Rotary District 9920 with a responsibility for the Pacific islands, are currently on a field trip to Fiji looking over a number of school and water aid projects. The trip has been a welcome eye opener. And they are now enthusiasts of the “Pacific Way”.

August 24:
Bula, bula
We’re surviving the busy schedule … just! What an experience. We have been treated like royalty at the special water for life opening ceremonies and can now sit crossed-legged for almost an hour on the ceremonial mats … Have now downed many bilos of kava and been clapped by the elders. Cutting the ribbons and turning on the water taps in the villages is amazingly moving.
We met Sitiveni Sitivatu's mum in her village yesterday, and saw all that he has done for her. All Black No 11? But we see in the newspaper headlines today that he’s been left out of the World Cup team. She will be so disappointed.

August 15:
The day starts sitting on Geoff’s covered outdoor deck under a coconut palm and looking out to the sea. Raining here in paradise this morning - a commodity needed to fill all those water tanks on the Rotary projects that Geoff is constantly finding funds for.
Also a cooling for the humid temperatures, so good for the group of us being shown the sights of Taveuni. Geoff is an inspiration and even at breakfast, provided for us by Joey, he is promoting Rotary and its projects as he maps out our morning.
We have been instructed that we will leave at 0815 sharp as we have a lot to see. The programme is very “light” today, Geoff says. We all bundle into his Toyota Prado, Joey, Alex Oehlmann, (an ambassadorial scholar from Germany currently studying in Auckland, and hosted by Auckland East Rotary Club), Alan and me, with Geoff driving.
Then we stop at the TovuTovu Resort, to pick up Ken and Angela who are over from Melbourne - Rotary club of Templestowe - promoting the ABCD -Art programme for schools. This Rotary initiative may join with Fiji clubs to create sponsorship for disadvantaged children to assist with education costs through this programme.
Off we set south, past Taveuni Airport, which is very close to where Geoff and Joey live. Then past “Tromoto” Restaurant on a cliff overhanging the sea where we shared a beautiful meal together on our first night. We pass first the Marist Training Centre/Waica Water Project which is currently under construction. Gradually the villages of Taveuni are being supplied with piped running water, a commodity we all take for granted. All these projects on Taveuni are possible thanks to Rotary clubs' financial and physical support, and the Rotary Foundation.

Next we head up the winding bumpy dirt track to the Buculevu Secondary School perched up on a hill and also overlooking the sea and surrounded by palm trees and gorgeous brightly coloured foliage. Here we view a working project with local village men learning on the job building skills overseen by Geoff … The Buculevu 40 bed girls dormitory will enable students from the final two years of schooling to have some more space and privacy.
Currently 140 female boarding students are housed in two small accommodation houses. We are privileged to view the dormitory which is nearing completion. Alex had contributed some time and energy painting the wall of the laundry area yesterday. Many local volunteers are also giving their time.

And still there is so much work to do on Taveuni …
PS: Later in the day, Alex and Alan were being taught how to fish from the beach with a Taveuni woman and her three sons. She couldn’t understand much English but when we mentioned Rotary, her eyes lit up. She beamed at us and said: “Rotary has done so much for us here."

A Samoan side to Campbell Live - Tuilaepa's 'Kiwi nemesis'
HOW IRONICAL: While a four-day International Federation of Journalists-organised training workshop for media freedom monitors was under way in Apia last week, an intrepid “investigative” journalist from New Zealand was feuding with the Samoan prime minister.
TV3’s John Campbell was staking out a local restaurant in an ill-fated attempt to corner the prime minister for a response to his controversial “missing aid millions"story on Campbell Live on September 29. When his lame door-stopping attempt failed – “we don’t do door-stopping in Samoa,” insisted one senior local journalist at the IFJ Pacific workshop – Campbell didn’t hesitate in branding Prime Minister Tuilaepa Sailele Malielegaoi a “coward” for canning a promised interview at the last moment. The New Zealand Herald followed up with the same insult. (Actually, this isn’t the way Tuilaepa sees it. According to local media reports, the PM’s version of events is that the interview was lined up for November 4 and Tuilaepa wants to take Campbell and his crew on a tour of the inland aid areas where considerable progress has been made. He also wants Samoan TV journalists in on the act.)
Campbell told the country’s only daily newspaper, the feisty opposition publication Samoa Observer:
For many of the Pacific journalists who watched and discussed the Campbell Live report during an ethics and democracy workshop at the conference, the item was stunning for its crassness, cultural arrogance and ignorance and lack of evidence underpinning the sweeping allegations. No doubt there is a story there, but Campbell Live hasn’t yet exposed it.
A follow-up story inevitably featured the door-stopping incident on Campbell Live last night. And again, the question was posed – “Where has the tsunami relief money gone?” – and yet again failed to offer any real answers. Once again, not much balance and fairness in sight. The story said:
Last word - from a blogger who, while acknowledging the money trail is worth following, dismissed the original report as a “shocking abuse of his viewers”.
Describing Campbell’s visit to a typical fale, offered by the journalist as "evidence" of the misuse of aid – including an extraordinary “houses without walls” comment, the blogger, Pervach, wrote the situation was portrayed out of context:

We had a formal agreement [with the PM, reportedly arranged through an Auckland legal go-between]. This is a man who has slagged us off for the past month. He slagged us off on Samoan TV, on TVNZ and on Australian radio – and Australia hasn’t even seen the story. When it comes to the crunch, he is too much of a coward to do an interview – he pulled out at the last moment.In an Observer editorial, editor-in-chief Savea Sano Malifa branded Campbell “Tuilaepa’s Kiwi nemesis”, explaining the TV journalist’s assignment in Samoa. He described the “real mission” as one to find out about how the millions of dollars donated in aid had helped improve the lives of tsunami victims since Campbell Live had reported on the disaster on 29 September 2009. Some 143 people died in the tsunami and 4000 were left homeless.
What [Campbell Live] saw shocked and distressed. Aleipata was torn apart, people had been killed, others were swept away by the wave and were never found, stories of survival were sad and heart-rending.However, this was a very different story from Pacific Scoop's Alex Perrottet who recently did a compelling series on aid and development in Samoa. Tuilaepa retaliated by branding the Campbell Live report as "stupid and uninformed" in a Radio Australia Pacific Beat item. He told interviewer Geraldine Coutts the claims were "all ridiculous and based on the report by this amateur reporter, Mr Campbell, who came here and spent all his time talking to the Observer newspaper - and then, in his own words, spent much time on the coast. People have moved inland, and therefore he could not have seen what has taken place." Talamua also carried a story describing the Campbell report as "sensational" based on very few interviews and information.
Back home when they returned, they told their story on the screen across New Zealand and people went silent.
Soon afterwards, New Zealanders started giving. Moved by Campbell Live's story they donated generously towards helping Aleipata's tsunami victims.
However, when John Campbell visited on the tsunami's first anniversary he was disappointed. Aleipata's broken homes along the coastal villages were still there. Some homes had neither running water nor electricity. Village after village, sadness and depression reigned.
And so this time, the images and story Campbell Live put on the screen across New Zealand were hardly flattering. Instead, they might have inspired disappointment and even revulsion.
He even suggested that "up to $US45 million in aid had been misappropriated, while many tsunami victims are left without water or electricity".

In New Zealand, the government would be compelled to answer it – and would do the same as a matter of course.Nevertheless Café Pacific reckons the “investigation’ will need a lot more hard facts and evidence to get anywhere.
But the Samoan government was outraged by it and embarked on a sustained campaign against Campbell Live’s story – including making a formal Broadcasting Standards Authority (BSA) complaint.”
Yes, there are new roads and electricity is back in the region. The Samoan government says it has spent 68.74 million tala so far, but many tsunami victims feel deserted by their government and wonder why so little of the money has made its way back to them.
Documents obtained by Campbell Live suggest many millions more dollars have been received than have been spent around the coastline.

[Campbell] knows that most of his viewers in their cosy western houses in New Zealand will compare this shack to what is normal in New Zealand. Now, I have been to Samoa – I have seen normal Samoan villages, where people live in fales.
There are no toilets, bathrooms, kitchens, windows made of glass [and] water pipes. We are talking about Samoa here – a Third World country. It is normal in Samoa to have none of these things.
In Samoa, if you have these things, you are rich.

Papa Ron dies after lifetime contribution to Pacific
THIS PICTURE must be one of the last of “Papa” Ron Crocombe, who died suddenly on Friday while on a shuttle taking him to Auckland International Airport on his return to the Cook Islands. Café Pacific’s David Robie had been with him just a couple of days earlier in Tonga for the induction ceremony of six international fellows (Ron and David included) at ‘Atenisi University.
One of the fathers of Pacific regionalism, Ron Crocombe (top: on far right, next to Tongan prime minister Dr Feteli Sevele), had been emeritus professor of Pacific studies at the University of the South Pacific in Fiji since his "retirement". After working in Papua New Guinea for seven years where he ran the New Guinea Research Unit, he became the founder of the Institute of the Pacific Studies at USP and was director for more than two decades. Sadly, the IPS and his legacy have virtually disappeared in restructuring at USP.
In his so-called retirement, Professor Crocombe, aged almost 80, was also a great achiever and continued to work tirelessly for the South Pacific region as an inspiration, critical thinker, adviser to governments and politicians, mentor to Pacific writers and researchers, and contributor to developing a strong regional civil society. While at ‘Atenisi, he spoke strongly of the achievements of founding Professor Futa Helu and 40 years of education at the university and institute. Among a collection of books he donated to the university was an original edition of Mariner’s 1817 classic Tonga Islands. (William Mariner was a teenager on board the English privateer Port Au Prince, captured by Tongan warriors in the Ha'apai island group. He was one of the few who survived and after living in Tonga for four years wrote a detailed account of his experiences).
Professor Crocombe was a frequent critic of Australian and New Zealand policies in the region and about hypocrisy over aid (and Fiji’s disproportionate influence on regionalism). For example, he made these comments about the Pacific Plan in one ABC Radio interview:
Australia and New Zealand have always – Australia particularly – always tried to kill any question of labour mobility. Australia says, “You must open up everything where Australia will benefit from – your markets, your investment, your everything else. But anything that you will benefit from ...” – and about the only thing [Pacific countries] will benefit from is some labour market access – “No, you can't have that.”In recent years, Professor Crocombe had worked towards benefits from greater cooperation with Asia, particularly China, in the region. He advocated greater awareness and preparation in Pacific countries for the “Asian century”. Among his recent works for the IPS were publication in 2007 of the 623-page tome about the “spectacular transition” underway in the Pacific detailing a half century of growing Asian involvement in the Pacific and declining Western influence. Entitled Asia in the Pacific Islands: Replacing the West, the latter book notes:
Asia is already more important than Western sources in some dimensions (eg. exports and investments) and the relative importance is increasing steadily. However, few in the Islands are preparing for the change. It has been clear for over 30 years that Pacific curricula need to emphasise Asia more, and that many more Island students, media and diplomats sent abroad for study should spend more time in Asia – especially its Pacific coast nations, which they will need to understand and deal with. One hopes too that more Asians will take a positive interest in the islands.Ron Crocombe is survived by his wife, Marjorie Tuainekore, four children, 14 grandchildren and eight great-grandchildren. He will be sorely missed by academics, politicians, civil society advocates, writers, colleagues and friends throughout the region for his refreshing, insightful and uncompromisingly independent views. Café Pacific offers our condolences to Ron's family.

Anzac stranglehold on the 'free' Forum

"Is the Pacific Islands Forum a place where free nations can exchange their views openly which is what the founding fathers wanted when they broke away from SPC? Freedom, as the Americans quite rightly remind us, is not free. The increasing power and domination of the islands by Australia and New Zealand is the real price the islands nations pay for Australia and New Zealand financial support."
IN THE early 1970s recently independent Pacific island leaders balked at their enforced silence in what was then the South Pacific Commission where they were unable to discuss French nuclear testing because of the opposition of the French government.
They decided as a group to create a new forum where independent nations would be free to talk. At the time Pacific island leaders were divided over whether the new 'Forum' should include Australia and New Zealand or not.
Ostensibly because of the huge resources these two countries could bring to the table they were grudgingly included.
Initially the Forum and its secretariat, then called the South Pacific Economic Community (SPEC), was there to provide technical assistance to the islands, hand out small bits of cash for training and workshops and to service the annual meetings of leaders.
However, the Pacific Islands Forum (PIF) quickly grew to become the region's paramount political organisation where all major issues of the day are discussed.
It has replaced the Secretariat of the Pacific Community which now performs an essentially technical role. The two organisations co-exist but the highly contentious political issues are largely handled at the Forum.
By the late 1990s the Forum, under pressure from Australia and New Zealand, began to evolve as a policy making body rather than a technical body assisting the islands.
Regrettably the change in the function of the Forum was never accompanied by an increase in its capacity to set the policy.
At the beginning of the current decade this role as a policy making body became even more important when the 'ethnic tensions' occurred in the Solomon Islands.
'Regional cover'
The very important and beneficial Australian lead intervention to save the Solomon Islands from the possibility of civil war and total collapse meant Australia needed what is called 'regional cover' from the Forum for the Regional Assistance Mission to the Solomon Islands.
This sort of intervention could not be done bilaterally and needed the support of other island states through the Forum.
But whereas RAMSI started as a truly positive intervention to save the Solomon Islands it has evolved into creeping control of economic policy by the young Australian 'babycrats' as they have dubbed in Honiara.
Some of the commercial policies they have advocated and implemented will directly benefit Australia.
The wags in Honiara now say the RAMSI mission will continue for many years and will only ever come to an end once the last overpaid 'babycrat' in Honiara pays his last mortgage installment in Australia.
If the Forum is a policy body then who establishes the policy? These decisions over policy are made by ministers on advice from officials.
Ministers then seek endorsement from leaders.
But where does the actual policy come from? The answer is very simple. In theory it is the technical people at the Forum secretariat who prepare the papers and the advice.
In reality, however, there is simply no capacity within the Forum secretariat to establish independent policy on most economic issues.
Aid 'thank you'
The policy either comes directly or indirectly from Canberra and Wellington or through its 'multilateral cover', that is the IMF, the World Bank and the Asian Development Bank.
If you look at almost every study undertaken in the region by the international financial institutions you will find a thank you on page 2 or 3 for the funding provided by AusAID or NZAID.
These organisations have Australian and New Zealand staff seconded to them and Canberra vigorously and jealously controls their trust accounts.
Only very occasionally do any of these institutions dare give advice that Canberra and Wellington explicitly disapprove of. This did occur recently with the World Bank's courageous and successful push to get Australia and New Zealand to open up their horticultural labour markets to Pacific island temporary workers.
Who sets the Forum agenda? In the Forum as in all international bodies, a draft agenda for every meeting is sent out to all members and they must all agree.
In reality in most cases only Australia and New Zealand have the capacity to review these documents and make substantive comments and hence they very largely set the Forum's agenda.
Not one Pacific island country, even PNG, the largest, has one dedicated official whose sole job it is to work only on Pacific island affairs.
Australia and New Zealand have scores of officials and desk officers in Canberra and Wellington with experts on each Forum island country.
Pacific island officials work on so many areas they have to be a 'jack of all trades' but because they are so busy they rarely even have time to read the meeting papers prior to an international meeting.
Outgunned
As a result they are almost invariably outgunned by their Australian and New Zealand counterparts at any meeting.
So if the Forum's policy and the agenda are by and large set in Canberra and Wellington why do Pacific island officials, ministers and leaders continue to accept it?
The answer to this is fairly complex. The first reason is that some of the advice provided by Australia and New Zealand is basically sound.
Whether it is democracy and the rule of law or the liberalisation of telecommunication and air transport few Pacific islanders would doubt that the advice provided by Canberra and Wellington either directly or through their regional or international surrogates has done anything other than benefit the people of the region.
However, there are many glaring examples in the past of policy advice which Canberra and Wellington would not be so proud of.
But this is not the point really. I have witnessed Pacific island officials and ministers sit there and agree to policy they know is not in their country's interest.
You will often hear outsiders ask why they remain silent? The usual response is a cultural explanation. Many Pacific island cultures, though by no means all, have no tradition of engaging in the sort of direct confrontation needed to achieve their foreign policy objectives.
I don't like this explanation because it portrays Pacific islanders as victims and I have seen another type of more subtle calculus occurring.
Many Pacific islanders remain silent for what are often good self interested reasons.
Courageous questions
It takes a courageous official to question Canberra and Wellington when Australia and New Zealand provide two-thirds of the income of the Forum Secretariat and a very large part of their national aid budget. Careers of officials can be terminated. Prime Ministers will receive letters of complaint about recalcitrant ministers and pressure can be brought to remove governments where they are too strident. All this is part of the normal use of power to retain effective control of countries in Australia and New Zealand's lake.
But in the final analysis what buys the silence of the islands in Forum meetings stems from the 'original sin' of the Forum leaders who included the aid donors as members and created a Forum where the poor and vulnerable are better off remaining silent.
There is an ancient proverb that goes, more or less 'He who eats the food of others shall grow weak in the mouth and he who takes the goods of others shall grow weak in the arms'.
This I believe explains much of the silence that is observed at forum meetings.
Whenever a Pacific island leader or minister sits there and accepts policy that is not in their national interests they know that speaking up too loudly may risk the aid flows to their country.
There is, however, even a dirtier secret about the Forum that all ministers and leaders know.
They can sit there at Forum meetings and nod silently to a policy which they have no intention of implementing when they go home and there is no-one to force them to do so.
So what happens are an endless cycle of meetings with quiescent ministers who agree silently to things because they know it will cost them too much to object publicly or they have no intention of implementing when they get home.
Implementation of decisions has simply never been a great priority for the Forum.
So if the purpose of creating the Forum 35 years ago was to have a place where free and independent countries could speak freely then the silence of island ministers means that the Forum is really no longer fit for its purpose - because of the disproportionate power and wealth of Australia and New Zealand.
'Original sin'
There are some Pacific islanders who dream of reversing the 'original sin' of the forum's founding fathers.
The Forum Secretariat with its six figures incomes, manicured lawns and its cycle of largely fruitless meetings (which provide very profitable daily subsistence allowances) will not change and Pacific islanders are never likely to throw Australia and New Zealand out of the Forum. International organisation do not change - they simply become irrelevant or less relevant, witness the UN over 60 years.
More to the point, Pacific islanders irrespective of how they feel about the Forum still need a place to talk to their neighbours Australia and New Zealand.
But is the Forum a place where free nations can exchange their views openly which is what the founding fathers wanted when they broke away from SPC? Freedom, as the Americans quite rightly remind us, is not free. The increasing power and domination of the islands by Australia and New Zealand is the real price the islands nations pay for Australia and New Zealand financial support.
For the larger Melanesian states which constitute 85% of the Pacific island population there is the realisation that if they want independent and unbiased advice then they have to form their own secretariat.
Hence with Chinese and possibly EU funding the Melanesians are creating a Melanesian Spearhead Group secretariat in Vanuatu.
The Melanesians want the freedom to get independent advice but they want the Chinese and the Europeans to pay.
This will also probably not work in the longer term but at least for the moment Chinese and EU interests in the region are profoundly different from that of Australia and New Zealand and will give the Melanesian states much greater policy space.
Things will only change with the circumstances. In the last generation it was France which silenced the islands. The present culture of silence in the Forum stems from the nature of the relationship with Australia and New Zealand. It is perverse and will never lead to a healthy relationship. There may yet come a generation of Pacific island leaders who have a genuine vision and intestinal fortitude to lead their countries and the region. I do not see it yet but I wish the Pacific islands, the region that has been my home for 25 years the very best in raising them.

The very important and beneficial Australian lead intervention to save the Solomon Islands from the possibility of civil war and total collapse meant Australia needed what is called 'regional cover' from the Forum for the Regional Assistance Mission to the Solomon Islands.
This sort of intervention could not be done bilaterally and needed the support of other island states through the Forum.
But whereas RAMSI started as a truly positive intervention to save the Solomon Islands it has evolved into creeping control of economic policy by the young Australian 'babycrats' as they have dubbed in Honiara.
Some of the commercial policies they have advocated and implemented will directly benefit Australia.
The wags in Honiara now say the RAMSI mission will continue for many years and will only ever come to an end once the last overpaid 'babycrat' in Honiara pays his last mortgage installment in Australia.
If the Forum is a policy body then who establishes the policy? These decisions over policy are made by ministers on advice from officials.
Ministers then seek endorsement from leaders.
But where does the actual policy come from? The answer is very simple. In theory it is the technical people at the Forum secretariat who prepare the papers and the advice.
In reality, however, there is simply no capacity within the Forum secretariat to establish independent policy on most economic issues.
Aid 'thank you'
The policy either comes directly or indirectly from Canberra and Wellington or through its 'multilateral cover', that is the IMF, the World Bank and the Asian Development Bank.
If you look at almost every study undertaken in the region by the international financial institutions you will find a thank you on page 2 or 3 for the funding provided by AusAID or NZAID.
These organisations have Australian and New Zealand staff seconded to them and Canberra vigorously and jealously controls their trust accounts.
Only very occasionally do any of these institutions dare give advice that Canberra and Wellington explicitly disapprove of. This did occur recently with the World Bank's courageous and successful push to get Australia and New Zealand to open up their horticultural labour markets to Pacific island temporary workers.
Who sets the Forum agenda? In the Forum as in all international bodies, a draft agenda for every meeting is sent out to all members and they must all agree.
In reality in most cases only Australia and New Zealand have the capacity to review these documents and make substantive comments and hence they very largely set the Forum's agenda.
Not one Pacific island country, even PNG, the largest, has one dedicated official whose sole job it is to work only on Pacific island affairs.
Australia and New Zealand have scores of officials and desk officers in Canberra and Wellington with experts on each Forum island country.
Pacific island officials work on so many areas they have to be a 'jack of all trades' but because they are so busy they rarely even have time to read the meeting papers prior to an international meeting.
Outgunned
As a result they are almost invariably outgunned by their Australian and New Zealand counterparts at any meeting.
So if the Forum's policy and the agenda are by and large set in Canberra and Wellington why do Pacific island officials, ministers and leaders continue to accept it?
The answer to this is fairly complex. The first reason is that some of the advice provided by Australia and New Zealand is basically sound.
Whether it is democracy and the rule of law or the liberalisation of telecommunication and air transport few Pacific islanders would doubt that the advice provided by Canberra and Wellington either directly or through their regional or international surrogates has done anything other than benefit the people of the region.
However, there are many glaring examples in the past of policy advice which Canberra and Wellington would not be so proud of.
But this is not the point really. I have witnessed Pacific island officials and ministers sit there and agree to policy they know is not in their country's interest.
You will often hear outsiders ask why they remain silent? The usual response is a cultural explanation. Many Pacific island cultures, though by no means all, have no tradition of engaging in the sort of direct confrontation needed to achieve their foreign policy objectives.
I don't like this explanation because it portrays Pacific islanders as victims and I have seen another type of more subtle calculus occurring.
Many Pacific islanders remain silent for what are often good self interested reasons.
Courageous questions
It takes a courageous official to question Canberra and Wellington when Australia and New Zealand provide two-thirds of the income of the Forum Secretariat and a very large part of their national aid budget. Careers of officials can be terminated. Prime Ministers will receive letters of complaint about recalcitrant ministers and pressure can be brought to remove governments where they are too strident. All this is part of the normal use of power to retain effective control of countries in Australia and New Zealand's lake.
But in the final analysis what buys the silence of the islands in Forum meetings stems from the 'original sin' of the Forum leaders who included the aid donors as members and created a Forum where the poor and vulnerable are better off remaining silent.
There is an ancient proverb that goes, more or less 'He who eats the food of others shall grow weak in the mouth and he who takes the goods of others shall grow weak in the arms'.
This I believe explains much of the silence that is observed at forum meetings.
Whenever a Pacific island leader or minister sits there and accepts policy that is not in their national interests they know that speaking up too loudly may risk the aid flows to their country.
There is, however, even a dirtier secret about the Forum that all ministers and leaders know.
They can sit there at Forum meetings and nod silently to a policy which they have no intention of implementing when they go home and there is no-one to force them to do so.
So what happens are an endless cycle of meetings with quiescent ministers who agree silently to things because they know it will cost them too much to object publicly or they have no intention of implementing when they get home.
Implementation of decisions has simply never been a great priority for the Forum.
So if the purpose of creating the Forum 35 years ago was to have a place where free and independent countries could speak freely then the silence of island ministers means that the Forum is really no longer fit for its purpose - because of the disproportionate power and wealth of Australia and New Zealand.
'Original sin'
There are some Pacific islanders who dream of reversing the 'original sin' of the forum's founding fathers.
The Forum Secretariat with its six figures incomes, manicured lawns and its cycle of largely fruitless meetings (which provide very profitable daily subsistence allowances) will not change and Pacific islanders are never likely to throw Australia and New Zealand out of the Forum. International organisation do not change - they simply become irrelevant or less relevant, witness the UN over 60 years.
More to the point, Pacific islanders irrespective of how they feel about the Forum still need a place to talk to their neighbours Australia and New Zealand.
But is the Forum a place where free nations can exchange their views openly which is what the founding fathers wanted when they broke away from SPC? Freedom, as the Americans quite rightly remind us, is not free. The increasing power and domination of the islands by Australia and New Zealand is the real price the islands nations pay for Australia and New Zealand financial support.
For the larger Melanesian states which constitute 85% of the Pacific island population there is the realisation that if they want independent and unbiased advice then they have to form their own secretariat.
Hence with Chinese and possibly EU funding the Melanesians are creating a Melanesian Spearhead Group secretariat in Vanuatu.
The Melanesians want the freedom to get independent advice but they want the Chinese and the Europeans to pay.
This will also probably not work in the longer term but at least for the moment Chinese and EU interests in the region are profoundly different from that of Australia and New Zealand and will give the Melanesian states much greater policy space.
Things will only change with the circumstances. In the last generation it was France which silenced the islands. The present culture of silence in the Forum stems from the nature of the relationship with Australia and New Zealand. It is perverse and will never lead to a healthy relationship. There may yet come a generation of Pacific island leaders who have a genuine vision and intestinal fortitude to lead their countries and the region. I do not see it yet but I wish the Pacific islands, the region that has been my home for 25 years the very best in raising them.

Oz, NZ boost aid to flood ravaged Fiji - and then?
GOOD to see the political correctness over Fiji's military regime in Australia and New Zealand has given way to humanitarian principles - at least for the moment. Canberra has upped its aid to A$3 million and Wellington to NZ$600,000. Bula vinaka! According to ABC News, Foreign Minister Stephen Smith says $1 million will be spent on emergency food, water and sanitation, including $150,000 that has already gone to the Red Cross. The rest is an immediate contribution for recovery and reconstruction. ABC says Smith rejected suggestions Australia had not done enough soon enough, and said he stood ready to do more.
Auckland-based columnist Ranjit Singh, a frequent critic of New Zealand government policies and hypocrisy over post-coup Fiji, praised Wellington for "having a heart" and directing aid through the Fiji Red Cross. He added in his Fiji Times piece "Will disaster heal rift?":
Congratulations to the National Government for rising above petty-points-scoring and thinking of the suffering of poor people of Fiji, despite its difference with Bainimarama's regime. I hope this feeling will snowball to an extent where, in addition to increased disaster aid, the cooler and moderate heads will get together to engage Fiji in fruitful dialogues that will redeem New Zealand as a caring elder brother and not be branded and perceived as a heartless bigger and richer bully.
And a word of praise from Café Pacific for the efforts of Rotary. Felicity Anderson, in a media "labour of love", has dished out some "photographic evidence to show practical aid is getting through NOW". Pictured is the delivery of emergency boxes. Another $180,000 worth of aid was being despatched today in a deal with NZAID and Air Pacific.

The Singapore declarations - and the risks
One of the highlights for me at the AMIC conference in Singapore last month - where I gave a paper offering a critique of international media aid in the Pacific and was reelected as the NZ country rep - was a visit to Nanyang Technological University (pictured), which has one of the best communication studies and journalism programmes in Asia (Wee Kim Wee).
A United Nations "Model Curricula for Journalism Education for Developing Countries and Emerging Democracies" booklet was launched at AMIC and various syndicates of the parallel World Journalism Education Congress (WJEC) had their own crack at producing "models" . Guy Berger at Rhodes University in SA posted a good rundown on discussion on his Conversant blog. But on the JEAnet, John Herbert noted a warning:
"I hope this WJEC thing doesn't over take the domestic JEA agenda and meetings etc...one thing that Singapore told me was that the universality of journalism and journalism education is a bit of a pipe dream, and extremely dangerous, and could easily lead to the imposition by the strongest on the rest, colluding with globalism and journalistic imperialism at the expense of localised journalism and journalism education fit for local purpose rather than adhering to some kind of universal ( inevitably Western) approach....we need to keep focused on the internal Australia problems, which are very important ones to solve at the moment, particularly the RQF matter which needs the biggest guns in the university journalism schools to be involved, the professors and senior highly thought of journalism educators need to be at the spearhead of this discussion...."
