Left Power in an Age of Capitalist Decay

On February 28th I got email from a Pluto Press representative about a new book by Jeffery Webber titled The Last Day of Oppression, and the First Day of the Same: The Politics and Economics of the New Latin American Left that seemed very timely. Pluto did not quite come out and say it but the book appeared to be an obituary on the Pink Tide.

Since I remembered the sharp exchanges between Webber and Australian Socialist Alliance member and Evo Morales supporter Federico Fuentes in the pages of the British SWP’s theoretical magazine, I was curious to see what Webber had to say. As a self-described Marxist critic of the Bolivarian revolution and left-leaning governments in Brazil, Chile and Argentina, Webber would seem to be vindicated by recent events. Argentina and Brazil had new rightwing governments. Bolivian voters had rejected a referendum that would have permitted Morales to run for a fourth term and Lenin Moreno, Rafael Correa’s successor, was elected in Ecuador by the narrowest of margins. Finally, Venezuela was coming apart at the seams. Since I had written reviews of three books by Hugo Chavez’s one-time economic adviser Michael Lebowitz and a biography of Chavez by Richard Gott, it was the right time to revisit the 21st century socialism question.

Although Webber’s book purports to be unified thematically, it was not written from scratch. Instead, it is mostly a patchwork of  articles that have been published in JSTOR type journals such as The Journal of Agrarian Change. I was hoping for a systematic analysis of the Pink Tide but instead discovered an intelligent but frequently mistaken collection of chapters having little in common except the author’s rejection of a project with a clouded future.

The two chapters titled “Global Crisis and Latin American Tendencies: The Political Economy of the New Latin American Left” and “Contemporary Latin American Inequality Class Struggle, Decolonization, and the Limits of Liberal Citizenship” were newly written for the book and amount to an ideological frontal attack on the Pink Tide governments. Despite my disagreement with Webber’s analysis, I strongly recommend that people grappling with the political crisis of left governments in Latin America buy his book and pay close attention to his arguments. There is a dialectical contradiction between his views and those of the pro-Chavez left and a resolution on a higher level is only possible by engaging with both sides of the polarity.

Like many with sympathies for Trotskyism, Webber is always on the lookout for latter-day Kerensky’s. If you read him carefully, you will understand that Hugo Chavez’s election in 1998 repeated the early stages of the Russian revolution when both the rich and the poor rallied around the Social Revolutionary Party leader who made promises about a better future for all even if he secretly sought to keep Russia part of the capitalist system. Like many on the left, Webber considers elections to be a trap. Instead he identifies with “extraparliamentary forms of social struggle—road blockades, strikes, land occupations, worker takeovers of abandoned factories, protests, and even quasi-insurrectionary waves of mass action that toppled neoliberal governments in Argentina, Bolivia, and Ecuador.” In other words, these were the real revolutionary movements that could have seized power if only they had a party to represent them rather than ones led by scheming, neoliberal fakers like Chavez, Morales and Correa who “bent over backwards to capitulate to capital and ensure market confidence”. If neoliberal governments were toppled, the new ones remained neoliberal even if as they were leavened with populist good will and generous social programs. As a title of the book, “The Last Day of Oppression, and the First Day of the Same” pretty much says it all. Like the classic Who song, Webber wrote something so we won’t get fooled again.

Narcos and the Story of Colombia’s Unhappiness

Notwithstanding my advice to CounterPunch readers to junk Netflix, it is still worth the membership fee for many of the European television shows they reprise such as Wallander and for their own productions such as Narcos that I have been watching for the past several weeks. As you may know, this series now in Season Two is about the rise and fall of Pablo Escobar, the leader of the Medellín cartel that shipped billions of dollars worth of cocaine into the USA in the 1980s, and who is played brilliantly by Brazilian actor Wagner Moura.

Narcos has very few deep insights about the social and economic context for the rise of the drug industry so why would a Marxist film critic recommend it? The answer is that it is vastly entertaining and has enough background about the Colombian political context of the 1980s to motivate reading about the “war on drugs”. Like the “war on terror” and the Cold War that preceded it, it was one in a series of conflicts that were designed to mobilize Americans against a dreaded enemy after the fashion of the permanent warfare in Orwell’s 1984. When a population grows restive over declining economic prospects, what better way to suppress resistance than to redirect anger against an external threat? Indeed, you will find striking affinities between the hunt for Pablo Escobar and the one for Osama bin-Laden.

Rafael Correa and the Chessintern

As most people probably understand, political analysis about a particular government leader is often largely driven by where they stand in the geopolitical chess game—most of all by the grandmasters who play it, namely the “anti-imperialist” left that is as single-minded ideologically as earlier generations of Kremlin apologists if not more so.

In my experience, Stansfield Smith is the Boris Spassky of this milieu. The tops at awfulness with no competition on the horizon. Back when he was on Marxmail, he never posted anything except talking points in line with the Pepe Escobar/Mike Whitney/Eric Draitser Chessintern.

To belong to the Chessintern, you have to master a few basic openings such as the need to defend every foreign policy initiative of the Kremlin or China and then to smear anybody who ends up on the other side of the chessboard as tools of the CIA or the NED.

Back in 2010, when Smith was still a Marxmail subscriber, he did everything he could to tarnish indigenous activists in Ecuador organized in CONAIE (Confederation of Indigenous Nationalities of Ecuador) as tools of imperialism. That year there was a coup attempt in Ecuador that CONAIE supported. Rather than dealing with indigenous unhappiness with Correa, as I tried to do in an article on the Miskito rebellion in Sandinista Nicaragua, Smith approached the whole thing as a conspiracy in which NED payoffs to the Indians was the key factor. You don’t need Marxism to understand such conflicts, just Hal Holbrook’s line in “All the President’s Men”: “follow the money.”

Interestingly enough, the Chessintern-friendly CounterPunch ran a number of articles that year that refused to demonize the Indians. The late Roger Burbach called attention to a law that allowed for the privatization of water and that placed “no real restraints on the ravaging of rivers and aquifers by the mining companies.” Ben Dangl stated that Correa had been marginalizing the indigenous movements of Ecuador while Laura Carlsen seemed to have offered the most balanced approach: “Although Correa has required companies to pay a larger share of profits to the government as mentioned above, he promoted the extractive model of national development that encroaches on indigenous lands and rights and has led to massive environmental destruction.”

The same divisions exist in Ecuador today with indigenous people continuing to feel vitimized, especially when it comes to the exploration for oil in their territories. If you’ve seen “Crude”, you know how much damage oil companies can do to Ecuador’s water and soil. With the film’s  focus on the attempt of peasants to sue Texaco and Chevron’s for damages, it is not difficult to imagine that Indians would have the same kind of grievances even if the government was part of the Bolivarian revolutionary movement and that oil drilling in Indian country was being done in partnership with a Chinese oil company. That is, unless you were Stansfield Smith.

With a title like “Propaganda as ‘News’: Ecuador Sells Out Indigenous Tribes and the Environment to China”, you pretty much know what to expect. Whatever the question (Syria, Ukraine, Tibet, Xinjiang), you trawl the Internet for any links between some protest movement and the NED, the CIA or some Soros-funded NGO and that’s all you need to know. Case closed.

Foolish me. I tried to transcend Chessintern thinking when I wrote about the Miskito revolt:

The best presentation of the Miskito case comes from Charles R. Hale, an American anthropologist who was a Sandinista supporter. The more time he spent with Miskito people, the more he came to realize that the government in Managua had misunderstood their legitimate demands. His book “Resistance and Contradiction: Miskito Indians and the Nicaraguan State, 1894-1987” is essential reading.

Hale explains that Miskito unrest had preceded the Sandinista victory. The same economic forces that precipitated the revolution against Somoza were shaking up the Atlantic Coast. Large-scale commercial exploitation of the land for cattle-ranching and cotton production caused displaced peasants to arrive in the cities with dim economic prospects. When the earthquake hit Managua, these prospects completely disappeared and armed struggle seemed like the only reasonable path.

These peasants also moved eastward, putting pressure on communally owned Miskito land. The UN and the Alliance for Progress sponsored some large-scale projects in partnership with Somoza that the Miskitos resented, including the construction of a deep-water port. The construction interfered with traditional fishing activities. The Miskitos faced challenges on all front.

But mostly the Miskitos felt left out of the economic development that was taking place all around them. The Somoza family had pumped millions of dollars into nearly 200 industrial fishing boats on the Atlantic Coast. Commercial fishing accounted for 4 percent of foreign currency earnings in 1977, but nothing substantial flowed into Miskito improvement. The “trickle down” theory was as false in Nicaragua as it was in Reagan’s America. Capital to finance the expansion came from Cuban exiles in Miami and North American banks. All the stepped up economic activity was of no benefit to the Miskitos, who regarded the Spanish-speaking businessmen as little more than invaders. After the commercial fishers had taken the last lobster and shrimp out of the water, they would have gone on their merry way.

Essentially this is the same kind of clash in Ecuador today.

Smith’s article is an assault on Amazon Watch, an NGO that was supposedly the source of an article titled “Ecuador to Sell a Third of Its Amazon Rainforest to Chinese Oil Companies” that has made the rounds on the Internet. In Smith’s eyes, the article was “an invention” since to this date no land has actually been sold. He also believes that even if China began buying up land for drilling, the targeted area is practically the size of a postage stamp:

And, for comparison, the Alberta tar sands oil fields are 1,500 times the size of the small area Ecuador opened up for oil exploration in the Yasuni. In comparison, too, last May Obama approved oil drilling in the Artic Sea, where 20 billion barrels of oil and 90 trillion cubic feet of natural gas are now more available due to the melting of Arctic ice sheets.

I am not exactly sure how much drilling there will be in Yasuni National Park once the extractive juggernaut gets a full head of steam but it is bigger than the state of Connecticut. This does not even speak to the damage that will be done to a priceless natural habitat that Correa pledged to preserve after becoming president.

To wrap up his case against the indigenous peoples, Smith draws a contrast between their “corporate-backed funders” such as the Charles Stewart Mott Foundation and China, which “provides loans at low interest rates, does not intervene in the internal affairs of other countries, respects other countries’ paths of economic and political development, and encourages South-South cooperation as a counter to Western hegemony.” I got a chuckle out of this since the organization I was involved with in the 1980s that trained Nicaraguans how to use high technology tried to get some donations from Mott. The executive director Michael Urmann, who died in 2012, told me about after going up to see Mott in his penthouse he was forced to listen to this knucklehead lecture him about world politics for an hour. That was bad enough but when no money came out of the visit, he was fit to be tied. Our attitude toward Mott, the Ford Foundation or any of a number of liberal charities was if they gave us money, it was their contradiction, not ours. Since both of us were sixties radicals (he was a Maoist), that is the way we looked at it. I have no idea what Smith was doing in the sixties but his inability to think in these terms suggests not very much.

But in terms of Smith’s ebullient description of Chinese beneficence, inquiring minds would naturally have to look a bit closer at the economic data to determine whether China is interested in helping the poor, especially since strikes and protests there set records in 2015. Worker militancy has led to increased wages in recent years, hence leading to a devaluation of the yuan to make Chinese exports competitive with other Asian countries that pay even lower wages.

All this has consequences for Ecuador. With a devalued yuan, which Ecuador uses, exports to China produce less revenue. When you take into account that the price of its main export—oil—has dropped precipitously in the last year or so, the consequences are drastic. Less money is available for social spending, the cornerstone of the oil-lubricated Bolivarian revolution. There is also the pain of increased prices on imported goods, including food and medicine. In other words, Ecuador is going through the same painful adjustment as other export-dependent Latin American countries and there is little that China or any other BRICS country can do to alleviate matters. We are dealing with a general crisis of capitalism, something that seems to escape the ideological framework of the Chessinturn. They have a classless notion of “development” that posits alignment with the BRICS as a kind of magic elixir that will vanquish poverty. Someone should remind these people that capitalism is a crisis-ridden system that has long outlived its usefulness even when it is practiced by someone who gave Julian Assange safe haven. We are for giving him safe haven but we are also for giving Ecuador’s Indians safe haven.

Finally, let me recommend what is probably the best left critique of Rafael Correa, an article by Marc Becker that appeared in the September-October 2009 Against the Current. Just to establish Becker’s bona fides, he is a major Mariategui scholar and considered to be a rock solid anti-imperialist. He even had the audacity to write an article putting the Shining Path in a relatively good light.

Titled “Ecuador: Left Turn?”, Becker’s article is quite even-handed. It refers to Correa as defending the idea that “socialism is both more just and efficient than capitalism” and promising to stand up for indigenous rights. However, the deeds don’t quite match the words as Becker points out:

Despite Correa’s attempts to mimic Chávez’s strategies, his policies are not nearly as radical as those of his counterpart. Of the many lefts that now rule over Latin America, Correa represents a moderate and ambiguous position closer to that of Lula in Brazil or the Concertación in Chile rather than Chávez’s radical populism in Venezuela or Morales’ Indigenous socialism in Bolivia.

The danger for popular movements is a populist threat with Correa exploiting the language of the left but fundamentally ruling from the right. It is in this context that a mobilized and engaged social movement, which historically in the Ecuadorian case means an Indigenous movement, remains important as a check on a personalistic and populist government. If Correa follows through on any of the hopeful promises of his government, it will be due to this pressure from below and to the left.

Correa continues to enjoy an unusually large amount of popular support in a region which recently has greeted its presidents with a high degree of good will only to have the populace quickly turn on its leaders who inevitably rule against their class interests. Chávez (and, to a certain extent, Evo Morales in Bolivia) have bucked this trend by retaining strong popular support despite oligarchical attempts to undermine their governments.

Correa is a charismatic leader, but in the Ecuadorian setting charisma does not secure longevity. José María Velasco Ibarra, Ecuador’s classic caudillo and populist, was president five times, but was removed from four of those when he failed to follow through on his promises to the poor. In recent history, Abdalá Bucaram was perhaps the most charismatic leader, but he lasted only seven months in power after winning the 1996 elections. Charisma alone does not assure political stability.

In the wake of Ecuador quickly running through ten chief executives in 10 years, Correa appears positioned to remain in power for 10 years if he can maintain his current coalition to win reelection in 2013. Correa has also said that it will take 80 years for his “citizens’ revolution” to change the country.

In quickly moving Ecuador from being one of Latin America’s most unstable countries to maintaining a strong hold over executive power, Correa appears to have been able to mimic Chávez’s governing style. Whose interests this power serves, and particularly whether it will be used to improve the lives of historically marginalized subalterns, remains an open question.

Needless to say, the drop in the price of oil since 2009, when this article was written, renders the question of enjoying an “unusually large amount of popular support” rather moot.

The Zika pandemic and the FMLN

News is spreading rapidly about the mosquito-transmitted Zika virus that causes birth defects when a pregnant woman is bitten by an infected insect—specifically microcephaly that afflicted one of the characters in Todd Browning’s “Freaks”.

Like many of the diseases that are becoming epidemics in the global South, it is a product of poverty, climate change and the destruction of natural habitat. The most infamous examples are heretofore have been AIDS and the Ebola virus but now Zika looms as the latest pandemic threat.

Zika is related to dengue, yellow fever, and the West Nile Virus that are all transmitted from infected mosquitos. Ironically and tragically, one of West Nile’s victims was Walter Contreras Sheasby, a Green Party activist and Marxmail subscriber who died in 2006. Scientific American wrote about the connection between the climate change that the Greens campaign against and the increased danger of West Nile in 2009:

The higher temperatures, humidity and rainfall associated with climate change have intensified outbreaks of West Nile virus infections across the United States in recent years, according to a study published this week.

One of the largest surveys of West Nile virus cases to date links warming weather patterns and increasing rainfall–both projected to accelerate with global warming–to outbreaks of the mosquito-borne disease across 17 states from 2001 to 2005.

Peter Hotez, a physician based in Houston, is now concerned that the same factors that have made Zika a pandemic in Brazil and El Salvador now threaten his own city:

Hotez attributes the rise of Zika and other related viruses to climate change, human migration and poverty. As temperatures have risen, mosquitoes can thrive in new areas, bringing such viruses to previously unaffected populations. As people have become more mobile, both through immigration and worldwide travel, viruses can hitchhike to new regions.

Poverty, he says, provides the perfect conditions for mosquitoes to thrive and infect new victims. Hotez points to economically depressed areas of Houston.

“You see dilapidated housing, houses with no window screens, no air conditioning,” he said, “garbage and refuse that allow mosquitoes to breed, discarded tires on the side of the road.”

The Aedes mosquitoes that carry Zika, Dengue and Chikungunya, like to breed in standing water closer to humans. While local health departments spray for mosquitoes during the spring and summer, it’s primarily targeted at the Culex mosquitoes that carry West Nile virus. Those mosquitoes tend to fly longer distances and are active at night.

Aedes mosquitoes are daytime biters and aren’t likely to be affected by the spraying efforts.

Today’s NY Times reported on the drastic measures now being proposed by the government of El Salvador. It is urging women to forgo having children for the next two years until the disease comes under control. Like elsewhere, and probably even more so, El Salvador is the perfect breeding ground because it is so poor. A third of the population lives under the poverty line.

The vice minister of health does not think that avoiding pregnancies is such a bad idea. The Times reported him stating: “The country is the most densely populated country on the entire continent. It wouldn’t be all that bad if we had a reduction in births.”

The Times also mentions the crime epidemic in El Salvador, with poverty and the Zika pandemic virtually constituting a plague on the level visited on the Egyptians in the Book of Exodus. “One community leader said that a government clinic in his neighborhood shut down three months ago after repeated threats from the gangs, the kind of conditions that experts say make it harder to treat and combat the virus.”

As it so happens, Salvador Sánchez Cerén, the current president of El Salvador, is a member of the Farabundo Martí National Liberation Front (FMLN) that I helped organize support for in the early 1980s as a member of Committee in Solidarity with the People of El Salvador (CISPES). If you would have told me that in 2016 the FMLN would be in power in order to have people like this vice minister of health making such outrageous statements, I would have resigned. I guess I am fated to end up supporting revolutionary movements that end up adopting neoliberal policies. For the sectarian left, the answer is easy. Just build your own toy Bolshevik party and issue denunciations from within your pristine redoubt.

If the NY Times runs articles on Zika or gang warfare in El Salvador, the reader would have no idea that Washington is imposing its trade policies on this small and weak nation that have been intended to pressure the FMLN to function just like the puppet government it supported in the early 1980s. When the left squawks about SYRIZA carrying out PASOK type policies, it really needs to look at the overall picture. From Vietnam to El Salvador, imperialism has a way of taming insurgent governments as NACLA reported in March 2015:

El Salvador’s long civil war between savagely repressive U.S.-funded military forces and a leftist guerrilla army ended in 1992. But while the peace accords ended the “war of bullets,” said labor leader Wilfredo Berríos, “the political, social, and economic war began again,” and “under the rules of the right, the rules of capitalism, and the rules of the United States.” In this context, the triumph of the FMLN (Farabundo Martí National Liberation Front)—the former guerrillas—in the last two presidential elections is quite remarkable. The victories of Mauricio Funes in 2009 and Salvador Sánchez Cerén in 2014 have threatened to disrupt the Salvadoran government’s historic pattern of compliance with U.S. interests. Yet as Berríos’s comments imply, forces opposed to progressive change retain great power to shape “the rules” of the game—even under FMLN governance.

The Obama administration has sought to ensure the adoption of corporate-friendly policies in El Salvador by conditioning Millennium Challenge Corporation (MCC) development aid upon a slew of neoliberal reforms that include privatization, the relaxation of business regulations, and the enforcement of trade provisions that privilege U.S. corporations. Since 2011, the U.S. “Partnership for Growth” has provided the overarching framework for advancing these policies. According to the State Department, the program aims to “promote a business-friendly institutional environment” and “catalyze private investment.”

The “Partnership” exemplifies a more general U.S. strategy in Latin America. Since 1998 the region has elected roughly a dozen left-of-center presidents who explicitly reject U.S. intervention and neoliberal economics. In response, the United States has tried to institutionalize neoliberal policies that can constrain future governments regardless of political affiliation. In effect, Washington has sought to mitigate the danger of elections by insulating economic policy from democratic input. As the FMLN’s experience in El Salvador suggests, these left-of-center governments are heavily constrained by forces opposed to progressive change. However, both government choices and popular struggle also help to shape policies on the ground.

“El Salvador is arguably our closest friend in the Western Hemisphere,” wrote U.S. ambassador Charles Glazer in 2007. At that point, the ARENA (Nationalist Republican Alliance) party had controlled the Salvadoran government for almost two decades. ARENA was closely linked to the right-wing death squads that had murdered tens of thousands of peasants, students, workers, and religious people in the 1970s and 1980s. After the war, the party continued to enjoy strong U.S. support because of its enthusiasm for neoliberalism, its support for the 2003 Iraq invasion, and its militarized approach to both crime and dissent.

Although Mauricio Funes’ 2009 election threatened a change, the new president tried hard to preserve an amicable relationship with Washington, and the White House reciprocated. The U.S. Embassy’s current Economic Counselor, John Barrett, said that “Funes came in with a lot of good will,” which was “one reason why” the World Bank and Inter-American Development Bank (IDB) “stepped up with a lot of new funding.” The Obama administration soon sought to solidify the relationship through the Partnership for Growth, formally inaugurated in November 2011. As part of the Partnership, in September 2014 the Obama administration renewed a $461 million MCC development grant to deliver $277 million in additional funding for education, infrastructure, and other projects. The country’s poverty and unemployment levels—reflected in the high level of migration northward—made the government, and most Salvadorans, eager to get this money.

However, the United States also mandated a long list of policy changes relating to security, governance, and economic policy. Among the most unpopular, a Public-Private Partnership (P3) law allows for private investment in state-controlled segments of the economy like infrastructure and services. A substantial share of the $277 million in the second MCC aid package will be devoted to these projects. The law reduces legislative control over investments and transfers key oversight duties to PROESA, the Export and Investment Promotion Agency, which is nominally within the executive branch but includes leaders from the Salvadoran business world. Many popular organizations denounce such arrangements’ impact on public accountability, highlighting how representatives of business and the right are trying to create an autonomous entity to run the water sector as a sly path to privatization (though FMLN legislators have so far succeeded in excluding water from the list of services subject to P3 investments).

In mid-2014 the U.S. Embassy announced another notorious condition, demanding that the government cease a program that supports peasant agriculture by buying and distributing corn and bean seeds from small farmers and cooperatives. A U.S. Embassy press release argued that the procurement process was not “open,” as required under the 2004 Central American Free Trade Agreement (CAFTA), and therefore violated El Salvador’s “obligations” to “the international community”—namely the ARENA-linked importer of Monsanto seeds that had previously controlled most of the market. Massive domestic and international outcry forced the U.S. government to back down, but the demand itself reflects a main objective of U.S. policy, as elaborated by U.S. Trade Representative Michael Froman: “to open global markets for U.S. goods and services” and “enforce America’s rights in the global trading system.”

Will the Asian Infrastructure Investment Bank be any different than the World Bank?

The day before yesterday an article appeared on the Guardian website that had the aura of a Chinese government press release:

As world leaders met quietly behind the scenes, others lined up to express support for the new development push that aimed to eliminate both poverty and hunger over the next 15 years. They replace a soon-to-expire set of development goals whose limited success was largely due to China’s surge out of poverty over the past decade and a half.

China’s president vowed to help other countries make the same transformation. Xi said China would commit an initial $2bn to establish an assistance fund to meet the post-2015 goals in areas such as education, healthcare and economic development. He said China would seek to increase the fund to $12bn by 2030.

And Xi said China would write off intergovernmental interest-free loans owed to China by the least-developed, small island nations and most heavily debt-burdened countries due this year.

He said China “will continue to increase investment in the least developed countries,” and support global institutions, including the Beijing-backed Asian Infrastructure Investment Bank that is due to launch by the end of the year and is seen as a Chinese alternative to the more western-oriented financial institutions of the World Bank.

After having read and reviewed Patrick Bond and Ana Garcia’s “BRICS: the anti-capitalist critique”, I am more skeptical than ever about Chinese altruism especially the role of the Asian Infrastructure Investment Bank referred to in the last paragraph above.

I was also puzzled by the provenance of the article since it was included with others in the category “Sustainable Global Development” that was support4ed by the Bill and Melinda Gates Foundation, which is described as follows:

In an article for Huffington Post, Richard Javad Heydarian, the author of the forthcoming “Asia’s New Battlefield: US, China and the Struggle for Western Pacific State”, casts a skeptical gaze over the Chinese gifts to the developing world, reporting on the Philippines’s encounter with the China EximBank, an entity that the new bank will likely mimic:

Under the Arroyo administration (2001-2010), the Philippines’ National Broadband Network (NBN) signed a $329.5 million contract with China’s ZTE Corp. to upgrade its facilities and communications network. It also signed the $431 million Northrail infrastructure contract, which was awarded to China National Machinery and Industry Corp. (Sinomach) and largely financed by the China EximBank.

The NBN-ZTE venture, however, would be mired in a massive corruption scandal, after investigations revealed huge kickbacks, cost inflations, and irregularities in the contract. Failing to meet laws requiring competitive bidding, the Philippines’ Supreme Court, meanwhile, struck down the Northrail project.

The common perception in the Philippines is that the ZTE and Northrail contracts were some sort of bribe to pressure/persuade the Arroyo administration to compromise on South China Sea and sign up to the controversial and secretive Joint Maritime Seismic Undertaking (JMSU) agreement in 2005, which was deemed unconstitutional and in violation of Philippine national patrimony and requirements for transparency and consultations with other branches of the government, particularly the legislature.

During his recent visit to Tokyo, Philippine President Beningo Aquino also complained about the alleged decision of the China EximBank to prematurely demand drawdowns from its Northrail project loan at the risk of default. In short, Aquino suggested that China wanted to punish his government for standing up to China by using its loan payment card.

In a CounterPunch article dated March 6, 2015, Ecuadorian journalist Raul Zibechi considered the possibility that Chinese investments in Latin America could have a different character than what the Chase Manhattan Bank and Citibank offered. Initially China was focused on mineral extraction and agricultural commodities such as soybeans but in the more recent period, it has invested in areas that depart from the traditional colonizing relationship between the core and the periphery. They include arms manufacturing in Latin America, which offers the possibility of ancillary benefits to the non-military sector just as was the case with radar after WWII, and infrastructure. He points to the construction of two hydroelectric dams in the Santa Cruz province. One is named the Kirchner after the late President and the other is called the Cepernic after the late governor of the province. Another ostensibly worthwhile project is the upgrade of railway equipment, including cars to renovate dilapidated trains. So how can you be like the old-time Anglo-American imperialists when you are building dams and modernizing the railway system in Argentina? How dare you stand in the way of progress?

If the goal is “sustainable development”, it is doubtful that there is much difference between the World Bank when it comes to hydroelectric dams. The Dialogo Chino website that is dedicated to tracking the impact of Chinese investment in Latin America referred to these dams as “mired in environmental conflict” in a February 13, 2015 article.

Experts claim the maximum level of the Kirchner dam, at the same average level of the Argentino Lake, is unsuitable, increasing the level of the lake and causing tides that will erode the front of the Perito Moreno glacier and stop the traditional blocks of ice breaking off, a phenomenon that attracts thousands of tourists.

The controversy is not without precedent. Across the border in Chile, also in Patagonia, the HidroAysén project would have resulted in the construction of five hydroelectric power plants, two on the River Baker and three on the River Pascua. However, fierce criticism from environmental groups and indigenous communities resulted in a council of ministers rejecting the project last year.

“The dam will be fed from the lake, whose level will rise and fall to meet Buenos Aires’ energy requirements and consumption. The glacier will not be immune to variations and their erosive effects,” argues Gerardo Bartolomé, the engineer at the head of an online petition aiming to ensure the correct environmental studies are carried out for the dams.

Similarly, Juan Pablo Milana, a glaciologist and researcher at the National Scientific and Technical Research Council (CONICET), believes the dams will cause irreversible damage to the Spegazzini and Upsala glaciers.

“The glaciers are already subject to the forces of nature and introducing further changes is complicated. Increasing the level of the Argentino Lake will create a flotation effect. Lower water pressure at the base of the glacier will not only cause detachment of ice but will also change the way it breaks off,” explains Milana.

It seems that the Chinese engineers overseeing the project worked on the Three Gorges Dam so you can get an idea of how much thought has gone into the environmental impact in Argentina.

Finally on the question of Argentina’s rail system. Pardon me for sounding like an unrepentant Marxist but when I hear about improvements to a transportation system that is primarily intended to haul commodities from the interior of a country to its seaports, I reach for my revolver.

This is an article I wrote on the construction of railroads in Argentina in the 19th century as part of a series on the financial crisis in the country back in 2002. Somehow I doubt that China’s intentions are any nobler than Great Britain’s.

The Collapse of Argentina, part one: Railway Imperialism

As the Argentine economic collapse began to deepen, I decided to search for radical or Marxist literature on the country written in English to help me understand the situation better. This proved futile (although I continue to be open to recommendations). Nestor Gorojovsky, an Argentine revolutionary who I have been in touch with on the Internet or by phone for at least five years now, could recommend nothing. (His own efforts at a Marxist overview of Argentine history can be found at: http://www.marxmail.org/archives/january99/argentina.htm.) Not even after posting an inquiry to the H-LatinAmerica list, whose subscribers are exclusively academic specialists, were any recommendations forthcoming.

Taking the bull by the horns, I plan now to fill this gap beginning now with a series of posts based on scholarly material from Columbia University’s library. Although I do plan to review literature on Argentina written in Spanish, most of the source material for my posts will be in English, a language that I am more comfortable with when it comes to higher-level analysis.

My own involvement with Argentina dates back to the mid 1970s when I was drawn into a faction fight within the world Trotskyist movement over political perspectives in Argentina. The two main antagonists in the debate were the late Joe Hansen, Trotsky’s bodyguard at Coyoacan and a leader of the Socialist Workers Party, and the late Ernest Mandel, the renowned Belgian economist who was on the executive committee of the International Secretariat. The Americans and their mostly English-speaking followers (I use the word advisedly) backed a Trotskyist group in Argentina that appeared to be implementing their own orthodox approach.

Led by the late Nahuel Moreno, this group participated in trade union struggles, the student movement and opposed the ultraleftist guerrilla formations that were kidnapping North American executives or hijacking trucks in order to dispense meat and other goods in poor neighborhoods like Marxist Robin Hoods. It was one of these groups that the Mandel faction backed. Although they paid lip service to Trotsky, these Argentine guerrillas organized as the PRT/Combatiente were more interested in applying Regis Debray’s foquismo theory to the urban sector.

My role in all this was to battle the Mandel supporters in Houston, Texas who held a near majority in the branch and whose affinity for guerrilla warfare was open to question. Most were disaffected from the SWP leadership, whose alleged “petty-bourgeois” orientation to the student movement was supposedly leading the party to ruin. A couple of years later, the SWP leadership would go completely overboard in a kind of ‘workerist’ orientation to the trade unions, thus robbing the dissidents of their raison d’etre. By the time this turn had taken place, the SWP and the Fourth International had parted ways. As a local leader of the anti-Mandel faction, I had the opportunity to spend long hours in discussion with Argentine co-thinkers who visited Houston to give reports for our faction. Security was extremely tight in those days and I had to check my 1968 Dodge Dart for bombs before driving any of them to a public engagement.

During that intense struggle, I gained a deep appreciation for the Argentine people, their culture and their revolutionary will. Although I grieve to see their personal suffering today, I am inspired to see them acting collectively for a better country and world. One hopes that their heroic example can begin to erode the “TINA” mood that has affected wide sections of the left since 1990.

In this first post, I want to address the question of Argentina’s “golden age”, a notion that you can find in many left publications or on the Internet. In this version of Argentine history, the country is seen as an exception to the rest of Latin America where conventional notions of “imperialism” and “dependency” might not apply.

For example, British state capitalist theoretician Chris Harman writes:

Argentina is an industrial country, with a higher proportion of its workforce in industry than in Britain. It’s also a country where working people have, within living memory, experienced living standards close to west European levels. It was known as the ‘granary of the world’ at the beginning of the 20th century, with an economy very much like that of Australia, New Zealand or Canada, centred the massive production of foodstuffs on giant capitalist farms for the world market. Relatively high wages made it a magnet for millions of immigrants from Italy and Spain who brought traditions of industrial militancy with them.

Brad DeLong, an economist who held a post in the Clinton administration and who is a ubiquitous figure on leftwing electronic mailing lists, wrote the following on Progressive Economists Network (PEN-L):

As I said quite a while ago, Argentina was a first world country–like Canada, Australia, or New Zealand–up until the 1950s. Arguments that development possibilities were constrained by relative backwardness may work elsewhere: they don’t make *any* sense for Argentina.

If views like these are meant to support a kind of Argentine exception to the Leninist concept of imperialism or its subsequent elaborations such as the Baran-Sweezy theory of monopoly capitalism, they are mistaken. They would fail to see Argentina’s role in the world capitalist system, which–despite favorable moments–has been that of victim of imperialism. Comparisons with the USA, Canada, etc. are specious, even if in a given year income or other statistics were comparable. The *structural* questions are far more important for understanding Argentina. Despite the presence of European immigrants, industrialization, national independence, the lack of feudal-like latifundias, etc., Argentina had much more in common with direct colonies in the 19th century like India.

Specifically, one of the main factors that led to Argentine dependency was its reliance on British capital and expertise for the construction of railways in the 19th century. Just as was the case in India, these steam-driven showplaces of modernization did nothing but drain the country of capital and force it into a secondary role in the world economy.

If one is a Marx “literalist,” there can obviously be a lot of confusion about the introduction of railways into Argentina or India, especially when Marx wrote:

I know that the English millocracy intend to endow India with railways with the exclusive view of extracting at diminished expense the cotton and other raw materials for their manufactures. But when you have once introduced machinery into locomotion of a country, which possesses iron and coals, you are unable to withhold it from its fabrication. You cannot maintain a net of railways over immense country without introducing all those industrial processes necessary to meet the immediate and current wants of railway locomotion, and out of which there must grow the application of machinery to those branches of industry not immediately connected with railways. The railways system will therefore become, in India, truly the forerunner of modern industry.” (“The Future Results of British Rule in India,” NY Daily Tribune, Aug. 8, 1853)

In contrast to these early hopeful writings, before Marxism had developed an understanding of the negative role of imperialism, the historical record demonstrates that foreign owned railways did not lead dependent countries to become anything like the those of the investors, engineers and builders from the core. Rather than serving as a catalyst for Argentine industry, they did nothing except enrich British finance capital, the nefarious Barings Bank in particular. For a scholarly treatment of this subject, we can turn to Alejandro Bendaña’s 1979 PhD dissertation “British Capital and Argentine Dependence 1816-1914”. (Bendaña was a senior level Sandinista official who served as ‘responsable’ with Tecnica, the volunteer organization I was involved with in the 1980s. He continues to participate in the radical movement, nowadays with the Center for International Studies in Managua and the Jubilee Campaign against 3rd world debt.)

The most important sector of the Argentine ruling class in the 19th century was the ‘estancieros’, or ranchers. From 1820 onwards, they began to develop an alliance with British capital, which was seen as strategic for the goal of exploiting the country’s land-based riches. Arising from within its ranks, Juan Manuel de Rosas emerged as the primary spokesman for this class. British merchants played an important role in guaranteeing the Argentine rancher access to world markets. Smiling benignly on this interdependence, the British consul wrote:

the manufactures of Great Britain are becoming articles of prime necessity. The gaucho is everywhere clothed in them. Take his whole equipment – examine everything about him – and what is there not of raw hide that is not British? If his wife has a gown, ten to one that it is made at Manchester; the camp-kettle in which he cooks his food, the earthenware he eats from, the knife, his poncho, spurs, bit, all are imported from England. . . Who enables him to purchase these articles? Who buys his master’s hides, and enables that master to employ and pay him? Who but the foreign trader. Stop the trade with foreign nations, and how long would it be before the gaucho would be reduced to the state of the Indian of the Pampas, fed on his beef and horse-flesh, and clothed in the skins of wild beasts? (Bendaña, p. 34)

However, one important piece was missing from this jigsaw puzzle. Unless a modern railway system was introduced into the country, Argentine goods would be not as competitive with those of countries which could deliver beef, hides, and etc. to seaports in a much shorter time over rail rather than horse-back. Furthermore, unless workers and managers could make reasonably quick trips over rail between cities and rural points of production, the entire system would lack the kind of internal cohesion that other capitalist countries enjoyed. From the standpoint of classical economics, one would think that it would be to the mutual benefit of English and Argentine capitalist classes to develop a kind of partnership. Instead, what transpired has much more in common with the con games of the 1990s in which Wall Street banks got rich at the expense of the Argentine people. Except, in the 19th century, it was Barings Bank rather than Goldman-Sachs that was doing the robbing.

To look after its interests in this vastly ambitious railroad-building enterprise, the Argentine government named North American William Wheelwright as its agent. They were overly optimistic. After making the rounds in British banking houses, Wheelwright said in 1863 that a deal could be done only on the following basis:

–The land grant must be doubled (land adjacent to the tracks given free to the railroad company.)

–45 percent of the railroad revenue would be counted as working expenses.

–The profit ceiling would be raised to 15 percent, more than triple the norm.

–Most importantly, the expropriation clause would be eliminated.

Although the Argentine ruling class and its British partners were committed to liberalism in the economic sphere (the model for 1980s-90s neoliberalism), this loan-sharking deal had nothing to do with free market principles. Such concessions could only reflect the internal weaknesses of a bourgeoisie that relied on cattle ranching, as opposed to the British ruling class that had accumulated vast amounts of capital through manufacturing, and then finance.

When the shares for Central Rail, the new British-owned railroad, sold sluggishly, the bankers demanded further concessions. No longer would working expenses be limited to 45 percent, they would be *whatever the company accountants said they were*. So, not only do you get concessions forced down the throat of the Argentine government, you get an 1860s version of the kind of accounting that Arthur Anderson did on behalf of the Enron crooks.

To make sure that all the Central shares got sold, the British investors demanded that the Argentine government buy 2000 shares, which is a little bit like asking someone being hijacked to drive the truck. An Argentine Minister glumly commented:

We are faced with having to lower our heads for all these demands and any other ones that may be put before us given our nation’s need for the railway’s benefits and our own incapacity to secure these by any other means. (Bendaña, p. 93)

Finally, in the May of 1870, 17 years after the original conception and 7 years after work began, the first locomotive arrived in Córdoba. Over the course of the 1870s, the Argentine state provided nearly 40 percent of the guaranteed profits for the new railroad. In a nutshell, the wealth of the country was being drained to make sure that British investors enjoyed super-profits. Furthermore, the British enterprise was tax-exempt. This turned out to be a bonanza for the Central Argentine Land Company that came into existence in 1871. Unlike the railroad, commercial exploitation within land claim areas were far less risky and had no particular claim to the kind of tax-exempt status enjoyed by large-scale capital projects. Once again, the weak Argentine bourgeoisie had been given an offer that it couldn’t refuse.

With British technological superiority, one might at least hope that the new railway would provide adequate service. As it turned out, the Argentine people had ended up with a Yugo rather than a Rolls-Royce. Public complaints about service and rates grew legion.

Central was just the first in a series of white elephants. Next came the Northern, the Eastern, and the Great Western Railways, all financed by the British and all imposing larcenous penalties on the people of Argentina. A government audit revealed that the East Argentine railroad was marked by an excess of employees (exclusively English at high salaries), overly generous salaries for company directors, inadequate rolling stock, dubious accounting procedures, and bloated operating costs.

When such exploitation operates in open view, one might ask why the Argentine capitalists did not rebel. After all, if one is committed to national development, then one must allow oneself the ultimate weapon against foreign exploiters: expropriation. Unfortunately, except for the urban middle-class, such calls were not made. As is the case today, the dominant fraction of the national bourgeoisie lost its nerve. And like today, the ideological excuse for inaction was a commitment to the “free market.” The estancieros regarded their own economic well-being as synonymous with the extension of railway lines made possible by foreign investment.

When the harsh reality of British theft collided with the delusional schemas of the local bourgeoisie, voices of dissent began to be heard in parliament. Why couldn’t the nation redeem itself through seizure of properties that were based on criminality to begin with? Even the conservative “La Nación” asked in 1872:

Can and should the state build all railways itself and expropriate existing ones? We do not believe that the benefits of state railways should necessarily carry us to the latter consequence . . . Although the country cannot afford expropriation now or for many years to come, there may come a day when revenue and necessity may, possessed of means and facing a need for new lines, expropriation might become convenient. (Bendaña, p. 152)

Skilled as they were in keeping the natives at bay, the British turned to one defense after another. They bribed ministers, congressmen and railroad bureau officials to vote against nationalist legislation or to look the other way when laws were being broken. When this proved insufficient, the British were not above gunboat diplomacy. In late 1875, the British bank in Rosario suddenly demanded immediate repayment of railroad notes as part of a maneuver to destroy local financial competitors. When the nationalist-minded local governor in Santa Fe sided with his countrymen, the British sent their navy to blockade the city. Buenos Aires caved in to the show of force and the British won their demands without a shot being fired. Bendaña cites H. S. Ferns’s “Britain and Argentina in the Nineteenth Century”:

“prosperity had created a nation of boosters, and the porteños (Buenos Aires elites) looked at the Governor of Santa Fe as Pierpont Morgan might have regarded William Jennings Bryan.” (p. 258)

By 1913, Great Britain owned 95.8 percent of all private railways in Argentina. That amounted to 60.2 percent of total British investment in the country. The economic consequences on the nation were enormous. Arturo Castaño, a legislative deputy and rail expert, warned:

“the more the railways extend themselves, the greater will be the economic disruptions, and the greater will be the migration to the cities from the provinces. A third of our national production is absorbed by the railways, without the Executive being able to intervene in rate-making due to an administrative system which favors the companies.”

Indeed, when foreign capitalists absorb a THIRD of national production, the question of imperialism has to be addressed.

The railway era lasted about a century. The first 3 decades, from 1830 to 1860, were a time of rapid expansion in the imperial centers. The spread of railways into Asia, Africa and Latin America did not produce concomitant benefits. Although Cecil Rhodes characterized railroads as “philanthropy plus 5 percent,” the profits were always far higher and the progress realized in countries such as Argentina was far less than advertised.

Was Che Guevara a Stalinist?

Working my way at a leisurely pace through Sam Farber’s egregiously wrongheaded “Cuba Since the Revolution of 1959”, I came across this remarkable comparison between Joseph Stalin’s foreign policy and Che’s:

The second major source of Cuba’s foreign policy was the independent Communist perspective of Ernesto “Che” Guevara, who according to his biographers was a self-described admirer of Stalin even after Khrushchev’s revelation of the Russian leader’s crimes in 1956. Guevara was an ally of the old Cuba Communists from 1957 to 1960, a decisive period during which the key divisions about the kind of society that would be built in Cuba were made. But after 1960, Guevara’s views and practices began to differ from those of the USSR and the old Cuban Communists on matters of domestic and foreign policy. The Soviet Union and the old Cuban Communists were supporting the “right-wing Popular Front approaches, which as I earlier indicated, were initially developed in the mid-thirties by the Soviet Union and the Communist Parties involving alliances with forces to their right including the “progressive bourgeoisie.” Guevara’s approach was more similar, although not identical, to the far more intransigent and aggressive policies that Stalin adopted during other periods.

I really don’t want to make this article any longer than it has to be so I will not take apart all the factual and analytical errors contained in this excerpt but limit myself to Farber’s observation about Guevara adopting a policy “more similar” to the “the far more intransigent and aggressive policies that Stalin adopted during other periods.” They say that very observant Muslims can be identified by the appearance of a bruise-like marking on their forehead developed through a lifetime of prayer. I sometimes worry that I will develop the same kind of mark through slapping my forehead from reading such Farber howlers. What in god’s name is this professor emeritus talking about? Stalin’s “aggressive” policies? If this is a reference to the “third period”, then aggressive is hardly the operative term. Instead, imbecilic ultraleftism might obtain. There was nothing “aggressive” about the policy of lumping together National Socialism and “social fascism” (in other words, the German Social Democracy).

An obvious obligation for a scholar writing about Che’s foreign policy would be to examine the Organization of Afro-Asian Solidarity, the Tricontinental, or Organization of Latin American Solidarity (OLAS), three groups that reflected both Fidel Castro and Che Guevara’s foreign policy outlook. In a 1967 message to the Tricontinental, Guevara said the following:

America, a forgotten continent in the last liberation struggles, is now beginning to make itself heard through the Tricontinental and, in the voice of the vanguard of its peoples, the Cuban Revolution, will today have a task of much greater relevance: creating a Second or a Third Vietnam, or the Second and Third Vietnam of the world.

What in the world does this have to do with Joseph Stalin’s foreign policy (a wonkish term that I only use  to remain consistent with Farber’s Cubanology)? Most people at the time, including members of the Fourth International, recognized this call as a return to the proletarian internationalism of Leon Trotsky (as well as Marx, Engels, and Rosa Luxemburg) even if the practical application of it in Bolivia was poorly thought through.

If you go to the index of Farber’s book, you will find no reference to the Organization of Afro-Asian Solidarity, the Tricontinental, or Organization of Latin American Solidarity (OLAS). As a rule of thumb, anything that inconveniences his ideological agenda gets swept under the rug. Furthermore, despite all his efforts to tarnish Che Guevara as a Stalinist, there is evidence that Farber found the Cuban Communist Party (called the Popular Socialist Party, the PSP) much more “Marxist” than the movement led by Castro and Guevara.

Ironically, although at the beginning of 1959 the PSP was neither popular nor prestigious and Fidel Castro and his Twenty-sixth-of-July movement were monopolizing mass support, the results of the revolutionary process would prove to be much closer to the PSP program than to any other Cuban political group or party.

Last but not least, the PSP was the only significant political force in Cuba that claimed to be socialist or Marxist and therefore stressed the importance of a systematic ideology and program as the basis for the development of strategy and tactics. Its ideology and program were tools used to win ideological support from radicalized Cubans seeking a systematic explanation of the country’s situation. This aspect of the PSP is even more noticeable when contrasted with the antitheoretical and antiprogrammatic stance of the Twenty-sixth-of-July movement.

I want to call your attention to the use of the terms “program” and “ideology” in the excerpt above. They are a dead giveaway that the author is in the throes of what Marxists call idealism. This is not the idealism of boy scouts but of Plato. It is a philosophy that held sway until the mid-19th century when Marx appropriated materialism as a weapon in the class struggle. For Sam Farber the “positions” of the PSP matter much more than its role in the Cuban class struggle as a conservative enemy of the “putschism” of the young rebels. The irony in all this is that Farber got his political training in Max Shachtman’s YPSL, a group that when he joined in 1961 still had some Trotskyist blood flowing in its increasingly hardening arteries.

In September 2011 Jacobin Magazine published an article by James Bloodworth titled “The Cult of Che” that repeats the slander about Che’s Stalinism.

It was here [in Guatemala after Arbenz was overthrown] that Guevara, in his own words, became a communist, or more specifically, a believer in the quasi-religious doctrine of Stalinism: “At which moment I left the path of reason and took on something akin to faith I can’t tell you even approximately because the path was very long and with a lot of backward steps. ”Jorge Castañeda, in Compañero: The Life and Death of Che Guevara, describes how Che, writing to his aunt back in Argentina, had “sworn before a picture of our old, much lamented comrade Stalin that I will not rest until I see these capitalist octopuses annihilated,” signing-off his letters as “Stalin II.”

I have a totally different interpretation of Che’s letter to his aunt. If you were a serious Stalinist in the 1950s, the last thing you would be talking about is seeing “capitalist octopuses annihilated.” The Communist Parties of Latin America were like those everywhere else in the world, committed to class-collaboration. In fact, it was a desire to see these octopuses (do you think that this was the inspiration for Matt Taibbi’s “vampire squid”?) annihilated that drew Che Guevara into the arms of the July 26th Movement despite its failure to adhere to the programmatic points of the PSP. (Now what was it that Karl Marx wrote in a letter to Bracke? Oh, I remember: “Every step of real movement is more important than a dozen programmes.”)

Frankly, I would advise the Jacobin Magazine comrades to think twice about publishing articles by people who have given interviews to Norm Geras, the scabrous British professor emeritus and arch-Islamophobe—as James Bloodworth did in June 2012. I am generally not disposed to applying litmus tests, a hallmark of the Trotskyist movement, but if I were, high up on my list would be Norman Geras’s blog. Getting his approval is the kiss of death.

When asked by Geras what he was reading at the time, Bloodworth responded, “Infidel by Ayaan Hirsi Ali. I’m quite embarrassed that I haven’t read this already.” One suspects that if Bloodworth had been asked to name his favorite blog, he might have answered Pam Geller’s “Atlas Shrugged.”

Geras’s last question was: If you could have any three guests, past or present, to dinner who would they be? Bloodworth replied: “Christopher Hitchens, Che Guevara, Alexander Solzhenitsyn.” If I was sufficiently motivated to do a follow-up with Bloodworth, I might have asked if Che Guevara was going to be the main course or dessert.

As an antidote to these sorts of noxious efflorescence, I can’t recommend Spain Rodriquez’s “Che: a graphic biography” highly enough. Published by Verso in 2008 (edited by the good Paul Buhle), it was sitting on my shelf for the past four years as one in a collection of books I had promised to review.

Spain Rodriguez’s death last week was just the impetus I needed to read the book and pull together some thoughts. For those who knew as little about Spain as I did, there’s an obit by Paul Buhle that should make it obvious why he would have developed a working relationship with the artist:

The whole comix artistic crowd moved to San Francisco around 1970, joining Robert Crumb and a few others already there, part of the acid-rock, post–Summer of Love setting. Underground comix, replicating the old kids-comics format but now in black and white, grew up alongside the underground press, whose reprinting of comix created the market for the books. Crumb was the artist whose work sold the best, in the hundreds of thousands, but Spain was widely regarded as the most political. He was heavily influenced by the most bohemian of the EC comics world, wild man Wallace Wood, whose sci-fi adventures depicted civilizations recovering from atomic war and whose Mad Comics stories assaulted the 1950s commercialization of popular culture. Wood’s dames were also extremely sexy, too overtly sexy for the diluted satire of the later Mad Magazine.

Trashman: Agent of the Sixth International was Rodriguez’s signature saga in these early years, serialized in underground papers, comix anthologies, and eventually collected in comic book form as Subvert Comics. These revolutionaries took revenge on a truly evil American ruling class in assorted ways, many of them violent, but they also had fun and sex, and were subject to many self-satirizing gags, in the process. By the middle 1970s, his work had broadened into more social and historical themes, often with class, sex, and violence highlighting his points. Histories of revolutions and anti-fascist actions (and all their complexities) inspired some of his closest reading of real events, but he had no fixed point on the left-wing scale. He admired and drew about anti-Bolshevist anarchist leader Nestor Makhno also anti-Stalinist Spanish anarchist Durruti, but he also drew about Red Army members facing death fighting the Germans, and so on. (Several of these pieces are now reprinted in Anarchy Comics: The Complete Collection, an anthology from that 1980s series, just published by PM Press.)

I would argue that if Paul had an affinity for Spain, Spain obviously had one for Che who in many ways was the same kind of eclectic rebel. If Che signed a letter to his aunt “Stalin II”, this by no means precluded him carrying around Leon Trotsky’s “History of the Russian Revolution” (a gift from Regis Debray) in his knapsack in the Bolivian countryside.

And quite frankly, there is a dotted line between Paul and me and through him, Spain and Che as well. Not long after I had decompressed from 11 years of membership in the Socialist Workers Party, I began to draw away from the sorts of “litmus tests” that people like Farber and Bloodworth were wont to impose. Some fifteen years ago or so I became good cyberfriends with Mark Jones, a Briton who was about as pro-Stalin as you can get. He was even brassy enough to defend Stalin’s purge of the Red Army officers’ corps, a position that by the 1960s was only popular among Hoxhaite circles. But it was our shared belief in the need to confront the environmental crisis that made us political allies. The other stuff was secondary.

Turning now to Spain’s book, the conclusion that you will be left with is that Che Guevara was a man of deep principle whose hatred of injustice guided his every step.

This page from early in the book is drawn from “The Motorcycle Diary”. It gives you both a flavor of Spain’s amazing graphic capabilities as well as his insight into what made Che Guevara tick. In the top right Che says farewell to a miner and his wife who he met on his way through Chile. He says, “Even if communists are a danger to ‘decent life’ it seems like the natural longing for something better, a protest against persistent hunger.” That says it all, a protest against persistent hunger.

Despite all attempts to either demonize or sanctify Che Guevara, he was simply a product of his generation. Seeing the exploited and oppressed with his own eyes, either on his father’s plantation or “on the road” in Latin America served as a categorical imperative: you must help make the socialist revolution.

Che Guevara called himself “Stalin II” not because he had conducted a meticulous study of the writings of Leon Trotsky versus Joseph Stalin and decided that the ideas of the latter were more correct. The powerful historical momentum that begun just ten years earlier when the Red Army wiped fascism off the face of the earth was the decisive factor. So was the colonial revolution that was to turn the Congo, Algeria and Vietnam into a maelstrom. Che was not a “Stalinist”. He was simply a servant of history.

One of Karl Marx’s most frequently citations is from the 18th Brumaire:

Men make their own history, but they do not make it just as they please; they do not make it under circumstances chosen by themselves, but under circumstances directly encountered, given and transmitted from the past. The tradition of all the dead generations weighs like a nightmare on the brain of the living.

The problem with people like Farber and Bloodworth is that they are not interested in historical context. Everything takes place in a vacuum that has more in common with a graduate school political science seminar than the beating heart of the class struggle. Che Guevara arrived at his ideas in the same way that millions of young radicals did in the immediate post-WWII era. That period of history came to an end a long time ago. For the radicals of today we have the obligation to identify the progressive historical forces today that are gathering momentum today and help midwife them to victory. About the best thing you can say about Che is that he rose to the occasion. Let us not succumb to the easy temptation in a period of deep reaction to treat him as our enemy. While no revolutionary leader should be mythologized, the martyrdom of Che Guevara was something that should be respected by each and every one of us no matter our ideology.

Bolivian President Pays Tribute to Guevara

LA PAZ, Bolivia — President Evo Morales celebrated the birthday of Che Guevara Wednesday, the first time a top Bolivian leader has paid tribute to the revolutionary who was executed in the Andean nation four decades ago.

Surrounded by Cuban and Venezuelan officials, Morales observed the 78th anniversary of Guevara’s birth, using the occasion to praise his close allies President Fidel Castro of Cuba and President Hugo Chavez of Venezuela.

Guevara, an Argentine, launched an armed revolt in 1966 to bring communism to Bolivia after helping lead the 1959 Cuban Revolution that ousted dictator Fulgencio Batista and thrust Castro into power.

He waged a guerrilla insurgency for 13 months in Bolivia but was captured and executed by the Bolivian army at age 39.

Morales flew in a helicopter loaned by Venezuela to the small town of La Higuera– the site of Guevara’s execution– 480 miles southeast of La Paz.

Local children and nearby residents blew out a birthday cake with 78 candles representing how old Guevara would be if were alive.

He said in a speech that a decade ago he had a dream that there would be other Cubas in Latin America.

“I wasn’t wrong,” he said. “Now we do have another commander, colleague Chavez.” He also praised Castro’s Cuba, and he said both leader have shown they unafraid of “the empire,” a reference to the United States.

Since taking office in January, Morales has forged close alliances with Cuba and Venezuela, which have flooded Bolivia –South America’s poorest country– with aid.

Morales thanked Venezuela and Cuba for their aid and said he would make Castro a cake for his next birthday made of coca — the leaf from which cocaine is derived.

The coca leaf has traditional and legal uses in Bolivia although the U.S. has long backed its eradication.

The Chilean Building

Macarena Aguiló is not only the director of “The Chilean Building” that opens today at the Maysles Cinema in Harlem. She is also one of the subjects, namely the children of MIR (Movimiento de Izquierda Revolucionaria) guerrillas who were left behind by their parents when they returned to Chile to conduct a futile armed resistance to the Pinochet dictatorship.

The children became part of an experiment called “Project Home” that included 60 at its peak. First in France and then in Cuba, they were raised in a communal environment by MIR sympathizers who while having no ability to determine events in Chile could control the way that children were raised in “the Chilean building”. This meant no television. It also meant conducting mock guerrilla training in Cuba with young boys and girls in fatigues and berets firing what looks like real machine guns.

Just as “red diaper babies” of CP parents in the U.S. looked forward to their summers at places like Camp Wochica, where they could both play softball and enjoy Paul Robeson performances, “Project Home” was a “liberated zone” with kids and adults treating each other as equals, staying up to 11pm and generally having free rein. But as much as they bonded with their new quasi-parents, they never lost touch with the real ones who were fighting in Chile. They received communications from them frequently but on a basis that had more to do with a Tom Clancy novel than letters from mom and dad to their kids at Camp Beaver Dam. The letters were written in microfilm and the names of both the children and the parents changed with every new communication. It is little wonder that they began to suffer alienation from each other.

Macarena Aguiló is a constant presence throughout the film but is not Michael Moore-styled intrusive. Mostly she is there to have a conversation with those who went through the “Project Home” experience, including the children like herself, her lefty foster parents, and finally and most movingly her own mother.

One of the most revealing moments in the film involves a MIR veteran describing his movement’s realization in the late 70s that armed struggle was futile. Eventually most became reabsorbed into bourgeois society or part of the parliamentary left that eventually assumed power after the end of the dictatorship. If this was a painful process, it must have been doubly and triply painful to realize as well that the ties with their children who were returning to Chile could not be reestablished.

In many ways the encounters between the young adults being reunited with their parents was as awkward as those involving children being adopted as babies finally meeting their real parents, a drama given new heights in Mike Leigh’s “Secrets and Lies”. The principals in Macarena Aguiló’s very fine documentary are wrestling with problems that overlap the political and the personal and as such would have a lot to say to my readers.

The film will be especially interesting to people my age who a MIR member described himself as belonging to the “generation of 1968”. American Trotskyists, unlike the MIR, were generally dissuaded from having children and when they did often decided to relegate them to their own version of “Project Home”. In one instance that I vividly recall since it involved a personal relationship, my girlfriend in Houston had decided to leave her infant daughter with her mother since the child stood in the way of her activism. At least once a week she would show me baby pictures and come close to crying over not being with her child.

What we did have in common with the MIR was a belief that the “bourgeois family” was as much a part of the rotten capitalist system as Wall Street banks or the Pentagon. Unlike us, the MIR was in a position to create an alternative that embodied their communal values but was only partially successful to say the least.

“The Chilean Building” is a gripping drama that like so much of the time today surpasses narrative films both in its believability as well as its intensity. I would also strongly urge my readers to make a point of seeing it for no other reason that is an excuse to see a new and revitalized Harlem. The theater is at 343 Lenox Avenue/Malcolm X Boulevard between 127th and 128th Streets, just a stone’s throw away from a Senegalese/Continental fusion restaurant called Les Ambassades Bar & Restaurant that I spent a pleasant evening at just before retiring from Columbia University. Just across the street are Sylvia’s and the Red Rooster, two landmark Harlem restaurants also worth your time if you make reservations in advance.

Finding fault with Hugo Chavez

For the better part of a decade segments of the far left have found fault with governments in Latin America that carry out significant reforms but have failed to abolish capitalism. To some extent, the criticisms have been fueled by the obvious contradictions between the socialist rhetoric of someone like a Hugo Chavez and the socio-economic reality. One cannot escape the feeling that there is a certain recycling of the Bolshevik versus Menshevik/SR narrative in all this despite the fact that the Bolsheviks were a material reality on the ground in Russia in 1917 while the left critics of today have little to offer other than their words.

While it is hard to refute arguments that Venezuela or Bolivia continues to be based on capitalist property relations and that their leftwing governments frequently offer concessions to the native bourgeoisie at the expense of the working class and its allies, perhaps another yardstick is more useful in assessing them. If we bracket out the “21st century socialism” type rhetoric and simply judge their achievements against other governments in Latin America over the past half-century, their grades improve.

When I was first coming around the Trotskyist movement in 1967, I asked an SWP member for some reading recommendations. To his credit, he did not suggest James P. Cannon but had me look at John Gerassi’s “The Great Fear in Latin America”, selections of which can be read here including chapter 17 titled “A Digression: United States — Latin American Inter-History”. There Gerassi writes:

Never has any freely elected candidate from Right, Center, or Left who showed himself the least bit independent of our policies been able to last out his whole term. Always the forces that threw him out have been trained and equipped by and sometimes in the United States. The only exceptions have arisen when popular revolutions had previously destroyed these forces. Thus, the Latin American patriot, the Nationalist, the genuine reformer has had to buck us as well as local oligarchs. Today, if we are to understand him, we must not only accept this fact; we must also realize that to him all our aid, our treaties, our loans, and our military missions are evil.

The Latin American Nationalist has had too many examples of United States intervention in his continent during the last few years to let him forget the long list of our interventions in the past. Memories are short only when suffering is short. Latin Americans’ memories are long because they are still suffering. And any policy that we may adopt, if it is aimed at reconquering Latin America as our friend, must be careful never to forget that such a long list exists. It goes back very far. Let us glance at it rapidly, starting only from the last century, in fact, from 1823 when the Monroe Doctrine was conceived.

If this is the context for evaluating progress in Latin America, the past decade looks pretty good, especially when compared to what is happening in places like Greece and Spain today; but if your yardstick is a socialist ideal, then perhaps not so much.

All this comes to mind when you look at a guest post on the popular Lenin’s Tomb blog by Callum McCormick titled Threshold of the Bolivarian revolution. While McCormick is more charitable toward his subjects than others I have seen in the Trotskyist press, he leaves you with the distinct feeling that Hugo Chavez is a disappointment:

For those who support Chavez and the project of ‘21st century socialism’, the election is something of a crossroads. The long time activist and former member of the Chavez government, Roland Denis, recently said that the project for building an alternative to capitalism had ‘collapsed’. The problem for Chavez is the same one confronting all the governments of the ‘pink tide’ in Latin America. Their elections expressed and promoted a desire for radical social change among the despised masses of Latin America. Their actions in government have often given concrete form to these desires and just as often thwarted them.

The story is an old one. Propelled into government across the continent as part of a deep and general revolt against the IMF imposed ‘structural adjustment’ programs of the 80’s and 90’s, the ‘new left’ is faced with the dilemma of knowing that an alternative is needed but not quite being sure what it is. Socialism is, not the first time, proclaimed everywhere and created nowhere.

Now of course the British SWP has no problem with “the dilemma of knowing that an alternative is needed but not quite being sure what it is.” They would be the first to tell you that Venezuela needs a movement to the left of Chavez that can, as McCormick puts it, “build up the pressure for a fundamental and irreversible transformation of Venezuelan society.” In other words, it needs a Bolshevik type party to supersede the Menshevik figure in power. Just ask Chris Harman:

In the great revolutionary movements of the 20th century, permanent revolution meant workers throwing up their own democratic institutions from below, workers’ councils, and then drawing behind them the rest of the exploited and the oppressed.

The workers, bound together in the workplaces by a common battle against exploitation, found it easier to develop an organic unity in struggle than did the peasants or the urban poor.

Disillusion with the parliamentarians means there is a great deal of talk about “popular power” as an alternative in Venezuela.

But for the first three tendencies it simply means councils elected to mediate between the government and the mass of people.

For the revolution to become truly permanent workers would have to go much further than this. They need to establish their own democratic organs so as to take control of the government, to replace the existing corrupt state structure and to reorganise industry so as to end the poverty and huge inequalities that still characterise Venezuela today.

If you stop and think about it, this is a formula based on what happened in Russia in 1917, something that all Marxists would obviously support. If the choice is between a Chavez presidency that marks time with its bureaucratic and rightwing elements and workers “bound together in the workplaces by a common battle against exploitation”, how can you pick choice A from the menu when there is choice B? Especially when choice B comes with a complementary bottle of wine?

Missing entirely from Harman’s analogy with 1917 is an understanding of how the Bolsheviks became a party with the political and moral authority to supersede Kerensky. Why have groups that emerged out of the Trotskyist movement, including Tony Cliff’s, never achieved the mass influence that would make such a scenario more than an idle fantasy? In politics there are sins of commission and sins of omission. If Hugo Chavez is guilty of the sins of commission, including a failure to nationalize the commanding heights of industry and institute a planned economy, then what about the aspiring vanguard parties of Latin America that come out of the Trotskyist movement? What responsibility do they have for the “betrayals” from the “fake left”? About 10 years ago I visited a friend in Washington whose wife worked at the Smithsonian Library. We visited the place and browsed around the reference library, where my friend spotted what he described as one of his favorite books: Robert Alexander’s Trotskyism in Latin America.

If you thumb through its pages, you will find a Sargasso Sea of tiny groups that never achieved anything like the popularity of Hugo Chavez’s. They are frequently the products of splits, having names like Workers Militant Party (Revolutionary) to distinguish itself from the sell-outs of the Workers Militant Party. My friend had an entirely different take on all this than I did. He saw their failure as a product of Stalinist hegemony mixed with capitalist repression. I, on the other hand, saw their own sectarianism as the main cause even if the other factors were real enough in themselves.

There was an alternative to this. The Cuban revolution was led by a true vanguard. The July 26th Movement was led by young revolutionaries who came to Marxism on their own terms rather than being “trained” by the traditional far left parties. By abandoning the “programmatic” boilerplate that was associated with such groups and that revolved around a correct interpretation of the Russian revolution, the July 26th Movement removed artificial barriers that would have impeded its growth. Furthermore, the “program” of the movement was embodied in speeches like “History Will Absolve Me” that spoke to the deeply felt needs of the Cuban people in language drawn from the Cuban experience, including Jose Marti’s writings, rather than Russia 1917.

For obvious reasons Cuba no longer provides a pole of attraction in the same way it used to for revolutionary fighters. The aging of the revolution and the loss of support from the Soviet Union have made Castro’s affinity for the new Latin American left understandable. If it is no longer possible for a new July 26th Movement to triumph, then isn’t the next best thing to have a left reformist government in power? After all, Che Guevara risked his life fighting to defend Jacobo Arbenz in Guatemala. Doesn’t Hugo Chavez compare favorably with Arbenz?

In some ways the Latin American left lags behind developments in the rest of the world, particularly the Arab Spring. This would explain Hugo Chavez’s unforgivable support for Qaddafi and now al-Assad. The premises of 21st century socialism seem geared in many ways to a pre-2008 period in which the long slow development of workers power in bourgeois society—analogous in many ways to the development of capitalist property relations within feudalism—was appropriate for the time. After all, the capitalist economy was expanding throughout the world, including important countries in Latin America like Brazil and oil-rich Venezuela.

We are in a different period now. I don’t think it is necessary to abandon the term 21st century socialism since it embodies important ideas, including the need for a democratic movement and popular power (in many respects, this is nothing but a return to classical Marxism.)

But the economic crisis forces us to look at a new set of circumstances, one in which movements for social change can lag behind the social relations that are being shaped by swift-moving currents. Everywhere in the world the left is being challenged by attacks on working people such as the kind that have not been seen since the 1930s. Despite the ability of Latin American left governments to remain somewhat isolated from these attacks (a function to some extent of their role in a rapidly expanding mineral and agricultural export market), they too will eventually face the same sorts of contradictions. Indeed, Callum McCormick states that “a defeat would for Chavez would be a setback for the left and perhaps ignite a ‘carnival of reaction’ across the continent.”

While I would not question the need for criticisms of Hugo Chavez or Evo Morales (I would have found it impossible not to point out the glaring contradictions between the ideals of 21st century socialism and Qaddafi’s police state), my suggestion to the far left comrades who were trained in the Trotskyist movement is to begin thinking about how they can become part of a process that does not serve the same kind of role in left politics that Roger Ebert plays in movies. There is always room for a good critic but given the urgency of our times we don’t so much need journalism on Chavez’s flaws but concrete proposals on how to move the left forward and more importantly actions that can serve as an inspiration and a model for our movement globally.

Granito

Opening at the IFC Center in NY Today, Pamela Yates’s “Granito: How to Nail a Dictator” is an ambivalent but powerful documentary by the same woman who directed “When the Mountains Tremble” in 1982. That film about Guatemala’s guerrilla struggle that featured Rigoberta Menchú’s testimony is essential viewing for those wanting to understand the Central American revolutions of the 1980s, especially when it is watched in tandem with Susan Meiselas’s “Pictures from a Revolution”. (“When the Mountains Tremble” can be seen on Youtube just below, while Meiselas’s film is available on Netflix, including a streaming version.)

While not a “repentant” work, there is a general sense of dismay in Yates’s latest film that can be attributed to the terrible genocidal toll taken on the Guatemalan people in the 1980s and the ability of the top military brass to remain off the hook until now, General Rios Montt in particular.

The documentary is focused on the struggle of the survivors of the massacres to get justice, particularly from the Spanish judiciary that has played a role in indicting Chile’s Pinochet. Much of the film is set in a courtroom where testimony is presented against the murderers in uniform who dare not leave Guatemala for fear of being arrested like Pinochet.

Pamela Yates becomes a key witness to the prosecution, at least through the medium of her film and her outtakes that include damning admissions from different military men, including Rios Montt who tells the young film-maker in 1982 that he “controls everything”, in clear contradiction to the defense subsequently mounted that out-of-control troops—a la Lieutenant Calley—were responsible.

As anybody familiar with Guatemala’s recent history can tell you, the same problems that provoked an armed struggle still exist. Landlords still own nearly all the land and the government is ill-disposed to challenging them. Even with the election of “reformist” politicians, the tight control over the army and police is wielded by the rich who would likely resort to genocide if their rule was threatened.

While the film is not agitprop (how could it be under the circumstances?), it is essential viewing for those trying to make sense of what happened in the 1980s when President Reagan gave military and political support to the worst gang of murderers seen in a generation. It is difficult to watch the grinning General Rios Montt without shouting out in anger against the movie screen. The only consolation is knowing that film-makers of conscience like Pamela Yates and the Mayan people of Guatemala will not rest until he receives justice.

Carancho

Over the years, automobile crashes have become apt symbols in a group of movies attempting to make big statements about society. Perhaps the most profound was Jean-Luc Godard’s “Weekend” that featured a long tracking shot of a traffic jam on a French country road that culminated in a shocking car wreck with mangled bodies strewn across the road. That pivotal scene was an introduction to the remainder of the film that depicted a France descending into barbarism.

Going from the sublime to the ridiculous, there’s Paul Haggis’s “Crash”, a movie that preaches “understanding” as a way for the races to reconcile. Orchestrated over a series of fender benders, the film exhibits Hollywood liberalism at its most meretricious. Apparently, Haggis just resigned from Scientology after 35 years in protest over the cult’s opposition to gay marriage. Now that would be a plot for a movie I’d much prefer to see.

The most recent entrant into the field is Carancho, an Argentine film directed by Pablo Trapero that opens at the Angelica Film Center in NY tomorrow. I have seen Trapero’s Crane World, a powerful neorealist study of a crane operator, as well as El Bonaerense, a documentary-like feature about police corruption in Buenos Aires. Crane World is available from Netflix and I recommend it highly.

Carancho is the Spanish word for vulture and refers to the main character, an ambulance-chasing lawyer who preys on the families of the dead and those injured in car crashes. While Trapero is aspiring for social commentary in the same way as Godard and Haggis, he is also insistent on the more mundane aspects of a problem which is decimating Argentina. The film opens with words to this effect on the screen (these were taken from the press notes):

In Argentina, more than eight thousand people die every year in road accidents at a daily average of twenty-two. More than a hundred and twenty thousand are injured. Only the last decade has seen one hundred thousand deaths. The millions of pesos that every victim represents in medical and legal expenses produces an enormous market, supported by the compensations of insurance companies and the weakness of the law. Behind every tragedy, there is an industry.

We first meet the lawyer Sosa at a funeral where he is being punched and kicked by a couple of burly surviving relatives for representing himself as a friend of the deceased and a fan of the same soccer team the dead man followed religiously. Suspecting rightly that he was a shyster, the relatives ask him to name the team. After Sosa answers incorrectly, they pummel him. Lying on the ground, he keeps naming other teams—incorrectly—and receives fresh blows for his efforts.

His shady business brings him into contact eventually with a young female doctor named Luján who works the night shift in an ambulance. Without wasting any time, the two end up as passionate lovers even though she understands that he is a carancho. Her own social isolation working at nights might have something to do with this, but Sosa has a real charisma despite his tawdry background. On their first date, he bets her that if two cars go through a red light at the nearby intersection, she will have to let him kiss her. She ups the ante to four. After 6 cars ignore the red light, they kiss. In the very next scene, they are undressing each other in Luján’s bedroom.

Sosa is played by Ricardo Darín, one of Argentina’s most respected actors. He plays Sosa as a kind of tarnished Bogart-like figure. Darín was Marcos, the senior partner of younger con man in “Nine Queens”, a similar role. Middle-aged and a bit overweight, Sosa has an insouciant charm that Luján finds irresistible. She is played by Martina Gusman who has starred in other Trapero movies, including El Bonaerense, and co-founded a film production company with him in 2002. She is excellent.

In the press notes, interviewer Michael Guillén asks Trapero for his thoughts on a comment by Eduardo Galeano:

Galeano argues that there is nothing accidental about car wrecks; that, in fact, from the moment cars were manufactured and set loose on the roadways car wrecks were inevitable. He said a better word to describe a car wreck would be “a consequence”, rather than “an accident”.

If Trapero is intent on describing the consequences of the automobile on Argentine society, he seeks to it not as a documentary film-maker would. Instead, his approach is that of the film noir director for whom the crashes—always occurring at night—serve as a kind of deux ex machina that drives the plot forward, with ever-increasingly ghastly results. When Trapero decides to break with the gangsters who employ him, they threaten both his life and Luján’s. In the stunning climax, the conflict between man and man, and man and machine is resolved in chilling fashion.
