The Internet Corporation for Assigned Names and Numbers (ICANN /ˈaɪkæn/ EYE-kan) is a nonprofit organization that is responsible for coordinating the maintenance and methodologies of several databases, with unique identifiers, related to the namespaces of the Internet - and thereby, ensuring the network's stable and secure operation.
Most visibly, much of its work has concerned the Internet's global Domain Name System, including policy development for internationalization of the DNS system, introduction of new generic top-level domains (TLDs), and the operation of root name servers. The numbering facilities ICANN manages include the Internet Protocol address spaces for IPv4 and IPv6, and assignment of address blocks to regional Internet registries. ICANN also maintains registries of Internet protocol identifiers.
ICANN performs the actual technical maintenance work of the central Internet address pools and DNS Root registries pursuant to the IANA function contract.
ICANN's primary principles of operation have been described as helping preserve the operational stability of the Internet; to promote competition; to achieve broad representation of the global Internet community; and to develop policies appropriate to its mission through bottom-up, consensus-based processes.
A domain name is an identification string that defines a realm of administrative autonomy, authority or control within the Internet. Domain names are formed by the rules and procedures of the Domain Name System (DNS). Any name registered in the DNS is a domain name. Domain names can also be thought of as a location where certain information or activities can be found.
Domain names are used in various networking contexts and application-specific naming and addressing purposes. In general, a domain name represents an Internet Protocol (IP) resource, such as a personal computer used to access the Internet, a server computer hosting a web site, or the web site itself or any other service communicated via the Internet. In 2014, the number of active domains reached 271 million.
Domain names are organized in subordinate levels (subdomains) of the DNS root domain, which is nameless. The first-level set of domain names are the top-level domains (TLDs), including the generic top-level domains (gTLDs), such as the prominent domains com, info, net, edu, and org, and the country code top-level domains (ccTLDs). Below these top-level domains in the DNS hierarchy are the second-level and third-level domain names that are typically open for reservation by end-users who wish to connect local area networks to the Internet, create other publicly accessible Internet resources or run web sites. The registration of these domain names is usually administered by domain name registrars who sell their services to the public.
A domain name registry is a database of all domain names and the associated registrant information in the top level domains of the Domain Name System (DNS) of the Internet that allow third party entities to request administrative control of a domain name. Most registries operate on the top-level and second-level of the DNS.
A registry operator, sometimes called a network information center (NIC) maintains all administrative data of the domain and generates a zone file which contains the addresses of the nameservers for each domain. Each registry is an organization that manages the registration of domain names within the domains for which it is responsible, controls the policies of domain name allocation, and technically operates its domain. It may also fulfill the function of a domain name registrar, or may delegate that function to other entities.
Domain names are managed under a hierarchy headed by the Internet Assigned Numbers Authority (IANA), which manages the top of the DNS tree by administrating the data in the root nameservers.
A top-level domain (TLD) is one of the domains at the highest level in the hierarchical Domain Name System of the Internet. The top-level domain names are installed in the root zone of the name space. For all domains in lower levels, it is the last part of the domain name, that is, the last label of a fully qualified domain name. For example, in the domain name www.example.com, the top-level domain is com. Responsibility for management of most top-level domains is delegated to specific organizations by the Internet Corporation for Assigned Names and Numbers (ICANN), which operates the Internet Assigned Numbers Authority (IANA), and is in charge of maintaining the DNS root zone.
Originally, the top-level domain space was organized into three main groups: Countries, Categories, and Multiorganizations. An additional temporary group consisted of only the initial DNS domain, arpa, and was intended for transitional purposes toward the stabilization of the domain name system.

As the 38th ICANN conference reaches a close, new resolutions have been decided upon by the representatives of the ICANN constituency. This multi-stakeholder bottom-up organisation, as ICANN CEO Rod Beckstrom likes to call it, publicly debated and decided on matters as diverse as the introduction of .XXX, enabling Chinese internet users to enter addresses in their own language, and even whether or not the chairman of its own board should receive payment for his work. Does this governance model work? Can and should all stakeholders really be invited to share the responsibility of organizing the internet? Should they also be asked to police it? On October 26, 2016 the Internet Governance Project (IGP) at Georgia Tech's School of Public Policy hosted an event honoring Assistant Secretary of Commerce Lawrence Strickling. Strickling, who also holds the position of Administrator of the National Telecommunications and Information Administration (NTIA), played a leading role in one of the most innovative Internet policies ever made: the transition of the Internet's domain name system root to private governance.
