António Manuel de Oliveira Guterres, GCL GCC (Portuguese pronunciation: [ɐ̃ˈtɔniu ɡuˈtɛʁɨʃ]; born 30 April 1949) is a former Portuguese politician who was Prime Minister of Portugal from 1995 to 2002. He also served for a time as President of the Socialist International. He served as United Nations High Commissioner for Refugees from June 2005 to December 2015.
António Guterres was born and raised in Portugal's capital, Lisbon, son of Virgílio Dias Guterres (São José, Lisbon, 21 October 1913 – Lisbon, 10 February 2009) and wife Ilda Cândida de Oliveira (b. Fundão, Donas, 12 February 1923). He studied physics and electrical engineering at IST. He graduated in 1971 and started an academic career as Assistant Professor.
His political career started in 1974, when he joined the Socialist Party. Shortly thereafter, he quit academic life and became a full-time politician. In the period following the Carnation Revolution of 25 April 1974, which put an end to Caetano's dictatorship, Guterres was closely involved in the organization of the Socialist Party, especially the Lisbon section. Guterres became one of the party leaders and held the following offices:
Secretary is a title often used in organizations to indicate a person having a certain amount of authority, power, or importance in the organization. The term is derived from the Latin word secernere, "to distinguish" or "to set apart", the passive participle (secretum) meaning "having been set apart", with the eventual connotation of something private or confidential, as with the English word secret. A secretarius was a person, therefore, overseeing business confidentially, usually for a powerful individual (a king, pope, etc.).
The official title of the leader of most Communist and Socialist political parties is the "General Secretary of the Central Committee" or "First Secretary of the Central Committee". When a Communist party is in power, the General Secretary is usually the country's de facto leader (though sometimes this leader also holds state-level positions to monopolize power, such as a presidency or premiership in order to constitute de jure leadership of the state), such as China and Cuba.
The Secretary-General of the United Nations (UNSG) is the head of the United Nations Secretariat, one of the principal organs of the United Nations. The Secretary-General also acts as the de facto spokesperson and leader of the United Nations.
The current Secretary-General is Ban Ki-moon of South Korea, who took office on 1 January 2007. His first term expired on 31 December 2011. He was re-elected, unopposed, to a second term on 21 June 2011. His successor will be appointed by the General Assembly in 2016.
The Secretary-General was envisioned by U.S. President Franklin D. Roosevelt as a "world moderator", but the vague definition provided by the UN Charter left much room for interpretation by those who would later inhabit the position. According to the UN website, their roles are further defined as "diplomat and advocate, civil servant, and CEO". Nevertheless, this more abstract description has not prevented the office holders from speaking out and playing important roles on global issues to various degrees. Article 97 under Chapter XV of the UN Charter states that the Secretary-General shall be the "chief administrative officer" of the Organization, but does not dictate their specific obligations.
The United Nations (UN) is an intergovernmental organization to promote international co-operation. A replacement for the ineffective League of Nations, the organization was established on 24 October 1945 after World War II in order to prevent another such conflict. At its founding, the UN had 51 member states; there are now 193. The headquarters of the United Nations is in Manhattan, New York City, and experiences extraterritoriality. Further main offices are situated in Geneva, Nairobi and Vienna. The organization is financed by assessed and voluntary contributions from its member states. Its objectives include maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment, and providing humanitarian aid in cases of famine, natural disaster, and armed conflict.
During the Second World War, US President Franklin D. Roosevelt initiated talks on a successor agency to the League of Nations, and the United Nations Charter was drafted at a conference in April–June 1945; this charter took effect 24 October 1945, and the UN began operation. The UN's mission to preserve world peace was complicated in its early decades by the Cold War between the US and Soviet Union and their respective allies. The organization participated in major actions in Korea and the Congo, as well as approving the creation of the state of Israel in 1947. The organization's membership grew significantly following widespread decolonization in the 1960s, and by the 1970s its budget for economic and social development programmes far outstripped its spending on peacekeeping. After the end of the Cold War, the UN took on major military and peacekeeping missions across the world with varying degrees of success.
The United Nations Security Council (UNSC) is one of the five principal organs of the United Nations, charged with the maintenance of international peace and security as well as accepting new members to the United Nations and approving any changes to its United Nations Charter. Its powers include the establishment of peacekeeping operations, the establishment of international sanctions, and the authorization of military action through Security Council resolutions; it is the only UN body with the authority to issue binding resolutions to member states. The Security Council held its first session on 17 January 1946.
Like the UN as a whole, the Security Council was created following World War II to address the failings of another international organization, the League of Nations, in maintaining world peace. In its early decades, the body was largely paralyzed by the Cold War division between the US and USSR and their respective allies, though it authorized interventions in the Korean War and the Congo Crisis and peacekeeping missions in the Suez Crisis, Cyprus, and West New Guinea. With the collapse of the Soviet Union, UN peacekeeping efforts increased dramatically in scale, and the Security Council authorized major military and peacekeeping missions in Kuwait, Namibia, Cambodia, Bosnia, Rwanda, Somalia, Sudan, and the Democratic Republic of Congo.

UN Secretary-General Designate Antonio Guterres will take his oath of office on Dec. 12 at a special meeting of the UN General Assembly. The five-year term for Guterres will start on Jan. 1, 2017 and end on Dec. 31, 2021.
