Producer, in United States agricultural policy, is generally thought of as a farm operator. However, given the sometimes complex ownership and rental arrangements of today’s farms, the 2002 farm bill (P.L. 101–171, Sec. 1001) defines a producer for purposes of farm program benefits as an owner-operator, landlord, tenant, or sharecropper that shares in the risk of producing a crop and is entitled to a share of the crop produced on the farm. Under this definition, a landlord receiving cash rent is not considered a producer and is not eligible to receive subsidy program payments. However, a landlord receiving crop share as rent is a producer.

Turkey wants to more than double its national agricultural revenue by 2023, President Recep Tayyip Erdoğan has said, claiming that the country is now the top agricultural producer in Europe. “Turkey is now Europe’s biggest agricultural producer, ahead of France, Italy and Spain,” Erdoğan said, speaking at an April 29 event in Ankara. “Our national agricultural revenue reached $61 billion in 2014. We aim to increase it to $150 billion by 2023,” he added. “We want to increase our agricultural exports to $40 billion by 2023,” Erdoğan also vowed. Export of agricultural products earned $18.7 billion for Turkey in 2014, according to the Turkish Statistical Institute (TÜİK). Milton Friedman speaks on free trade. If free trade is so good, why is protectionism so popular? Part of the answer lies in a simple political principle - interests that are concentrated (those of the producer) are more politically effective than interests that are diffuse (those of the consumer). Protection does not create jobs or move goods; rather, it forces us to expend greater effort to get the goods we produce, since they cost more to produce at home than abroad. The balance of payments can take care of itself, provided we do not manipulate foreign exchange markets to put an artificial value on the dollar. Nigeria's agricultural sector has suffered years of mismanagement, inconsistent and poorly conceived government policies and lack of basic infrastructure, yet it accounts for over 26.8 percent of the nation's GDP and 2/3 of employment. It is no longer a major exporter of cocoa, groundnuts (peanuts), rubber and oil palm production -which Nigeria led the world in- is now mostly from obsolete varieties and overage trees. Nigeria's oil palm production is stagnant at around 180,000 tons annually and 25 years ago it was 300,000 tons.
