Uruguay (i/ˈjʊərəɡwaɪ/;Spanish: [uɾuˈɣwai]), officially the Eastern Republic of Uruguay (Spanish: República Oriental del Uruguay), is a country in the southeastern region of South America. It is bordered by Argentina to its west and Brazil to its north and east, with the Atlantic Ocean to the south and southeast. Uruguay is home to 3.3 million people, of whom 1.8 million live in the metropolitan area of its capital and largest city, Montevideo. With an area of approximately 176,000 square kilometres (68,000 sq mi), Uruguay is geographically the second-smallest nation in South America after Suriname.
Uruguay was inhabited by the Charrúa people for approximately 4000 years before the Portuguese invaded. Portugal established Colonia del Sacramento, one of the oldest European settlements in the country, in 1680. Montevideo was founded as a military stronghold by the Spanish in the early 18th century, signifying the competing claims over the region. Uruguay won its independence between 1811 and 1828, following a four-way struggle between Spain, Portugal, Argentina and Brazil. It remained subject to foreign influence and intervention throughout the 19th century, with the military playing a recurring role in domestic politics until the late 20th century. Modern Uruguay is a democratic constitutional republic, with a president who serves as both head of state and head of government.

Uruguay's new President, Tabaré Vasquez will be sworn in on Sunday. He will be replacing a head of state who has gained celebrity status for his humble lifestyle. Uruguay is one of several Latin American countries investigating the wrongdoing of its military forces. As he began his second term as President last year Tabare Vazquez announced an investigation into the military regime that ruled his country from 1973 through 1985. This despite a law passed in 1986 that limits the prosecution of the dictatorship's leaders. On November 12 the Institute Uruguay XXI, the Ministry of Finance and the National Economic Development Agency (ANDE) organized the conference "Foreign Direct Investment and Business Climate in Uruguay". Presentations were made by the Minister of Finance, Danilo Astori and the Executive Director for emerging markets at JP Morgan, Franco Uccelli. During his presentation, the Minister of Economy, Danilo Astori, thanked those investors present for trusting in Uruguay. Astori said that one of the hallmarks of growth in the last 10 years has been the dynamism of investment. "FDI increased significantly in recent decades, both in absolute and relative terms. Even before the global economic downturn in 2007, Uruguay was hit hard by a crisis that saw poverty shoot up to 40 percent of the population and an unemployment rate grew to 20 percent. This was caused, in part, by a crisis in Argentina, a country that Uruguay was closely tied to economically.
Uruguay has released its rules for the legal marijuana market it is launching this year, detailing how the government plans to get very involved in every aspect of the business. Uruguay's marijuana rules, which President Jose Mujica plans to sign on Monday, will take effect on Tuesday. The plan calls for disseminating clones of government-approved marijuana plants, so that police can test weed possessed by licensed users and ensure that it's bona fide, among other things. Possession of marijuana lacking the genetic markers of approved plants will be criminally punished. In Uruguay, consumers must be licensed as well, and each purchase will be tracked to ensure they buy no more than 10 grams a week. However, a community approach to reducing breeding of the mosquitos that can carry dengue is starting to pay off. 20 small farm families from Treinta y Tres (Treinta y Tres department), linked to the Food Sovereignty Plan of the local government have prepared improvement plans in the farm areas. For example, they have introduced productive native species, rotation of cultivations, the preparation of compost and ecologic purification of sewage waters. They have prepared sustainability indicators, and implemented biodiversity refuges in five farm areas. The monitoring and evaluation of the indicators in the farm areas has been done by the technicians of the NGO CEUTA along with the farmers.

Uruguay's decision to legalise the production, sale and consumption of marijuana violates international law, the UN drugs watchdog says. The International Narcotics Control Board (INCB) warned that the move would endanger young people and "contribute to the earlier onset of addiction". Uruguayans are getting used to the idea that their country is now the world's first national marketplace for legal marijuana. Uruguay's Congress voted on Tuesday to pass a law legalizing marijuana and allow the government to oversee production, sales and consumption of a drug illegal almost everywhere else. On Wednesday, people in the capital Montevideo talked about the experiment that will soon begin in this South American country. "On a personal level, I don't agree with it. Uruguay has released its rules for the legal marijuana market it is launching this year, detailing how the government plans to get very involved in every aspect of the business. Uruguay's marijuana rules, which President Jose Mujica plans to sign on Monday, will take effect on Tuesday. The plan calls for disseminating clones of government-approved marijuana plants, so that police can test weed possessed by licensed users and ensure that it's bona fide, among other things. Possession of marijuana lacking the genetic markers of approved plants will be criminally punished. In Uruguay, consumers must be licensed as well, and each purchase will be tracked to ensure they buy no more than 10 grams a week. The International Narcotics Control Board (INCB) says it is concerned by the approval by Uruguayan MPs of a bill which would legalise marijuana. The INCB says the law would "be in complete contravention to the provisions of the international drug treaties to which Uruguay is party". Under the new law, the state would assume control of growing and selling cannabis to registered users. The bill still needs to be passed by Uruguay's senate before becoming law.
