A county seat is an administrative center, or seat of government, for a county or civil parish. The term is used in the United States, Canada, Taiwan and Romania. In the United Kingdom and Ireland, county towns have a similar function.
In the United States, counties are the administrative subdivisions of a state. Counties administer state law at the local level as part of the decentralization of state authority. In many states, state government is further decentralized below the county level by dividing counties into incorporated cities and towns and/or unincorporated civil townships, in order to provide local government services. The city, town, or populated place that houses county government is known as the seat of its respective county. Generally, the county legislature, county courthouse, sheriff's department headquarters, and hall of records, are located in the county seat, though some functions may also be conducted in other parts of the county, especially if it is geographically large.
Moore County is the name of several counties in the United States:
A county, abbreviated Cnty. (US) or Co. (UK and Ireland), is a geographical region of a country used for administrative or other purposes, in certain modern nations. The term is derived from the Old French conté or cunté denoting a jurisdiction under the sovereignty of a count (earl) or a viscount. The modern French is comté, and its equivalents in other languages are contea, contado, comtat, condado, Grafschaft, graafschap, Gau, etc. (cf. conte, comte, conde, Graf).
When the Normans conquered England, they brought the term with them. The Saxons had already established the districts that became the historic counties of England, calling them shires (many county names derive from the name of the county town with the word "shire" added on: for example, Gloucestershire and Worcestershire). The Vikings introduced the term earl (from Old Norse, jarl) to the British Isles. Thus, "earl" and "earldom" were taken as equivalent to the continental use of "count" and "county". So the later-imported term became a synonym for the native English word scir ([ʃiːr]) or, in Modern English, shire. Since a shire was an administrative division of the kingdom, the term "county" evolved to designate an administrative division of national government in most modern uses.

A county commission (also known as a board of county commissioners) is a group of elected officials charged with administering the county government in some states of the United States. County commissions are usually made up of three or more individuals. In some counties in Georgia and New Hampshire however, a sole commissioner holds the authority of the commission.
The commission acts as the executive of the local government, levies local taxes, administers county governmental services such as prisons, courts, public health oversight, property registration, building code enforcement, and public works such as road maintenance. The system has been supplanted in large part as disparate sparsely settled regions become urbanized and establish tighter local governmental control usually in municipalities, but in many more rural states the county commission retains more control and even in some urbanized areas may be responsible for significant government services.
William Penn, colonial founder of Pennsylvania is credited with originating the system of County Commissioners in the United States.

Today we are going to talk about bonding. And that’s not becoming like a super spy; we’re going to be talking about public finance and how counties pay for important items of infrastructure within their counties. It’s a complex issue and there are different opinions about how much is appropriate. Well currently Weber county has just bonded for a new library and that’s a pretty big price tag so how do they go about the process?
