Nevada Authorities: Possibly More Involved in ‘Sovereign Citizen’ Plot to Kidnap, Execute Police Officers

Las Vegas authorities may be looking for additional suspects, likely members of the antigovernment  “sovereign citizens” movement, after the arrest this week of a couple allegedly planning to kidnap, jail, torture and kill police officers.

Convicted sex offender David Allen Brutsche, 42, and a woman described as his roommate, 67-year-old Devon Campbell Newman, are in the Clark County Detention Center in Las Vegas on charges of conspiracy to commit first-degree kidnapping, conspiracy to commit murder and attempted kidnapping.

Police describe both as being “sovereign citizens”.

“Blood or no blood – it doesn’t matter,” Brutsche told an undercover officer in July, according to the arrest report, the Las Vegas Sun reported Thursday. “I will kill anyone that tries to stop the cause of liberty,” Brutsche is quoted as saying in the police reports, adding,  “I have no qualms about it.”

Las Vegas Police Lt. Jim Seebock said “more people could face charges,” but he declined to elaborate because the investigation is ongoing, the Las Vegas Review-Journal reported.

Police said Brutsche, a six-time convicted felon and registered sex offender in California, was “committed to” the sovereign citizen movement, considered by the FBI to be a “domestic terrorist movement.”

The arrests came after a four-month investigation during which the couple “hosted a sovereign citizen ideology class where they attempted to recruit members,’’ according to the arrest report, the Review-Journal newspaper reported. Unbeknownst to the suspects, those attending the indoctrination class included undercover detectives who posed as sympathizers and ultimately had more than 30 meetings with the couple, recording hundreds of hours of conversations detailing the plot, according to the police report.

The arrests were made after the couple, given access to an unoccupied house by one of the undercover detectives, took the plot to the next step earlier this month by starting to build a crude jail cell in the house just a few blocks off the Las Vegas Strip. Police said they planned to randomly encounter an officer during a traffic stop, abduct him or her at gunpoint, and take the officer to the house. There, they intended to conduct a bogus “common law” court trial before executing the officer, using acid and plastic bags to dispose of the body.

The couple discussed following patrol cars and making video recordings. The report said if an officer attempted to make an arrest, the sovereign citizens would “kill the cop” if necessary, the report said. Newman reportedly told one undercover detective she would create a code-word list if they thought their telephones were tapped by government investigators.

Police said the couple hoped the publicity from their first abduction and execution would build toward more kidnappings and killings of officers.

Sovereign citizens are known for their frequent run-ins with police, often because they have invalid driver’s licenses or vehicle registrations – or just simply believe the government has no control over them.

Seven law enforcement officers in the United States have been killed since 2000 by sovereign citizens, and police contact with the anti-government extremists seems to be increasing.

In May 2010, two West Memphis, Ark., officers were killed by Jerry and Joe Kane, a father-son team of sovereigns, during a traffic stop. Both were killed in a subsequent shoot-out that left two more officers badly wounded.

“This latest plot shows that sovereign citizens remain a deadly threat to law enforcement officers across the country,” said former West Memphis Police Chief Bob Paudert, whose son was one of the two officers killed by the Kanes. “All officers need to be aware of this threat and know how to recognize the signs that they are dealing with a sovereign, particularly during traffic stops. That’s why, shortly after the deaths of my son and his partner, I made an officer training video on this subject with the Southern Poverty Law Center.”

A year ago this month, two sovereigns were responsible for fatally shooting two sheriff’s deputies and the wounding of two others near New Orleans. In March of this year, a sovereign citizen in Navarre, Fla., who was accused of printing his own currency, was killed during a shoot-out with police following an altercation that began with a traffic stop. In October 2012, in Memphis, Tenn., a woman claiming to be a sovereign citizen was arrested after she refused to exit her vehicle during a traffic stop and drove away, hitting two Memphis officers in the process.

    Again, you are quite right…I am merely trying to figure out what is going on in their minds. They have the idiotic and misguided idea that they will hold a trial of these captured cops…presumably in a barn, and Uncle Goober sewing the Pilgrim costumes for the true “Salem witch trial” look.

    My puzzlement is…what will their charges be against the cops? I think I answered that right here…they’ll charge them with “witchcraft.”

    You are absolutely right that these idiots do NOT represent the vast mass of people…however, in their own minds, as “True Believers,” they think that they do, and the “people” are really on their side, simply unable to muster with them in combat, because they are being repressed…by official power, harassment, bribery, threats, or just being socially engineered by TV.

    This is what I mean by the “misreading.” For them to seriously believe that the bulk of America’s population would support them shows their own idiocy and disconnection from reality.

    I respectfully have to disagree about the charges you suggest as likely. While there is quite a crossover of people being both white supremacists and sovcits, it’s been my experience that they will stick with one or the other when participating in something they see as making a statement. I suspect the charges would be along the lines of dereliction of duty, violating the Constitution, and treason.

    I realize that this is probably going to be an unpopular comment, but I would like to point out that a six-time convicted felon doing this shows something in our criminal justice system is not working properly.

    As a sex offender, Brutsche was probably raped in prison or subjected to other kinds of torture, and while significant numbers of Americans seem to think this is a justifiable penalty, the outcome of institutionalized rape is angry, violent, or completely unstable people who are often unable to function in society upon their release. I personally know people who have exited jail claiming they would die before allowing themselves to be taken back in, simply because there is no regard for human dignity in many of our jailhouses in America.

    This is not at all an apology for this kind of crime and outright sociopathic behavior, but I think that as a civilization which prides itself on values of liberty and natural rights, we should look long and hard at how our prison system, our educational system, our corporate system, and many other institutions in America are failing to address the causes of crime and look mainly at its effects.

    What I see going on today in America is the increased reduction of civil liberties, pockets of outrageous violations by police against ordinary citizens, and a generalized disregard for human life and dignity which pervades many aspects of our social and political life. This has been showing up more and more as radicalization of politics, but I think the roots go deeper than that.

    The emergence of the “sovereign” movement appears to me to be a particularly grotesque manifestation of discontent by many Americans who feel increasingly powerless, at a time when the lines between military and police are becoming increasingly blurred. Regardless of individual politics, left wing or right wing, many people in America feel their voice is not being heard.

    So while of course I recognize forceful action needs to be taken to protect those who protect us (i.e. the police) we as a society also need to recognize that the path of cracking down, smacking down, and locking down is the easiest but probably least effective means to deal with social problems that show up as criminal behavior.

    I don’t think there is any easy solution, but I would like to see a more humane society.

    That’s interesting theory…in the past 235 years that this country has existed, has there ever been an occasion when police officers being murdered and executed actually caused MORE people to do the same thing? By any radical organization, left or right?

    The whole history of this country is the opposite… when cops are murdered, the citizenry mourns the cops, supports the families, and rats out the killers.

    I’m amused by how radicals seem to believe that if they kill cops, ordinary people will be inspired to leap up from their XBoxes and TV sets and run out and start killing cops in their own neighborhoods. It’s not just the extreme right that believes that — the Symbionese Liberation Army tried to do the same thing back in the 1970s. Didn’t work out too well for them, either.

    Of course. Sovereign Citizens, armed with their great knowledge of the law, were going to conduct a trial straight out of Vishinsky or Roland Freisler (the latter studied the former), with a pre-defined verdict. For supporters of the Constitution, they don’t seem to have much interest in fair verdicts and “innocent until proven guilty.”

    And while we’re at it, precisely what were these idiots going to charge the kidnapped cops with? Being police officers? I don’t think a couple of beat cops in Nevada can be held accountable for the actions of the federal Internal Revenue Service, other jurisdictions, or private companies. Guilt by association? By that logic, they should shoot math teachers, too…they also work for the government.

    A six-time convicted felon and registered sex offender. Well, I can understand his disdain for law and order and his desire not to have law enforcement agencies watching his moves…he has more felonies to commit and more sex offenses to commit.

    This guy isn’t crazy…he’s sick. And he’s cloaking his sickness of sexual offenses under the usual mask of “Sovereign Citizenry.” I guess he wants to set up his own nation where he can molest little kids without being held accountable for it.
