The Storm plan to make an official announcement later this week, with Earl posting on Facebook that he is poised to "announce a new chapter and a new beginning".
"A new club opens the door to a group that will become family and brothers. I walk in a new man armed with a fresh perspective full of new goals and an extremely positive outlook on the future," Earl wrote. "I have overcome adversity and ultimately that will set me up for the greatest success."

The former Raiders, Panthers and Roosters winger had been in talks with Melbourne since the beginning of the year, with his ban elapsing in late August.
The Eels, Dragons and Raiders were also believed to be interested but Earl said at the time he believed the Storm would be the club to get the best out of him.

He moved to Melbourne during the suspension and opened a gym, which he has used to keep himself fit as well as undertaking jujitsu wrestling classes to prepare himself for the contact of rugby league.
