Michael "Mickey" Kantor (born August 7, 1939) is an American politician and lawyer. After serving as the Clinton-Gore campaign chair in 1992, Kantor was appointed United States Trade Representative, holding that office from 1993 to 1996. He was, in 1996 and 1997, United States Secretary of Commerce.
Born in Nashville, Tennessee, of Jewish parents, he holds a B.A. in business and economics from Vanderbilt University, earned in 1961. He then served four years as an officer in the United States Navy, and subsequently earned a J.D. from Georgetown University in 1968. Initially, Kantor worked for the Legal Services Corporation, providing legal assistance to migrant farm workers. It was during this time that he first met Hillary Clinton. From 1976-1993, he practiced law with the Los Angeles law firm of Manatt, Phelps, Phillips & Kantor (now Manatt, Phelps & Phillips LLP), and was active in Democratic politics and fundraising. He also co-founded the Los Angeles Conservation Corps.
The Office of the United States Trade Representative (USTR) is the United States government agency responsible for developing and recommending United States trade policy to the president of the United States, conducting trade negotiations at bilateral and multilateral levels, and coordinating trade policy within the government through the interagency Trade Policy Staff Committee (TPSC) and Trade Policy Review Group (TPRG).
Established as the Office of the Special Trade Representative (STR) under the Trade Expansion Act of 1962, the USTR is part of the Executive Office of the President. With over 200 employees, the USTR has offices in Geneva, Switzerland, and Brussels, Belgium. The current U.S. Trade Representative is Michael Froman, who assumed the office on June 21, 2013.
On October 11, 2012, the Washington International Trade Association (WITA) hosted a reception in celebration of the 50th Anniversary of the Office of the United States Trade Representative. The event was held 50 years to the day that President John F. Kennedy signed the Executive Order creating the Office of the Special Trade Representative on October 11, 1962.

Ron Brown and 33 other people died in April when their plane crashed when trying to land at Dubrovnik airport in a storm. Kantor made public and private tributes to Ron Brown and said he would continue the mission to rebuild Croatia. With new navigational equipment installed at Dubrovnik airport, the arrival of Kantor's Boeing 707 landed went without a hitch. Executives of 18 U-S companies are accompanying Kantor, many of them from corporations that lost officials in the Brown crash.
