Russian President Vladimir Putin said that "people should be able to feel real changes for the better" in Moscow, Monday, during a meeting of the Presidential Commission for Monitoring Targeted Socioeconomic Development Achievement Indicators in Russia. SOT, Vladimir Putin, Russian President (Russian): "In the known May decrees [Presidential decrees signed in May, 2012] we set out goals for the economy, social sphere, demographics, science, education and other areas. We took great responsibility for citizens and today we should work without any excuses and references to the difficulties and external constraints." SOT, Vladimir Putin, Russian President (Russian): "I want to emphasise that the assessment of the work, I think I already talked about it at the same place last year, should not be conducted by shifting off assignments and not by the volume of written reports. People knew how to do it and do it quite well. People should be able to feel real changes for the better. They should feel that it became easier to start a business, to enroll a child in kindergarten, move to a new home, and to get quality health care. These are basic things that determine the well-being of millions of Russian families." SOT, Vladimir Putin, Russian President (Russian): "What is fundamentally important is that the goals set out in the decrees must be implemented all over the Russian Federation. You need to improve the quality of life for people in large, small cities and in the countryside. Special attention should be paid to hard-to-reach, remote areas, including Siberia and the Far East. You need to make further efforts to develop health, transport infrastructure, housing construction and the modernisation of housing and communal services." SOT, Vladimir Putin, Russian President (Russian): "Let me emphasise: frankness and consideration of public opinion should become the incentives for reforms in the social sector. And it is crucial for the social organisations to take into consideration citizens' opinion, to focus on their needs and interests, to increase the quality of work."
