Two former National Security Advisors and a former member of the NSC Staff – Stephen Hadley, Colin Powell, and Meghan O’Sullivan– discuss the purpose, make-up, function, and history of the National Security Council (NSC) for CFR’s Model Diplomacy, a free multimedia program that engages students through role-play to understand the challenges of shaping U.S. foreign policy in an interconnected world.
The NSC is an advisory rather than a decision-making body, says Stephen Hadley, responsible for issues that require the attention and coordination of multiple federal agencies. Each American president possesses a measure of flexibility in designing the structure of the NSC so that it can adapt to his unique management style. The NSC, says Colin Powell, is intended to draw attention to and advise the president on the nation’s most challenging national security challenges. Ultimately, decisions are made by the president. National security
National security is a concept that a government, along with its parliaments, should protect the state and its citizens against all kind of "national" crises through a variety of power projections, such as political power, diplomacy, economic power, military might, and so on.
The concept developed mostly in the United States after World War II. Initially focusing on military might, it now encompasses a broad range of facets, all of which impinge on the non-military or economic security of the nation and the values espoused by the national society. Accordingly, in order to possess national security, a nation needs to possess economic security, energy security, environmental security, etc. Security threats involve not only conventional foes such as other nation-states but also non-state actors such as violent non-state actors, narcotic cartels, multinational corporations and non-governmental organisations; some authorities include natural disasters and events causing severe environmental damage in this category.

Four former National Security Advisors and a former member of the NSC Staff– Sandy Berger, Stephen Hadley, Colin Powell, Brent Scowcroft, and Meghan O’Sullivan– discuss the role of the national security advisor (NSA) and the National Security Council (NSC) staff for CFR’s Model Diplomacy, a free multimedia program that engages students through role-play to understand the challenges of shaping U.S. foreign policy in an interconnected world.
Sandy Berger says that the structure of the NSC and its staff reflects how a president prefers to conduct foreign policy. Brent Scowcroft notes that the size of the NSC staff has risen dramatically in the last half-century. These experts discuss the different responsibilities of the national security advisor, including that he or she serves as a personal advisor to the president, runs the interagency process, oversees the implementation and execution of policy, speaks publicly, and occasionally negotiates on behalf of the president. Colin Powell emphasizes that an NSA is responsible for remaining neutral on important issues in order to serve as an “honest broker” in the policymaking process. During his tenure as NSA, Powell says, he tried to ensure that he exposed the president to all relevant aspects of any given national security issue.

The Uniform Trust Code (the "UTC"), which has been adopted in over 20 states offers a number of options for modifying irrevocable trusts. These include modification by court petition, non-judicial settlement agreements, and most recently, decanting. In this updated session we will review these options and where they are available.
