The Patient Protection and Affordable Care Act (PPACA), commonly called the Affordable Care Act (ACA) or, colloquially, Obamacare, is a United States federal statute signed into law by President Barack Obama on March 23, 2010. Together with the Health Care and Education Reconciliation Act amendment, it represents the most significant regulatory overhaul of the U.S. healthcare system since the passage of Medicare and Medicaid in 1965. Under the act, hospitals and primary physicians would transform their practices financially, technologically and clinically to drive better health outcomes, lower costs and improve their methods of distribution and accessibility.
The ACA was enacted to increase the quality and affordability of health insurance, lower the uninsured rate by expanding public and private insurance coverage, and reduce the costs of healthcare for individuals and the government. It introduced mechanisms like mandates, subsidies, and insurance exchanges. The law requires insurance companies to cover all applicants within new minimum standards and offer the same rates regardless of pre-existing conditions or sex. In 2011, the Congressional Budget Office projected that the ACA would lower both future deficits and Medicare spending.

Back in 2013 we conducted an experiment on our show. We went out on the street and asked people which was better: Obamacare or the Affordable Care Act. Obamacare is of course just a nickname for the Affordable Care Act. They're the same thing. So with all the attention now on this subject, we decided to ask this question again to see if Americans have learned anything over the last three years. Does Congress possess the constitutional power to force its citizens to purchase health insurance? Prof. Elizabeth Price Foley says that's the key question in the Supreme Court challenge to the Patient Protection and Affordable Care Act. The Supreme Court must decide whether the "individual mandate" portion of the law falls under Congress's power to ""regulate commerce," as enumerated by Article 1, Section 8 of the Constitution. Prof. Foley argues that whether or not you personally support the health care legislation, you should be worried about the precedent that the individual mandate would set. If the power to regulate commerce is interpreted as including the power to force people to buy something, then that power doesn't just apply to health care. It would give Congress the power to...

The future of the Affordable Care Act (ACA) is unclear. Republicans have decided not to vote this week on the Graham-Cassidy bill, but promised to revisit ACA repeal-and-replace efforts. Democrats announced recently a single-payer health care proposal. And another hurdle for the ACA looms. With open enrollment beginning on November 1, questions remain about the stability of the ACA insurance exchange marketplace, particularly around the fate of cost-sharing subsidies and other factors that affect enrollment, affordability and access to varied plans. This Forum brought together health and public policy experts from across diverse perspectives to look at what’s next for the Affordable Care Act. What can Americans expect and where does health care reform go from here? This Forum event was pr...

Surely, the critics of Obamacare can recognize that it has some desirable features. And even the most enthusiastic defenders of the legislation acknowledge some flaws. Setting aside the partisanship and rancor that has clouded the facts and discouraged reasoned analysis is a first step to fixing what needs to be fixed and celebrating what's working.
