A congressional caucus is a group of members of the United States Congress that meets to pursue common legislative objectives. Formally, caucuses are formed as congressional member organizations (CMOs) through the United States House of Representatives and governed under the rules of that chamber. In addition to the term caucus, they are sometimes called coalitions, study groups, task forces, or working groups. Many other countries use the term "parliamentary group"; for example, the UK Parliament has an all-party parliamentary group.
The largest caucuses are the party conferences, which are the partisan caucuses comprising all members of one house from one party (either the Democrats or the Republicans). These are the House Democratic Caucus, House Republican Conference, Senate Democratic Caucus, and Senate Republican Conference.
The caucuses meet regularly in closed sessions to set legislative agendas, select committee members and chairs, and hold elections to choose various floor leaders. They also oversee the four Hill committees, political party committees that work to elect members of their own party to Congress.
Rafael Edward "Ted" Cruz (born December 22, 1970) is an American politician and the junior United States Senator from Texas. He is a candidate for the Republican nomination for President of the United States, in the 2016 presidential election.
Cruz graduated from Princeton University in 1992, and from Harvard Law School in 1995. Between 1999 and 2003, Cruz was the director of the Office of Policy Planning at the Federal Trade Commission, an associate deputy attorney general at the United States Department of Justice, and domestic policy advisor to President George W. Bush on the 2000 George W. Bush presidential campaign. He served as Solicitor General of Texas from 2003 to 2008, appointed by Texas Attorney General Greg Abbott. He was the first Hispanic, and the longest-serving solicitor general, in Texas history. From 2004 to 2009, Cruz was also an adjunct professor of law at the University of Texas School of Law in Austin, where he taught U.S. Supreme Court litigation.
Cruz ran for the Senate seat vacated by fellow Republican Kay Bailey Hutchison, and in July 2012 defeated Lieutenant Governor David Dewhurst during the Republican primary runoff, 57%–43%. Cruz then defeated former state Representative Paul Sadler in the November 2012 general election, winning 56%–41%. He is the first Hispanic American to serve as a U.S. senator representing Texas, and is one of three Senators of Cuban descent. Cruz chairs the United States Senate Judiciary Subcommittee on Oversight, Federal Rights and Agency Activities, and is also the chairman of the United States Senate Commerce Subcommittee on Space, Science and Competitiveness. In November 2012, he was appointed vice-chairman of the National Republican Senatorial Committee.

The already fractured GOP is growing even more divided. The ultra-right wing House Freedom Caucus is revolting against Speaker of the House Paul Ryan by pushing to impeach IRS Commissioner John Koskinen. This all stems from a scandal in which IRS officials singled out conservative groups seeking tax exempt status for extra scrutiny. That investigation is over, but some conservatives think Koskinen deleted emails relating to that investigation then lied about it. Now, those groups are out for blood. Members of the House Freedom Caucus are threatening to file a privileged resolution, which would force a floor vote and leapfrog Ryan's ability to determine which bills hit the House floor. This year is a Presidential election year. Across the country, state political parties are choosing their delegates to their national conventions. In the state of Missouri, delegates will be chosen by a caucus process rather than by a primary election. Oddly, there was a primary election held on February 7th (which cost millions) but no delegates were chosen via that election process. Our guest today, John Judd, is here to explain the Republican Caucus process which begins in March. He has been involved in Missouri Republican politics since 1980. President Obama spoke to House Republicans at their retreat in Baltimore. In his remarks he said he welcomed disagreement and debate, but called for genuine bipartisanship and asked for constructive ideas in confronting the nation's problems. Following his remarks he openly and frankly answered pointed questions from the Republican legislators. Topics ranged from health care, to energy policy, to taxes and the economy.
