Parliamentary procedure is the body of rules, ethics, and customs governing meetings and other operations of clubs, organizations, legislative bodies, and other deliberative assemblies.
In the United Kingdom, Ireland, Australia, New Zealand, South Africa, and other English-speaking countries it is often called chairmanship, chairing, the law of meetings, procedure at meetings, or the conduct of meetings. In the United States, parliamentary procedure is also referred to as parliamentary law, parliamentary practice, legislative procedure, or rules of order.
At its heart is the rule of the majority with respect for the minority. Its object is to allow deliberation upon questions of interest to the organization and to arrive at the sense or the will of the assembly upon these questions.Self-governing organizations follow parliamentary procedure to debate and reach group decisions—usually by vote—with the least possible friction.
Rules of order consist of rules written by the body itself (often referred to as bylaws), but also usually supplemented by a published parliamentary authority adopted by the body. Typically, national, state, and other full-scale legislative assemblies have extensive internally written rules of order, whereas non-legislative bodies write and adopt a limited set of specific rules as the need arises.
Robert's Rules of Order is the short title of a book, written by Henry Martyn Robert, that is intended to be a guide for conducting meetings and making decisions as a group.
Originally published in 1876, it has been revised regularly through the years, including two major revisions, by Robert and his successors based on feedback from users. The most recent version is the 11th Edition published in 2011 under the name Robert's Rules of Order Newly Revised (abbreviated RONR).
This book has details on the types of groups that use it, the ways that decisions could be made, and the various situations in which decisions are made.
Several resources, including an official concise guide and information on the official website, have been released by Robert's successors to help the many different organizations and groups that use the book.
The first edition of the book, whose full title was Pocket Manual of Rules of Order for Deliberative Assemblies, was published in February 1876 by then U.S. Army Major Henry Martyn Robert (1837–1923) with the short title Robert's Rules of Order placed on its cover.
The name Robert is a Germanic given name, from Proto-Germanic *χrōþi- "fame" and *berχta- "bright". Compare Old Dutch Robrecht and Old High German Hrodebert (a compound of hruod "fame, glory" and berht "bright"). It is also in use as a surname.
After becoming widely used in Continental Europe it entered England in its Old French form Robert, where an Old English cognate form (Hrēodbēorht, Hrodberht, Hrēodbēorð, Hrœdbœrð, Hrœdberð) had existed before the Norman Conquest. The feminine version is Roberta. The Italian, Portuguese, and Spanish form is Roberto.
Similar to the name, Richard, "Robert" is also a common name in many Germanic languages, including English, German, Dutch, Norwegian, Swedish, Danish, and Icelandic. It can be used as a French, Hungarian, Finnish, and Estonian name as well.
Robert, and also the name Joseph, were in the top 10 most given boys' names in the US for 47 years, from 1925 to 1972.
In Italy during the Second World War, the form of the name, Roberto, briefly acquired a new meaning derived from, and referring to the Rome-Berlin-Tokyo Axis.

There are often said to be two competing schools for interpreting the meaning of the Constitution. On one side are those who believe that the meaning of the Constitution must evolve over time as society itself changes. On the other side are those who insist that the original intent of the framers of the Constitutionâwhat they wrote and what their intent was in writing itâis all that matters. Robert Bork is firmly in the latter school. We asked him to explicate his understanding of the U.S. Constitution, using recent Supreme Court decisions as case studies.

Recent research on civil society in Russia has shown that Russians rarely have adequate discursive techniques to arrive at a rapid and effective judgment on what a given group or association wants to do. In “A Point of Order! The Troubled Travels of Robert’s Rules of Order from America to Russia, or How Russians Tried to Invent Order Themselves,” Oleg Kharkhordin, Vice-Rector for Development at European University in St Petersburg, discusses the attempts of introducing Robert’s Rules of Order into Russia.
