Rules of origin are used to determine the country of origin of a product for purposes of international trade. There are two common types of rules of origin depending upon application, the preferential and non-preferential rules of origin (19 CFR 102). The exact rules vary from country to country, from agreement to agreement.
Non-preferential rules of origin are used to determine the country of origin for certain purposes. These purposes may be for quotas, anti-dumping, anti-circumvention, statistics or origin labelling.
The basis for the non-preferential rules originates from the Kyoto convention which states that if a product is wholly obtained or produced completely within one country the product shall be deemed having origin in that country. For a product which has been produced in more than one country the product shall be determined to have origin in the country where the last substantial transformation took place.
To determine exactly what was the last substantial transformation, three general rules are applied:
1. Change of tariff classification (on any level, though 4-digit level is the most common)
2. Value added-rule (ad valorem)
3. Special processing rule, the minimum transformation is described. For instance, in the EU non-preferential rules of origin for T-shirts (HS6109), the origin is supposed to be in the country where the complete making-up was done.
According to the non-preferential rules a product always has exactly one country of origin. However, the non-preferential rules may differ from country to country; the same product may have different origins depending on which country's scheme is applied. Usually it is the rules of the country into which a product is being imported that apply.
Preferential Rules of Origin are part of a free trade area or preferential trade arrangement which includes tariff concessions. These trade arrangements might be unilateral, bilateral or regional (also sometimes called multilateral) trade arrangements. The rules of origin determine what products can benefit from the tariff concession or preference, in order to avoid transshipment.

They've also signed the biggest agreement so far between them in the field of renewable energy. STORY LINE: Diplomats enter the meeting room at the 10th EU-Jordan Association Committee. The European Union agree to allow companies in Jordan relax on the rules of origin stipulations for exports to EU nations. Ambassador for the EU to Jordan, Andrea Matteo Fontana, says that the measures will aid the economic development of Jordan and help the country face the Syrian refugee crisis. "Upon recommendations of the Prime Minister, we are ready to move to the implementation as of now," says Fontana. Jordan's PM endorses the decision. "This agreement will grant also the Jordanian manufacturer the ability to develop his industry, because when rules of origin are simplified, it does not downgrade the standards and measurements," says Hani al-Mulki. The scheme will be available to producers in 18 industrial areas and development zones, which employ a minimum percentage of Syrian refugees. At the Syria Donors Conference in London in February, Jordan promised donor countries to put tens of thousands of Syrians to work legally, in an attempt to deter them from moving on to Europe. In exchange, Jordan was promised international grants and easier access to the European market. The deal is an attempt to find longer-term solutions for the fallout from Syria's civil war, which is in its fifth year and has displaced millions of Syrians. A new EU project to produce renewable energy in Jordan was also announced at the press conference. The ambassador said it is the largest project ever in EU-Jordan bilateral cooperation. In 2015, the EU was Jordan's most important trading partner with total trade in goods amounting to 4.4 billion Euro. Jordan's exports to the EU market - 350 million Euro in 2015 - represent 0.02 percent of total EU imports. The correct country of origin of an article is an ever-present and complicated consideration for international trade transactions, particularly because the applicable Rule of Origin often depends on the purpose for which origin is needed. Indeed, differing rules for various purposes can lead to the same article having different origins depending on the purpose behind the origin determination. Origin determinations for preferential tariff treatment will depend on the specific language of the particular Free Trade Agreement at issue. But these “preferential” Rules of Origin cannot be used to determine how or whether an item is to be marked with its country of origin, or whether the article will qualify for the government procurement-related provisions of the Trade Agreements Act (TAA). Customs Rules of Origin may dictate that an item is manufactured in the U.S., but the Federal Trade Commission rules hold that the same goods may not be marked as “Made in USA.” In this webinar, the Thompson Coburn trade attorneys will provide a framework for working through country of origin issues and provide guidance for assuring that your company is in compliance with these provisions. Rules of origin are used to determine the country of origin of a product for purposes of international trade. There are two common types of rules of origin depending upon application, the preferential and non-preferential rules of origin (19 CFR 102). The exact rules vary from country to country, from agreement to agreement.
Non-preferential rules of origin are used to determine the country of origin for certain purposes. These purposes may be for quotas, anti-dumping, anti-circumvention, statistics or origin labelling.
The basis for the non-preferential rules originates from the Kyoto convention which states that if a product is wholly obtained or produced completely within one country the product shall be deemed having origin in that country. For a product which has been produced in more than one country the product shall be determined to have origin in the country where the last substantial transformation took place.
To determine exactly what was the last substantial transformation, three general rules are applied:
1. Change of tariff classification (on any level, though 4-digit level is the most common)
2. Value added-rule (ad valorem)
3. Special processing rule, the minimum transformation is described. For instance, in the EU non-preferential rules of origin for T-shirts (HS6109), the origin is supposed to be in the country where the complete making-up was done.
According to the non-preferential rules a product always has exactly one country of origin. However, the non-preferential rules may differ from country to country; the same product may have different origins depending on which country's scheme is applied. STORY LINE:
Diplomats enter the meeting room at the 10th EU-Jordan Association Committee.
The European Union agree to allow companies in Jordan relax on the rules of origin stipulations for exports to EU nations.
Ambassador for the EU to Jordan, Andrea Matteo Fontana, says that the measures will aid the economic development of Jordan and help the country face the Syrian refugee crisis.
"Upon recommendations of the Prime Minister, we are ready to move to the implementation as of now," says Fontana.
Jordan's PM endorses the decision.
"This agreement will grant also the Jordanian manufacturer the ability to develop his industry, because when rules of origin are simplified, it does not downgrade the standards and measurements," says Hani al-Mulki.
The scheme will be available to producers in 18 industrial areas and development zones, which employ a minimum percentage of Syrian refugees.
At the Syria Donors Conference in London in February, Jordan promised donor countries to put tens of thousands of Syrians to work legally, in an attempt to deter them from moving on to Europe. In exchange, Jordan was promised international grants and easier access to the European market.
The deal is an attempt to find longer-term solutions for the fallout from Syria's civil war, which is in its fifth year and has displaced millions of Syrians.
A new EU project to produce renewable energy in Jordan was also announced at the press conference. The ambassador said it is the largest project ever in EU-Jordan bilateral cooperation.
In 2015, the EU was Jordan's most important trading partner with total trade in goods amounting to 4.4 billion Euro. Jordan's exports to the EU market - 350 million Euro in 2015 - represent 0.02 percent of total EU imports. The structure of Jordan's exports is concentrated in a limited number of sectors, such as clothing, phosphates and phosphate-based fertilizers, chemicals, machinery and transport equipment, according to a statement by the European Commission.

Origin determinations for preferential tariff treatment will depend on the specific language of the particular Free Trade Agreement at issue. But these “preferential” Rules of Origin cannot be used to determine how or whether an item is to be marked with its country of origin, or whether the article will qualify for the government procurement-related provisions of the Trade Agreements Act (TAA). Customs Rules of Origin may dictate that an item is manufactured in the U.S., but the Federal Trade Commission rules hold that the same goods may not be marked as “Made in USA.” In this webinar, the Thompson Coburn trade attorneys will provide a framework for working through country of origin issues and provide guidance for assuring that your company is in compliance with these provisions.

Rules of origin are used to determine the country of origin of a product for purposes of international trade. There are two common types of rules of origin depending upon application, the preferential and non-preferential rules of origin (19 CFR 102). The exact rules vary from country to country, from agreement to agreement.
Non-preferential rules of origin are used to determine the country of origin for certain purposes. These purposes may be for quotas, anti-dumping, anti-circumvention, statistics or origin labelling.
The basis for the non-preferential rules originates from the Kyoto convention which states that if a product is wholly obtained or produced completely within one country the product shall be deemed having origin in that country. For a product which has been produced in more than one country the product shall be determined to have origin in the country where the last substantial transformation took place.
To determine exactly what was the last substantial transformation, three general rules are applied:
1. Change of tariff classification (on any level, though 4-digit level is the most common)
2. Value added-rule (ad valorem)
3. Special processing rule, the minimum transformation is described. For instance, in the EU non-preferential rules of origin for T-shirts (HS6109), the origin is supposed to be in the country where the complete making-up was done.
According to the non-preferential rules a product always has exactly one country of origin. However, the non-preferential rules may differ from country to country; the same product may have different origins depending on which country's scheme is applied. Usually it is the rules of the country into which a product is being imported that apply.

"This agreement will grant also the Jordanian manufacturer the ability to develop his industry, because when rules of origin are simplified, it does not downgrade the standards and measurements," says Hani al-Mulki.
The scheme will be available to producers in 18 industrial areas and development zones, which employ a minimum percentage of Syrian refugees.
At the Syria Donors Conference in London in February, Jordan promised donor countries to put tens of thousands of Syrians to work legally, in an attempt to deter them from moving on to Europe. In exchange, Jordan was promised international grants and easier access to the European market.
The deal is an attempt to find longer-term solutions for the fallout from Syria's civil war, which is in its fifth year and has displaced millions of Syrians.
A new EU project to produce renewable energy in Jordan was also announced at the press conference. The ambassador said it is the largest project ever in EU-Jordan bilateral cooperation.
In 2015, the EU was Jordan's most important trading partner with total trade in goods amounting to 4.4 billion Euro. Jordan's exports to the EU market - 350 million Euro in 2015 - represent 0.02 percent of total EU imports. The structure of Jordan's exports is concentrated in a limited number of sectors, such as clothing, phosphates and phosphate-based fertilizers, chemicals, machinery and transport equipment, according to a statement by the European Commission.

WTO and Mandatory Country-of-Origin Labeling: What’s Next?
The World Trade Organization (WTO) has again ruled against the U.S. government in an ongoing mandatory country-of-origin (COOL) meat labeling dispute. After the WTO found that previous USDA rules discriminated against meat produced from livestock imported from Canada and Mexico, the USDA issued new regulations to come into compliance with U.S. trade obligations. But according to a recent WTO decision, “… the amended COOL measure entails increased detrimental impact on imported livestock.” As a result, U.S. industries, not just those in agriculture, could face retaliation by Canada and Mexico that could cost the domestic economy billions of dollars.

The World Trade Organization (WTO) has again ruled against the U.S. government in an ongoing mandatory country-of-origin (COOL) meat labeling dispute. After the WTO found that previous USDA rules discriminated against meat produced from livestock imported from Canada and Mexico, the USDA issued new regulations to come into compliance with U.S. trade obligations. But according to a recent WTO decision, “… the amended COOL measure entails increased detrimental impact on imported livestock.” As a result, U.S. industries, not just those in agriculture, could face retaliation by Canada and Mexico that could cost the domestic economy billions of dollars.

A 6.1 magnitude earthquake struck near the northeast coast of Japan, only 200 miles east of the damaged Fukushima nuclear power plant on Wednesday, according to Newsweek. The earthquake occurred just before noon EDT on Wednesday, though it was in the middle of the night in Japan, and was around six miles deep, according to U.S. Geological Survey (USGS) ...
