Today we wrap up our discussion of the media by talking about how the government interacts with and influences the content we see. Now it may be easy to assume that because we live in a free-market capitalist society, the only real regulation of the media is determined by the consumers, but this isn’t necessarily true. The government controls a number of factors including the potential for lawsuits, spectrum licensing, FCC fines, and has even tried to pass a bit of legislation. So we’ll talk about how all of these factors influence the media and end with a discussion of a pretty hotly debated topic these days - net neutrality.

(18 Apr 2017) Russian lawmakers and analysts met on Tuesday to discuss whether US media outlets have contravened Russian media law.
"Foreign media influence the election in Russia differently. Some do it directly, others indirectly," said Russian State Duma member Leonid Levin.
Levin, the head of the Duma's Information Policy ?ommittee, added that a report on the subject by a "well-known group of analysts" was a means of estimating any such influence.
He stressed that the report was the experts' point of view and that it doesn't indicate any imminent action from the Russian state.

Media of Russia
The media of Russia refers to mass media outlets based in the Russian Federation. The media of Russia is diverse, with a wide range of broadcast and print outlets available to the consumer. Television, magazines, and newspapers are all operated by both state-owned and for-profit corporations which depend on advertising, subscription, and other sales-related revenues. The Constitution of Russia guarantees freedom of speech. As a country in transition, Russia's media system is under transformation.
In total, there are 93,000 media outlets in Russia, including 27,000 newspapers and magazines and 330 television channels. Television is the most popular source of information. There are three television channels with a nationwide outreach, and a multitude of regional channels. Local and national newspapers are the second most popular choice, while the Internet comes third. In all media spheres there is a mixture of private and state-ownership. The three nationwide television channels have been criticised for their alleged lack of neutrality.

The official text of an Act of Congress is that of the "enrolled bill" (traditionally printed on parchment) presented to the President for his signature or disapproval. Upon enactment of a law, the original bill is delivered to the Office of the Federal Register (OFR) within the National Archives and Records Administration (NARA). After authorization from the OFR, copies are distributed as "slip laws" by the Government Printing Office (GPO). The Archivist assembles annual volumes of the enacted laws and publishes them as the United States Statutes at Large. By law, the text of the Statutes at Large is "legal evidence" of the laws enacted by Congress. Slip laws are also competent evidence.

AutoNews- Russia's communications regulator on Friday accused U.S. TV channel CNN International of violating Russian media law and said it had summoned the broadcaster's representatives in connection with the matter.The Russian foreign ministry accused Washington on Thursday of putting unwarranted pressure on the U.S operations of Kremlin-backed media outlet RT, and warned that Moscow could take tit-for-tat measures.President Vladimir Putin told a meeting of Russia's Security Council on Friday that Russian media outlets working abroad were facing growing and unacceptable pressure, his spokesman Dmitry Peskov said.The communications regulator, Roskomnadzor, said in a statement on its website that it would look at warning CNN about the alleged violations, which it said also breached the terms of its broadcast licence.It did not say what breaches of Russian laws the U.S. broadcaster had made, adding it would continue its 'systematic monitoring' of foreign mass media outlets registered in Russia.Asked if the regulator's move was politically motivated, Roskomnadzor head Alexander Zharov, was quoted by Interfax news agency as saying: 'I don't work in a political agency. I work in a regulatory service.'Russian Foreign Ministry spokeswoman Maria Zakharova said on Thursday the U.S. authorities were demanding that Russian state-controlled broadcaster Russia Today (RT) be registered as a 'foreign agent' in tFpeshe United States.She said that move endangered the safety of the channel's staff, because it included an obligation to disclose their personal data. Some do it directly, others indirectly," said Russian State Duma member Leonid Levin. Sex Offender Restrictions and Media Law Issues
Should proven sex offenders have restrictions on their internet and social media use? This video asks the questions and gives some answers based on court cases and decisions . A North Carolina Trail went to the Supreme Court Regarding Lester Packingham, a man who was once charged as a sex offender made a post on Facebook and got jailed for it. This case brought up some interesting perspectives and these are my findings. Now it may be easy to assume that because we live in a free-market capitalist society, the only real regulation of the media is determined by the consumers, but this isn’t necessarily true. The government controls a number of factors including the potential for lawsuits, spectrum licensing, FCC fines, and has even tried to pass a bit of legislation. So we’ll talk about how all of these factors influence the media and end with a discussion of a pretty hotly debated topic these days - net neutrality.

"Foreign media influence the election in Russia differently. Some do it directly, others indirectly," said Russian State Duma member Leonid Levin.
Levin, the head of the Duma's Information Policy ?ommittee, added that a report on the subject by a "well-known group of analysts" was a means of estimating any such influence.
He stressed that the report was the experts' point of view and that it doesn't indicate any imminent action from the Russian state.

Long before the “fake news” meme became a daily topic of extensive conversation on such discredited mainstream portals as CNN and WaPo, H.R. 5181 would task the Secretary of State with coordinating the Secretary of Defense, the Director of National Intelligence, and the Broadcasting Board of Governors to “establish a Center for Information Analysis and Response,” which will pinpoint sources of disinformation, analyze data, and — in true dystopic manner — ‘develop and disseminate’ “fact-based narratives” to counter effrontery propaganda.
In short, long before “fake news” became a major media topic, the US government was already planning its legally-backed crackdown on anything it would eventually label “fake news.”

December 23rd, 2016, Pres. Obama signed the NDAA for fiscal year 2017, during Friday evening, effectively making the "Countering Disinformation and Propaganda Act," law. Long before the “fake news” meme became a daily topic of extensive conversation on such discredited mainstream portals as CNN and WaPo, H.R. 5181 would task the Secretary of State with coordinating the Secretary of Defense, the Director of National Intelligence, and the Broadcasting Board of Governors to “establish a Center for Information Analysis and Response,” which will pinpoint sources of disinformation, analyze data, and — in true dystopic manner — ‘develop and disseminate’ “fact-based narratives” to counter effrontery propaganda.
In short, long before “fake news” became a major media topic, the US government was already planning its legally-backed crackdown on anything it would eventually label “fake news.”

He was raised as the single child of a middle-class Jewish family, speaking German and Hungarian at home. In school he learned Romanian, and from his early childhood he was tutored in English—later in French as well. Thus, his multilingual identity dates back to his childhood as well as the polyglot part of the world where he grew up. At the age of nine, he and his father emigrated from Romania, first to Vienna and then to New York, the two cities that would play the most important roles in his upbringing. Between 1959 and 1967, he spent the school year—September through June—in Vienna; and the summer months in New York.
After being graduated from Vienna's prestigious Theresianische Akademie with a Matura degree (the Austrian equivalent of the German Abitur), Markovits enrolled at Columbia University in New York City where he completed all of his post-secondary education, acquiring five degrees in the process. He studied political science, economics, sociology, and business administration. After receiving his doctorate in political science in 1976, he went to the Center for European Studies at Harvard University of which he would remain an active member and a Research Associate until June 30, 1999.
At the Harvard Center, Markovits chaired for many years the study group on German Politics as well as one entitled "The Jews in Modern Europe." He founded the quarterly journal German Politics and Society in 1983 which in the meantime has become the foremost scholarly journal on modern German politics in the United States. He participated in many of the Center's activities and became one of that institution's mainstays over the years. In turn, the Center's uniquely rich intellectual atmosphere and immensely creative interdisciplinarity have had a major hand in forming Markovits's scholarly life.
Between 1977 and 1983, Markovits was an Assistant Professor in the Department of Government at Wesleyan University in Middletown, Connecticut. Thereafter, he joined the faculty at Boston University where he was Associate Professor in the Department of Political Science from 1983 until 1992. He then became Professor in the Department of Politics at the University of California at Santa Cruz which he chaired until 1995 and where he remained until joining the faculty at the University of Michigan on September 1, 1999. Markovits has been awarded many fellowships, scholarships and research grants. During the academic year of 2002/2003, Markovits was Visiting Professor of Social Studies at Harvard University.
He has held academic appointments at a number of universities overseas. Among them have been Dortmund University, Osnabrück University and Bochum University in Germany; Innsbruck University in Austria where he was a Fulbright Professor in the Department of Political Science; St. Gallen University in Switzerland; and The Hebrew University and Tel Aviv University in Israel. He spent the academic year 1998/99 as a Fellow at the Wissenschaftskolleg zu Berlin—Institute for Advanced Study Berlin.
In June 2008, Markovits served as the Dr. Elizabeth Ortner-Chopin Visiting Professor at Webster University in Vienna, Austria.

In turn, the Center's uniquely rich intellectual atmosphere and immensely creative interdisciplinarity have had a major hand in forming Markovits's scholarly life.
Between 1977 and 1983, Markovits was an Assistant Professor in the Department of Government at Wesleyan University in Middletown, Connecticut. Thereafter, he joined the faculty at Boston University where he was Associate Professor in the Department of Political Science from 1983 until 1992. He then became Professor in the Department of Politics at the University of California at Santa Cruz which he chaired until 1995 and where he remained until joining the faculty at the University of Michigan on September 1, 1999. Markovits has been awarded many fellowships, scholarships and research grants. During the academic year of 2002/2003, Markovits was Visiting Professor of Social Studies at Harvard University.
He has held academic appointments at a number of universities overseas. Among them have been Dortmund University, Osnabrück University and Bochum University in Germany; Innsbruck University in Austria where he was a Fulbright Professor in the Department of Political Science; St. Gallen University in Switzerland; and The Hebrew University and Tel Aviv University in Israel. He spent the academic year 1998/99 as a Fellow at the Wissenschaftskolleg zu Berlin—Institute for Advanced Study Berlin.
In June 2008, Markovits served as the Dr. Elizabeth Ortner-Chopin Visiting Professor at Webster University in Vienna, Austria.
Andy Markovits was a Fellow in 2008-2009 at the Center for Advanced Study in the Behavioral Sciences (CASBS) at Stanford University.
In the spring term of 2010, Andy Markovits was the Sir Peter Ustinov Professor of the City of Vienna in the Department of Contemporary History of the University of Vienna in Vienna, Austria.
A specialist on the politics of Western and Central Europe—Germany and Austria in particular—Markovits has published nineteen authored and co-authored books as well as edited and co-edited volumes; well over 100 scholarly articles; more than 50 review essays; and many articles and interviews in the American and European press. Markovits's research interests and areas of publication include: German and European labor; German and European social democracy, as well as social movements; German-Jewish relations; Germany's role in the new Europe; Anti-Americanism in Europe; the comparative sociology of modern sports cultures and – most recently – the new dimensions of the human-animal bond, particularly its deeply feminized features. His publications have appeared in English, German, Spanish, Italian, French, Dutch, Swedish, Hungarian, Hebrew, Chinese, Georgian, Persian, Korean, and Portuguese.

15/06/2011 - When more details about the News of the World phone hacking scandal were revealed earlier this year, there were calls for greater regulation of the press. At least 90 well known public figures allegedly had their voicemails listened to by journalists at the paper, prompting a discussion about celebrities' right to privacy.
At the same time, the use of super-injunctions (or 'gagging orders') by celebrities to stop the press revealing details about scandals has also been called in to question. The issue, which has been debated heavily in the past, flared up again when details of celebrities who had allegedly taken out super-injunctions were posted on Twitter in May.
Some say super-injunctions are necessary to protect the private lives of public figures, but others argue they are an example of discriminatory justice used predominantly by men who are rich and famous.

Since Poland's right-wing Law and Justice party won the country's parliamentary elections in October, the media landscape has been undergoing a series of transf...
Since Poland's right-wing Law and Justice party won the country's parliamentary elections in October, the media landscape has been undergoing a series of transformations.
The party led by Jaroslaw Kaczynski is anti-Russian, distrustful of Germany and suspicious of immigrants. And with its strong emphasis on what it calls traditional Polish values, the government clearly wants domestic media organisations to get behind its nationalist message.
It has made significant changes to the public broadcaster in Poland, passing a media law that gives the government the power to directly appoint the heads of TVP - Poland's public broadcaster - and other state-owned media outlets.
That legislation has raised concerns in Brussels, where European Union officials have threatened to throw the book at Poland for what they see as a blow for pluralism and press freedom.
But the EU has had little influence on a similar turn of events in Hungary, where Victor Orban's Fidesz party has reshaped the country's media in its own, ultra-conservative, image. So is there any reason to believe things will turn out differently in Poland?
Talking us through the story are: Krysztov Skowronski from the Polish Association of Journalists; Jaroslaw Kurski at Gazeta Wyborcza; journalist Attila Mong; Elda Brogi from the European University Institute; and TVP2 chairman Maciej Chmiel.

Mission impossible: Reporting Pakistan's northwest
In our feature segment this week, we follow one journalist reporting from Pakistan's northwestern region of Waziristan.
For more than a decade, the Federally Administered Tribal Areas of northwest Pakistan, known as FATA, has been the target of American drone strikes - one of the toughest stories to cover on the ground.
Reporting on the effects of drone strikes on the people there has led to a number of journalists getting killed. FATA, and especially Waziristan on its southern edges, is militarised and locked down. Few reporters even try to go there.
The Listening Post's Meenakshi Ravi finds one journalist telling the human side of a story usually told from a safe distance - either from the air or the centres of power conducting the strikes.
And finally, getting the perfect picture on social media sites like Instagram - one that captures that seemingly fleeting moment - can be a lot of work.
Mystery Hour is a late night talk show in the US that also produces comedy skits. This offering looks at the labour-intensive Instagram feed from the photographer husband's point of view. Instagram Husband has been viewed more than 4 million times online.

Jeff Hermes currently serves as one of two Deputy Directors of the Media Law Resource Center, an international trade organization for attorneys who defend freedom of expression and media rights. His efforts at the MLRC focus on studying trends in digital media law issues. Jeff previously served as the Director of the Digital Media Law Project at Harvard University's Berkman Center for Internet & Society, where he led multiple initiatives to provide free legal resources in response to the needs of independent journalists and online media ventures. Prior to joining the Berkman Center, Jeff assisted a wide array of clients in First Amendment, media, intellectual property and Internet law issues as a partner in the litigation practice of Brown Rudnick LLP and later as counsel to Hermes, Netburn, O'Connor & Spearing, P.C. in Boston. Jeff has represented an international media network and its subsidiaries, major metropolitan newspapers, broadcasters on television and radio, Internet-based publishers and social media networks. He has frequently been interviewed by national and international press outlets, written for numerous publications, spoken at a wide array of events, and been invited to international forums to discuss digital media law issues. Jeff holds a J.D. degree from Harvard Law School, and received his undergraduate degree, summa cum laude, from Princeton University.

Jeff Hermes currently serves as one of two Deputy Directors of the Media Law Resource Center, an international trade organization for attorneys who defend freedom of expression and media rights. His efforts at the MLRC focus on studying trends in digital media law issues. Jeff previously served as the Director of the Digital Media Law Project at Harvard University's Berkman Center for Internet & Society, where he led multiple initiatives to provide free legal resources in response to the needs of independent journalists and online media ventures. Prior to joining the Berkman Center, Jeff assisted a wide array of clients in First Amendment, media, intellectual property and Internet law issues as a partner in the litigation practice of Brown Rudnick LLP and later as counsel to Hermes, Netburn, O'Connor & Spearing, P.C. in Boston. Jeff has represented an international media network and its subsidiaries, major metropolitan newspapers, broadcasters on television and radio, Internet-based publishers and social media networks. He has frequently been interviewed by national and international press outlets, written for numerous publications, spoken at a wide array of events, and been invited to international forums to discuss digital media law issues. Jeff holds a J.D. degree from Harvard Law School, and received his undergraduate degree, summa cum laude, from Princeton University.
