The New York City Police Department released the body-camera footage of a deadly police-involved encounter, the first such recording since officers started wearing the devices. Police fatally shot Miguel Richards, a 31-year-old Bronx man, on September 6. Cops came to the apartment for a wellness check, in response to a call from Richards’s landlord. Police said found the 31-year-old armed with a knife and what appeared to be a gun. Richards refused the officers’ commands to drop the weapons, and three officers fired, two with pistols and one with a stun gun. The gun Richards raised was a toy pistol. The department published the approximately 16-minute compilation video of the incident Thursday afternoon, stitching together footage from the responding officers’ body cameras. The NYPD said it “produced this video for clear viewing of the event as a totality,” but also posted each of the four individual officers’ unedited body-camera recordings.
The video hews to the cops’ account of the incident. A man – apparently Richards – stands in a room, with an officer shining a flashlight on him from outside the doorways. Cops ask over and over again – WABC counted 44 times – to drop his knife, and later, the gun. (The officers say on the video before the shooting that they are unsure whether the gun is real or fake.) Another man in the room also pleads with Richards to drop his knife and put up his hand. “Put the knife down, brother,” he asks. “Put the knife down brother, I’m begging you.” Cops fire their weapons after Richards appears to raise his hands with the toy gun. NYPD Commissioner James O’Neill told the department he decided to release the footage in the interest of transparency with the public. “We are doing this because the NYPD is committed to being as transparent as possible with respect to the release of body-worn camera video in these critical incidents,” the commissioner wrote in a memo to cops.
“Transparency is one of the many ways this department can continue to keep and build on the trust each of you has worked so hard to earn from members of the community all across our city.” He added that the “level of direction and restraint excercised by members of the NYPD is nothing short of exceptional. Releasing footage from critical incidents like this will help firmly establish your restraint in the use of force, and will plainly exhibit to the public your reasonable and judicious use of force when that force becomes necessary.” The NYPD began officially rolling out its body camera program this April to a few hundred officers, with the goal of equipping the entire 22,000-plus force by 2019. This is the first such recoding of a police-involved fatal shooting, and was released over the objections of the Brooklyn D.A. who wanted to make public the video after she completed her investigation. The PBA, the city’ largest police union, also resisted the release of the video, warning of a “dangerous precedent.”

First of all, #NYPD Uniformed Officers are not soposed to be conducting hidden surveillance or Stakeouts while in regular uniform, these types of Enforcement is left to the Undercover Anti-Crime Plainclothes Officers who conduct such tactics, these officers are in Violation of the NYPD Patrol Guide.....
Also, it is per Department Policy that officers are to call an interpreter when there is a language barrier, this lady did not understand 90% of the interaction she had with the officer, she did not know what what was going on and the officer should of contacted his supervisor to dispatch an interpreter so that she can clearly know what was going on with her...The vast majority of the time when officers hide to catch thier collars for the month do it all for the Quota System that the NYPD continues to deny they have..Regular Officers are soposed to be in full view of the public, that's why they were uniforms so that the public could look for them when needed....you can't find them if they are holed up in a closet trying to hunt the community down...

New York City Police Department
The New York City Police Department (NYPD or NYCPD), officially the City of New York Police Department, was established in 1845 and is the largest municipal police force in the United States, having primary responsibilities in law enforcement and investigation within the five boroughs of New York City. The NYPD is one of the oldest police departments established in the United States, tracing its roots back to the seventeenth century.
The NYPD has a broad array of specialized services, including the Emergency Service Unit, K9, harbor patrol, air support, bomb disposal, counter-terrorism, criminal intelligence, anti-gang, anti-organized crime, narcotics, public transportation and public housing; the New York City Transit Police and New York City Housing Authority Police Department were fully integrated into the NYPD in 1995. CBS This Morning
CBS This Morning is an American morning television program that is broadcast on CBS. The program, which shares its title with a more traditionally formatted morning program that aired on the network from 1987 to 1999, airs Monday through Saturdays from 7:00 to 9:00 a.m. in all time zones (airing live in the Eastern Time Zone and on tape-delay in the Central and Mountain Time Zones; stations in the Pacific Time Zone receive an updated feed with a specialized opening and updated live reports). It is the tenth distinct morning news-features program format that CBS has aired since 1954, having replaced The Early Show on January 9, 2012.
The weekday edition of the program is currently anchored by Charlie Rose, Gayle King and Norah O'Donnell. The program emphasizes general national and international news stories and in-depth reports throughout each edition, although it also includes live in-studio and pre-taped interviews. The format was chosen as an alternative to the soft news and lifestyle-driven formats of competitors Today and Good Morning America following the first hour or half-hour of those broadcasts, in an attempt to give the program a competitive edge with its hard news format (CBS has historically placed third in the ratings among the network morning shows).

The New York City Police Department released the body-camera footage of a deadly police-involved encounter, the first such recording since officers started wearing the devices. Police fatally shot Miguel Richards, a 31-year-old Bronx man, on September 6. Cops came to the apartment for a wellness check, in response to a call from Richards’s landlord. Police said found the 31-year-old armed with a knife and what appeared to be a gun. Richards refused the officers’ commands to drop the weapons, and three officers fired, two with pistols and one with a stun gun. The gun Richards raised was a toy pistol. The department published the approximately 16-minute compilation video of the incident Thursday afternoon, stitching together footage from the responding officers’ body cameras. The NYPD said it “produced this video for clear viewing of the event as a totality,” but also posted each of the four individual officers’ unedited body-camera recordings.
The video hews to the cops’ account of the incident. A man – apparently Richards – stands in a room, with an officer shining a flashlight on him from outside the doorways. Cops ask over and over again – WABC counted 44 times – to drop his knife, and later, the gun. (The officers say on the video before the shooting that they are unsure whether the gun is real or fake.) Another man in the room also pleads with Richards to drop his knife and put up his hand. “Put the knife down, brother,” he asks. “Put the knife down brother, I’m begging you.” Cops fire their weapons after Richards appears to raise his hands with the toy gun. NYPD Commissioner James O’Neill told the department he decided to release the footage in the interest of transparency with the public. “We are doing this because the NYPD is committed to being as transparent as possible with respect to the release of body-worn camera video in these critical incidents,” the commissioner wrote in a memo to cops.
“Transparency is one of the many ways this department can continue to keep and build on the trust each of you has worked so hard to earn from members of the community all across our city.” He added that the “level of direction and restraint excercised by members of the NYPD is nothing short of exceptional. Releasing footage from critical incidents like this will help firmly establish your restraint in the use of force, and will plainly exhibit to the public your reasonable and judicious use of force when that force becomes necessary.” The NYPD began officially rolling out its body camera program this April to a few hundred officers, with the goal of equipping the entire 22,000-plus force by 2019. The New York City Police Department released the body-camera footage of a deadly police-involved encounter, the first such recording since officers started wearing the devices. Police fatally shot Miguel Richards, a 31-year-old Bronx man, on September 6. Cops came to the apartment for a wellness check, in response to a call from Richards’s landlord. Police said found the 31-year-old armed with a knife and what appeared to be a gun. Richards refused the officers’ commands to drop the weapons, and three officers fired, two with pistols and one with a stun gun. The gun Richards raised was a toy pistol. The department published the approximately 16-minute compilation video of the incident Thursday afternoon, stitching together footage from the responding officers’ body cameras. The NYPD said it “produced this video for clear viewing of the event as a totality,” but also posted each of the four individual officers’ unedited body-camera recordings.
The video hews to the cops’ account of the incident. A man – apparently Richards – stands in a room, with an officer shining a flashlight on him from outside the doorways. Cops ask over and over again – WABC counted 44 times – to drop his knife, and later, the gun. (The officers say on the video before the shooting that they are unsure whether the gun is real or fake.) Another man in the room also pleads with Richards to drop his knife and put up his hand. “Put the knife down, brother,” he asks. “Put the knife down brother, I’m begging you.” Cops fire their weapons after Richards appears to raise his hands with the toy gun. NYPD Commissioner James O’Neill told the department he decided to release the footage in the interest of transparency with the public. “We are doing this because the NYPD is committed to being as transparent as possible with respect to the release of body-worn camera video in these critical incidents,” the commissioner wrote in a memo to cops.
“Transparency is one of the many ways this department can continue to keep and build on the trust each of you has worked so hard to earn from members of the community all across our city.” He added that the “level of direction and restraint excercised by members of the NYPD is nothing short of exceptional. Releasing footage from critical incidents like this will help firmly establish your restraint in the use of force, and will plainly exhibit to the public your reasonable and judicious use of force when that force becomes necessary.” The NYPD began officially rolling out its body camera program this April to a few hundred officers, with the goal of equipping the entire 22,000-plus force by 2019. Also, it is per Department Policy that officers are to call an interpreter when there is a language barrier, this lady did not understand 90% of the interaction she had with the officer, she did not know what what was going on and the officer should of contacted his supervisor to dispatch an interpreter so that she can clearly know what was going on with her...The vast majority of the time when officers hide to catch thier collars for the month do it all for the Quota System that the NYPD continues to deny they have..Regular Officers are soposed to be in full view of the public, that's why they were uniforms so that the public could look for them when needed....you can't find them if they are holed up in a closet trying to hunt the community down...

The New York City Police Department released the body-camera footage of a deadly police-involved encounter, the first such recording since officers started wearing the devices. Police fatally shot Miguel Richards, a 31-year-old Bronx man, on September 6. Cops came to the apartment for a wellness check, in response to a call from Richards’s landlord. Police said found the 31-year-old armed with a knife and what appeared to be a gun. Richards refused the officers’ commands to drop the weapons, and three officers fired, two with pistols and one with a stun gun. The gun Richards raised was a toy pistol. The department published the approximately 16-minute compilation video of the incident Thursday afternoon, stitching together footage from the responding officers’ body cameras. The NYPD said it “produced this video for clear viewing of the event as a totality,” but also posted each of the four individual officers’ unedited body-camera recordings.
The video hews to the cops’ account of the incident. A man – apparently Richards – stands in a room, with an officer shining a flashlight on him from outside the doorways. Cops ask over and over again – WABC counted 44 times – to drop his knife, and later, the gun. (The officers say on the video before the shooting that they are unsure whether the gun is real or fake.) Another man in the room also pleads with Richards to drop his knife and put up his hand. “Put the knife down, brother,” he asks. “Put the knife down brother, I’m begging you.” Cops fire their weapons after Richards appears to raise his hands with the toy gun. NYPD Commissioner James O’Neill told the department he decided to release the footage in the interest of transparency with the public. “We are doing this because the NYPD is committed to being as transparent as possible with respect to the release of body-worn camera video in these critical incidents,” the commissioner wrote in a memo to cops.
“Transparency is one of the many ways this department can continue to keep and build on the trust each of you has worked so hard to earn from members of the community all across our city.” He added that the “level of direction and restraint excercised by members of the NYPD is nothing short of exceptional. Releasing footage from critical incidents like this will help firmly establish your restraint in the use of force, and will plainly exhibit to the public your reasonable and judicious use of force when that force becomes necessary.” The NYPD began officially rolling out its body camera program this April to a few hundred officers, with the goal of equipping the entire 22,000-plus force by 2019. This is the first such recoding of a police-involved fatal shooting, and was released over the objections of the Brooklyn D.A. who wanted to make public the video after she completed her investigation. The PBA, the city’ largest police union, also resisted the release of the video, warning of a “dangerous precedent.”

How police protect and serve the public, especially communities of color, is one of the most contentious issues in our country. While the debate rages on, the NYPD has been making moves to make sure all city residents get the same protection. But have they gone far enough?
There was outrage on the streets for months after the 2014 illegal police chokehold death of Eric Garner, an unarmed black man, followed a few weeks later by the fatal police shooting of Michael Brown halfway across the country.
With frustrations at a boiling point, two NYPD officers were shot and killed in uniform. In an exclusive interview, Police Commissioner James O'Neill told me the tragedies became a turning point.
"It was a very difficult time to be a police officer, with the demonstrations every day, Liu and Ramos were brutally assassinated on December 20th," O'Neill said. "It was a dark time for the NYPD. I think it was a dark time for the city and I think it was a dark time for the nation, too."
Public outrage over racial profiling and excessive force intensified with federal scrutiny and outside investigations. That ramped up the pressure to make a drastic change, according to Charles Tucker Jr., a St. John's University Law School professor.
"From a community standpoint, it represented an opportunity for the NYPD to be accountable," Tucker said. "They're looking for someone to be accountable in these instances."
City Hall got that message. Since then, the mayor said every NYPD officer has been retrained in de-escalation techniques, stop-and-frisk has dropped 93 percent, and complaints against officers have dropped to the lowest level in 15 years. All at the same time, serious crime is at the lowest numbers in decades. It is a "180" from the old "Us vs. Them" approach. The cornerstone is neighborhood policing.
"It's not a political strategy, it's a real policing strategy," O'Neill said. "If you look at the old model of policing, if you were in a sector car, all you did was answer radio runs eight hours a day. You had no time to make a connection to anyone."
Now it is all about the connection. And nowhere is that strategy more visible than in the Brooklyn North command, where officers routinely check in with local businesses and residents. Assistant Chief Jeffrey Maddrey said keeping people safe is the top priority, with community engagement a close second.
"What I tell my officers, is to be the first," Maddrey said. "Be first to stick out your hand, and say hello, and shake a hand to greet people."
O'Neill said neighborhood policing is not just about feeling good. It is a key part of their crime-fighting strategy, along with precision policing as opposed to wide-net sweeps, new investigative techniques, and improved technology. He said the new model is in keeping with the times.
"Giving the police officers discretion, the ability to make decisions, solve problems with the community -- if anything that's what I'm most proud of," O'Neill said.
Police themselves have changed, with the majority being ethnic and racial minorities and more than half living in the five boroughs. But critics say in some areas, the police department needs to be more proactive in disciplining officers who cross the line.
Street Soldiers held a groundbreaking town hall to discuss these issues with rapper Fat Joe, NYPD Chief of Patrol Terence Monahan, Council Member Jumaane Williams, and Police Officer Eric Morales.
