The Office of the United Nations High Commissioner for Refugees (UNHCR), also known as the UN Refugee Agency, is a United Nations agency mandated to protect and support refugees at the request of a government or the UN itself and assists in their voluntary repatriation, local integration or resettlement to a third country. Its headquarters are in Geneva, Switzerland and is a member of the United Nations Development Group. The UNHCR has won two Nobel Peace Prizes, once in 1954 and again in 1981.
Following the demise of the League of Nations and the formation of the United Nations the international community was acutely aware of the refugee crisis following the end of World War II. In 1947, the International Refugee Organization (IRO) was founded by the United Nations. The IRO was the first international agency to deal comprehensively with all aspects pertaining to refugees' lives. Preceding this was the United Nations Relief and Rehabilitation Administration, which was established in 1944 to address the millions of people displaced across Europe as a result of World War II.
Those whose lives have been uprooted and torn apart by conflict or natural disaster, UNHCR exists to help them. This is our story. The High Commission for Refugees (UNHCR) was established in December 1950. The Second World War left over one million refugees far from home and governments in need of assistance to coordinate the crisis. UNHCR was created to help. The founders thought their task would only take three years but new conflicts broke out and more families were forced flee their homes. In 1951 we started with 34 employees. By the end of 2013 we had over 8,000 people working in 126 countries. The poem was written by Jenifer Toksvig and was inspired by stories and first-hand testimonies from refugees forced to flee their homes and items they took with them. Conflict and persecution caused global forced displacement to escalate again in 2016, reaching the highest level ever recorded. UNHCR’s annual Global Trends Report said 65.6 million people were displaced at the end of 2016, some 300,000 more than a year earlier. This information booklet, “Introduction To The New UNHCR Refugee Card & UNHCR Verify–My APP” is provided to explain the new design features of the identity card provided to those registered and under the protection mandate of UNHCR, the UN Refugee Agency. As part of the continued drive to combat identity fraud and counterfeiting, UNHCR Malaysia has changed its identity cards. The new ID card includes a number of enhanced security features including 3D holograms and bar codes. On the rear of the card a large ‘Secure Quick Response’ (SQR) code can be seen. Fraud, including individual fraud and larger scale criminal enterprises, serves to undermine and even threaten this important durable solution. Fraud has far reaching negative impact that cast our professional reputation, image and integrity in poor light. UNHCR has clearly stated its commitment to combat fraud and corruption in order to preserve the integrity of resettlement programmes.
The United Nations Refugee Agency (UNHCR) is hosting, a one-day, high-level conference in Geneva, Switzerland on Wednesday, March 30. The focus of the conference is on Syrian refugees and the need for expanded, multi-year governmental programmes of humanitarian admission. Besides resettlement, other pathways on the table include visas, family reunification, medical evacuation, labour mobility and academic scholarships. The refugee status determination (RSD) system in Egypt is based on a Memorandum of Understanding (MOU) signed between Egypt and the Office of the United Nations High Commissioner for Refugees (UNHCR) in 1954. In his presentation, Tarek argues that since the signature of the MOU, various events such as Egypt’s ratification of the Refugee Convention and the New York Protocol, the OAU Convention, the Four Freedoms Agreement, and a number of human rights treaties, coupled with political changes in the region leading to influxes of refugees from Sudan, Iraq and Syria, have led to situations where UNHCR was forced to resort to certain practical compromises, thus deviating from its original mandate.
