Friday’s atrocity in the Sinai, in which jihadists attacked a mosque and murdered their fellow Muslims on an unprecedented scale, was the worst ever in modern Egypt. As the count of dead and injured rises, we need to understand why a (Muslim) Sufi tribe, which hoped to be independent of both ISIS and the Egyptian state, was so savagely targeted.
