Michael Burke, economics consultant and former Citibank economist, talks to Going Underground host Afshin Rattansi about the Charter for Budget Responsibility. The Office for Budget Responsibility (OBR), falsely held to be an independent body by politicians is ‘really an exercise in removing accountability’ so the Chancellor of the day is not held responsible for what is said by the OBR. He says that there is only one type of economics taught in British universities, and this has no understanding of how the economy really works, and this is why forecasts are constantly wrong. The Charter for Budget Responsibility, which has been passed unopposed by all the major parties, is ‘not serious economics’ and the policies which failed to clear the deficit already will be enshrined in it. He points out that Ed Balls called it a ‘gimmick’, even though he then voted for it. He points out the deficit has barely fallen in the past 3 years, despite a ‘boom.’ He describes the CBR as ‘economically illiterate and politically farcical’ and that it is ‘nonsense’ that people are clamouring to have the deficit eliminated in X years. The whole government plan to eliminate the deficit is based on the idea that they can only do it if ‘households get into more debt.’ He says that there is an effort to outsource ‘key parts of economic policy’ and cites the independence given to the Bank of England. He says that in terms of current spending, every £50 of cuts taken so far have given £4 of savings, so to eliminate the deficit we’d be talking about ‘abolishing defence, education, international aid… it’s just not going to happen.’

George Osborne says Britain's economy is set to grow more slowly than expected this year amid turbulence in financial markets. The Office for Budget Responsibility revised down its growth estimates for this year from two-point-four percent to 2 percent. Osborne also warned of what he called the negative risks of leaving the European Union on Britain’s economy. He pledged more cash for education and infrastructure as well. Britain's finance minister noted that Britain will be spending no more than what it raises in taxes.

Britain's economy is set to expand faster than previously predicted.
The government's Office for Budget Responsibility is forecasting growth of 2.7 percent this year. The Bank of England's prediction is even rosier at 3.4 percent.

David William Donald Cameron (pronunciation: /ˈkæmərən/; born 9 October 1966) is the Prime Minister of the United Kingdom, First Lord of the Treasury, Minister for the Civil Service and Leader of the Conservative Party. He represents Witney as its Member of Parliament (MP).
Cameron studied Philosophy, Politics and Economics (PPE) at Oxford, gaining a first class honours degree. He then joined the Conservative Research Department and became Special Adviser to Norman Lamont, and then to Michael Howard. He was Director of Corporate Affairs at Carlton Communications for seven years.
He was defeated in his first candidacy for Parliament at Stafford in 1997, but was elected in 2001 as the Member of Parliament for the Oxfordshire constituency of Witney. He was promoted to the Opposition front bench two years later, and rose rapidly to become head of policy co-ordination during the 2005 general election campaign. With a public image of a youthful, moderate candidate who would appeal to young voters, he won the Conservative leadership election in 2005.

Britain’s annual budget presented to parliament
George Osborne says Britain's economy is set to grow more slowly than expected this year amid turbulence in financial markets. The Office for Budget Responsibility revised down its growth estimates for this year from two-point-four percent to 2 percent. Osborne also warned of what he called the negative risks of leaving the European Union on Britain’s economy. He pledged more cash for education and infrastructure as well. The Office for Budget Responsibility (OBR), falsely held to be an independent body by politicians is ‘really an exercise in removing accountability’ so the Chancellor of the day is not held responsible for what is said by the OBR. He says that there is only one type of economics taught in British universities, and this has no understanding of how the economy really works, and this is why forecasts are constantly wrong. The Charter for Budget Responsibility, which has been passed unopposed by all the major parties, is ‘not serious economics’ and the policies which failed to clear the deficit already will be enshrined in it. He points out that Ed Balls called it a ‘gimmick’, even though he then voted for it. He points out the deficit has barely fallen in the past 3 years, despite a ‘boom.’ He describes the CBR as ‘economically illiterate and politically farcical’ and that it is ‘nonsense’ that people are clamouring to have the deficit eliminated in X years. The whole government plan to eliminate the deficit is based on the idea that they can only do it if ‘households get into more debt.’ He says that there is an effort to outsource ‘key parts of economic policy’ and cites the independence given to the Bank of England. He says that in terms of current spending, every £50 of cuts taken so far have given £4 of savings, so to eliminate the deficit we’d be talking about ‘abolishing defence, education, international aid… it’s just not going to happen.’

LONDON (Reuters) - The head of Britain's independent budget forecasting office said he had not come under pressure from finance ministry officials to tone down descriptions of the government's deep spending cuts, and that he would stand up to them if they tried. The Times newspaper said on Monday that a Treasury official appeared to have broken rules that are supposed to prevent the government from trying to change anything other than factual errors in work by the Office for Budget Responsibility (OBR). "If I was being put under serious pressure by the chancellor (finance minister), by his private offices, by senior officials, I'd tell them to buzz off and I would tell you what was going on," OBR chair Robert Chote told lawmakers on Tuesday. -

Autumn Statement Cuts warnings for George Osborne
Critics have called on Chancellor George Osborne to spell out in detail where billions of pounds can be trimmed from public spending after it was claimed the scale of cuts necessary to balance the books will "pose a significant challenge". The Times newspaper said on Monday that a Treasury official appeared to have broken rules that are supposed to prevent the government from trying to change anything other than factual errors in work by the Office for Budget Responsibility (OBR).
"If I was being put under serious pressure by the chancellor (finance minister), by his private offices, by senior officials, I'd tell them to buzz off and I would tell you what was going on," OBR chair Robert Chote told lawmakers on Tuesday.

Economic responsibility will be front and centre of Labour's Manifesto, being launched in Manchester later.
The party will use the first page of the election document to make a "Budget Responsibility Lock" pledge, claiming every policy is paid for.
The manifesto states: "Not one commitment requires additional borrowing. We are the first party to make that pledge and with this manifesto it is delivered."
Ed Miliband will promise that all of his party's commitments will be fully-funded, refuting Conservative claims that Labour’s plans would lead to economic chaos.
He will say: "The very start of our manifesto is different to previous elections.
"It does not do what most manifestos do. It isn't a shopping list of spending policies.
"It does something different: its very first page sets out a vow to protect our nation's finances; a clear commitment that every policy in this manifesto is paid for without a single penny of extra borrowing."
The party says it will cut the deficit every year, placing the promise on "the first line of Labour's first budget".
Labour also says it will legislate to require all major parties to have their manifesto audited by the independent Office for Budget Responsibility.

Why is there an Autumn Statement?
The Government is legally required to publish a financial report on the state of the economy twice a year. From December 1976 until November 1992, the Chancellor of the Exchequer made an Autumn Statement to the House of Commons in addition to the annual Budget Statement in the Spring.
The Spring Budget and the Autumn Statement were merged and a "unified-Budget" was presented to Parliament in November 1993. The unified-Budget was then replaced in 1997 with the traditional Spring Budget and the publication of a new Pre-Budget Report in the autumn.
The coalition government announced in September 2010 that it would replace the Pre-Budget Report with an Autumn Statement. The new Autumn Statement includes UK economic growth forecasts produced by the newly-created Office for Budget Responsibility.

The Autumn Statement provides the Chancellor an opportunity to update MPs on the Government's plans for the economy based on the latest forecasts from the independent Office for Budget Responsibility (OBR).
The OBR's revised forecasts for the economy and the public finances were also made available on 5 December.
The Shadow Chancellor of the Exchequer, Ed Balls, responded on behalf of the Opposition.
