Kilusang Mayo Uno (KMU) is an independent and democratic labor center promoting genuine, militant and anti-imperialist trade unionism. It is genuine because it recognizes the struggle between labor and capital and is faithful to upholding the interests of the working class; militant because it relies on the workers’ collective struggle in defending trade-union and democratic rights; and anti-imperialist because it seeks to end imperialist domination and control over the Philippines.

In particular, KMU aims to protect and promote workers’ right to employment, wage, humane working conditions, and their right to form unions, bargain collectively and strike; and heighten workers’ political awareness and class consciousness through massive education, organizing and mobilization in and out of the workplace.

No compromise on labor sector EO on endo – KMU

National labor center Kilusang Mayo Uno condemned President Rodrigo Duterte’s refusal to sign the labor sector draft Executive Order that prohibits all forms of contractualization.

“We condemn President Duterte’s rejection of the labor sector draft executive order against contractualization. Workers have already warned him before that we would never accept a more dampened EO that that of the labor sector draft,” said KMU Chairperson Elmer “Bong” Labog.

KMU also slammed President Rodrigo Duterte’s statement claiming that he could not “give all” to workers as he cannot “force” capitalists to end contractualization saying the government has already given all to big businesses and nothing but burden to workers.

“How could Duterte even have the guts to tell us that he could not give us all when the the truth is haven’t really given us anything but burdens. Instead of heeding our demand to end contractualization, he even institutionalized it through the DOLE Order 174. On the contrary, Duterte has already given all to foreign and local big businesses from the TRAIN law to charter change,”

As a result of May 1, 2017 dialogue with Duterte in Davao, the KMU and other major labor centers worked together to draft an Executive Order against contractualization and was submitted to Malacañang that same month. They met with President Duterte last February 7 to urge him to sign the draft EO, and he said he needed time to think about it.

“But now, by rejecting the workers’ EO, Duterte has exposed himself as an obstacle to the Filipino workers’ demands for regular and decent jobs. He says he wants ‘compromise,’ but what he really meant is for us to lay down our legitimate and just demand to end all forms of contractualization to favor big business interests. The final draft EO was already dampened enough during dialogues with the labor department and we could not accept anything more watered-down than that,” said Labog.

Labog meanwhile announced that the KMU, the Federation of Free Workers, the Trade Union Congress of the Philippines and other labor centers under the Nagkaisa! Coalition is set to register their condemnation over Duterte’s refusal to sign the EO through a nationwide all labor sector protest.

“March 15 would be a day of outrage. Filipino workers are already enraged at how this government consistently reject our demands to favor big businesses. As long as majority of Filipino workers are contractuals, they will remain paid below minimum wage, receive no benefits, and deprived of their basic labor rights. Duterte’s ‘compromise’ means that he wants workers continue to be exploited indefinitely, and that could never accept,” said Labog. ... See MoreSee Less
