Saint Petersburg (Russian: Санкт-Петербу́рг, tr. Sankt-Peterburg; IPA: [ˈsankt pʲɪtʲɪrˈburk]) is the second largest city in Russia. It is politically incorporated as a federal subject (a federal city). It is located on the Neva River at the head of the Gulf of Finland on the Baltic Sea. In 1914 the name of the city was changed from Saint Petersburg to Petrograd (Russian: Петрогра́д; IPA: [pʲɪtrɐˈgrat]), in 1924 to Leningrad (Russian: Ленингра́д; IPA: [lʲɪnʲɪnˈgrat]), and in 1991, back to Saint Petersburg. In Russian literature, informal documents, and discourse, the word "Saint" is usually omitted, leaving "Petersburg". In casual conversation Russians may drop the "burg" as well, referring to it as "Peter": Russian: Питер (Piter).
Tsar Peter the Great founded Saint Petersburg on May 27 [O.S. 16] 1703. Between 1713–1728 and 1732–1918 Saint Petersburg functioned as the imperial capital of Russia. In 1918 the central government bodies moved from Saint Petersburg (then named Petrograd) to Moscow. It is Russia's second-largest city after Moscow, with 5 million inhabitants (2012), and the fourth most populated federal subject. Saint Petersburg is a major European cultural center, and also an important Russian port on the Baltic Sea.

The Band was a Canadian-American roots rock group, originally consisting of Rick Danko (bass guitar, double bass, fiddle, trombone, vocals), Levon Helm (drums, mandolin, vocals), Garth Hudson (keyboards, saxophones, trumpet), Richard Manuel (piano, baritone, drums, vocals) and Robbie Robertson (guitar, percussion, vocals). The members of the Band first came together as they joined rockabilly singer Ronnie Hawkins's backing group, the Hawks, one by one between 1958 and 1963.
In 1964, they separated from Hawkins, after which they toured and released a few singles as Levon and the Hawks and the Canadian Squires. The next year, Bob Dylan hired them for his U.S. tour in 1965 and world tour in 1966. Following the 1966 tour, the group moved with Dylan to Saugerties, New York, where they made the informal 1967 recordings that became The Basement Tapes, which forged the basis for their 1968 debut album, Music from Big Pink. Because they were always "the band" to various frontmen, Helm said the name "The Band" worked well when the group came into its own. The group began performing as the Band in 1968 and went on to release ten studio albums. Dylan continued to collaborate with the Band over the course of their career, including a joint 1974 tour.
Provisional government is an emergency or interim government set up to manage a political transition, generally in the cases of new nations, or following the collapse of the previous governing regime. Provisional governments are generally appointed, and frequently arise either during or after civil or foreign wars.
President Jocelerme Privert maintain power until a new government can be appointed by a regular political process, which is generally an election. They may be involved with defining the legal structure of subsequent regimes, guidelines related to human rights and political freedoms, the structure of the economy, government institutions, and international alignment. Provisional governments differ from caretaker governments, which are responsible for governing within an established parliamentary system and serve as placeholders following a motion of no confidence, or following the dissolution of the ruling coalition.

After the Tsar's abdication on 2 March 1917 the political situation was intense. Two new political bodies were formed on 28 February, the Provisional Government who claimed official power and the Petrograd Soviet who claimed genuine power in the eyes of the people. This period of dual power would ultimately lead to another revolution by the year's end. With Lenin on his way back to Russia from Zurich the revolution takes a turn against the Provisional Government.
